The Board of Trustees (BoT) met April 17 for its regular monthly meeting. Here are some highlights of the 75-minute gathering:
A is for Appointment: The BoT welcomed resident Angela Jaafar to the Economic Development Corporation/Brownfield Redevelopment Authority with a term through April 30, 2031.
Policy in Place: With the adoption of a policy, the Brownfield Redevelopment Authority now has a formal guide to the review and approval process for brownfield plans and tax increment financing (TIF). The policy establishes eligibility criteria for brownfield incentives and the process for plan approval and reimbursement.
Say Buy to a Familiar Face: SC Develop LLC of Brighton, an affiliate of Schafer Construction, which built Northville Lumber, plans to purchase 22.52 acres along Five Mile in the MITC corridor. It is zoned industrial. The purchase price is $150,000 per buildable acre. SC Develop hopes to court a business with specialty needs. The square footage of the facility could range from 50,000- to 200,000-square-feet.
Farmers Market Cleanup Revision: The Board approved an additional $23,800 to cover Cunningham-Limp’s revised scope to clean-up the Northville Farmers Market. The increase will add funds for paving, cleanup, erosion control, supervision and portable barriers. The increase will be split by both the City of Northville and the Township, costing $11,900 each. Treasurer Jason Rhines voted no on the change order, with the remainder of the BoT voting yes.
Vehicle Hellos & Goodbyes: The Fire Department budgeted for and will purchase a 2025 Dodge Ram 3500 to be used by its command staff for 10 years. While the pickup costs $65,398, to outfit it with emergency lights, a bed tray and other equipment, it will run about $111,000.
The Police Department received authorization to put a 2020 Ford Explorer and a 2018 Ford Expedition in an auction. Both have high mileage and mechanical failure.
Detached Condos Coming: Both the Planning Commission and the BoT gave the green light to conditionally rezone more than seven acres of property to multi-family residential on Five Mile, west of Haggerty, which once housed the Tanger Center, a Plymouth-Canton Community Schools building. The project includes 22 detached condominiums, which resemble single-family homes. They are 2,000-2,500 square feet, three to four bedrooms, two-and-a-half or three bathrooms, basements and two-car garages that are expected to be priced above $500,000.
Legacy Park Master Plan Adopted: After some debate, the BoT adopted the 2025 Legacy Park Master Plan with a 4-3 vote. Treasurer Rhines and Trustees Chris Roosen and Mindy Herrmann voted no. Northville Parks & Recreation has been collecting input from the community for three years about what Legacy Park should become. A master plan is a road map without any financial obligations attached to it. It’s conceptual, so it may adjust to the changing needs of the Township, its residents or its finances. It could take five years or 50 years to put some of it in place. An additional benefit of the plan’s existence is it allows Parks & Recreation to seek grants for various projects. For now, the focus will be on reforestation, shoring up infrastructure and transforming the state psychiatric hospital’s only remaining structure, Building 14.
Software’s Sunset: Northville Parks & Recreation will soon introduce a new registration software to sign up people for its classes and events. ReCPro, its current system, is sunsetting the product in September. The BoT approved a $31,305 contact with CivicRec Recreation Management Software to replace it.
On Guard: Northville Township has been recognized as an employer of choice by a military organization. The Michigan committee for Employer Support of the Guard, or ESGR, is the Department of Defense agency tasked with the mission of gaining and maintaining employer support for those who serve in the National Guard and Reserves each year. It recognizes employers who have provided exceptional support for their employees who serve in the reserves. Firefighter Rob Casamatta nominated Northville Township for ESGR’s Above and Beyond Award. The Township learned it won the award, which it will receive at the ESGR awards dinner in May in Lansing.
