North Park Skatepark Overview
City Council received an overview from the Greater Boca Raton Beach & Park District on the proposed skatepark planned as part of the future North Park development. The presentation highlighted the conceptual design, proposed location, and how the skatepark would complement other planned amenities, including a pump track, mountain bike trail, fitness areas, walking paths, and expanded parking.
Homelessness Response Update
City Council received an update on the City's ongoing efforts to address homelessness through coordinated outreach, public safety initiatives, and partnerships with Palm Beach County and local service providers. City Council gave consensus for the following staff recommendations:
- Adding four additional police officers dedicated to the CRA, two specifically as homeless liaisons
- Community Resource Coordinator to assist with case management and coordination with local service providers and Palm Beach County
- Quality-of-Life Working Group to strengthen coordination and support long-term solutions

Police Services Complex
City Council received an update on the Police Department's long-term facility needs and the next phase of planning for a new Police Services Complex. Staff explained that the current police facilities are outdated, undersized, and spread across multiple locations, creating operational challenges for a growing department and the City's long-term public safety needs.
Staff presented a revised approach that focuses on a right-sized Police Services Complex, including a centralized headquarters and a downtown police station, to improve operations, emergency response, and resilience while supporting future growth. Following the discussion, City Council reached consensus to move forward with the community engagement phase, which will include public workshops, polling, and other opportunities for residents and business owners to review the proposed options and provide feedback before any final decisions are made later this year.
Downtown Parking Overview / License Agreement Request
The CRA received an overview of Downtown Boca's parking program, including current parking operations, revenue and enforcement statistics, existing parking license agreements, and pilot programs aimed at improving parking availability and customer convenience. Staff reported that initiatives such as 29-minute free parking and space occupancy monitoring are helping evaluate parking demand while balancing business needs with parking turnover and revenue generation. Following the presentation, the CRA provided consensus on staff's recommendation to continue renewing existing parking license agreements while limiting new agreements to areas with lower parking demand, primarily west of Federal Highway. Staff will use this direction as it evaluates future public parking agreements.
