Property Tax Reform – Impact Analysis:

Staff provided a high-level impact analysis of the proposed state property tax reform, expected to appear on the November ballot. The presentation was intended to help residents understand the potential impacts on the City’s future budget, services and local revenue if the proposal is approved by voters. 


Key Facts: 

  • The proposal would increase the homestead exemption for non-school property taxes. 
  • The City estimates an annual revenue reduction of approximately $8.14 million when the exemption increases to $150,000. 
  • The estimated annual revenue reduction would increase to approximately $16.73 million when the exemption increases to $250,000. 
  • There would be no impact to the upcoming budget year. Potential budget impacts would begin with the FY 2027-28 budget and would be phased in over two fiscal years. 
  • Staff noted that future policy decisions may be needed from Council to address reduced revenue, including service levels, budget priorities, millage rates, fees, or other revenue options.

RESOLUTIONS & ORDINANCES

Resolution 56-2026: Street Name Change – Banyan Tree Lane 

City Council approved Resolution 56-2026 to rename portions of SE 4th Avenue and Mizner Village Drive within The Boca Raton property to Banyan Tree Lane. The property owner requested the change as part of the resort's ongoing renovation and rebranding efforts. The name change applies only to streets within the property boundaries, and the numeric addresses will remain the same. The property owner is responsible for replacing the street signs at its own expense. 



Resolution 60-2026: Consideration of Charter Amendments Relating to Initiative and Referendum Procedures 

City Council discussed Resolution 60-2026, which proposes charter amendments to clarify the City’s petition process. The amendments address how petition-related items are placed on the ballot, how signature requirements are calculated, and how certified petitions are protected from conflicting government action while awaiting voter review. The item would appear on the next available ballot, no later than the March 2027 Uniform Municipal Election.  



Ordinance No. 5786: 1531 West Palmetto Park Road Lease Amendment 

City Council postponed consideration of Ordinance No. 5786, which proposed amending the City’s existing lease for the City-owned property at 1531 West Palmetto Park Road, currently used as a hospice facility. The proposed amendment would extend the lease term from 2034 to 2044 and update several lease provisions, including a requirement for the lessee to make a capital investment for future improvements to the property. Council agreed to postpone the item to a date to be determined, to obtain more information from the lessee regarding the building’s condition and the improvements needed before proceeding. 



Ordinance No. 5787: Construction and Demolition Debris Collection and Disposal Services Franchise Agreement with Classic Recycling Inc.  

City Council approved Ordinance No. 5787, authorizing the City to enter into a non-exclusive franchise agreement with Classic Recycling Inc. for construction and demolition debris collection and disposal services. The agreement authorizes Classic Recycling Inc. to provide roll-off container services for construction and demolition debris within the City. The franchisee will pay the City an annual fee of $2,500 and a monthly fee equal to 15% of gross revenues generated from services in Boca Raton.  



Ordinance No. 5788 – General Employees’ Pension Plan Amendments 

City Council approved Ordinance No. 5788, amending the City’s General Employees’ Pension Plan. The changes add a definition of “actuarial equivalent” and permit limited post-retirement modifications to joint pensioner or beneficiary designations. The amendments are intended to provide retirees with limited flexibility following certain life events while maintaining actuarial oversight and protecting the pension plan’s long-term stability. 



Ordinance 5789: Executive Employees’ Retirement Plan Amendment 

City Council approved Ordinance No. 5789, amending the City’s Executive Employees’ Retirement Plan. The amendment clarifies the definition and calculation of “Average Final Compensation,” aligning the Code with the plan’s historical administration and actuarial valuation. The change is technical and does not increase benefits, expand eligibility, change retirement ages, or increase pension costs or liabilities.
