PRESENTATIONS & DISCUSSIONS

Downtown Civic Area Plan

Staff provided an update on the Downtown Civic Area Plan process, including the ongoing Request for Qualifications (RFQ) process and proposed timeline for consultant selection. The project will focus on community engagement, planning and conceptual design for the City Hall campus and surrounding civic areas, with a final master plan anticipated in early 2027.


Police Services Complex

Staff provided an overview of the proposed Police Services Complex planning process, including community engagement, polling, preliminary facility needs and potential funding approaches. City Council reached consensus to continue exploring a bond referendum for a new police facilities up to $125 million and directed staff to move forward with public outreach and project planning.


Softball Fields Update

Staff provided an update on youth softball field assignments and ongoing efforts to improve equity between youth softball and youth baseball facilities and amenities. Following discussions with league representatives and the community, Recreation Services announced an agreement with the Greater Boca Raton Beach & Parks District to relocate youth softball activities to the Spanish River Athletic Complex at Countess de Hoernle Park beginning with the 2026 fall season.


Free Standing Emergency Facilities

Staff provided an overview of the City’s ongoing review of regulations related to freestanding emergency facilities, including zoning districts, parking requirements, access standards and comparisons with surrounding jurisdictions. The workshop included a recap of prior Council and Planning & Zoning Board discussions, with no formal action taken by City Council.

COUNCIL ACTIONS

Ordinance No. 5785 – Lobbyist Certification & Disclosure Requirements

City Council passed Ordinance No. 5785, establishing lobbyist certification and disclosure requirements for development applications. The ordinance requires applicants to identify individuals authorized to represent them before City Council, advisory boards or staff, and whether those representatives are registered lobbyists or exempt under existing Palm Beach County regulations.

Ordinance No. 5786: Hospice Facility Lease Extension

City Council introduced Ordinance No. 5786, which would extend the lease for approximately 5.12 acres of City-owned land at 1531 West Palmetto Park Road through June 12, 2044, to allow for the continued operation of a hospice facility. The ordinance also includes updates to lease terms and required capital improvement investments by the lessee.

 

Ordinance No. 5787: Construction and Demolition Debris Franchise Agreement

City Council introduced Ordinance No. 5787, which would authorize a non-exclusive franchise agreement with Classic Recycling Inc. for construction and demolition debris collection and disposal services within the City.


Ordinance Nos. 5788 & 5789: Pension and Retirement Plan Amendments

City Council introduced Ordinances No. 5788 and 5789 related to updates to the City’s pension and retirement plans. The proposed amendments address retirement benefit definitions, post-retirement beneficiary changes, and clarification of compensation calculations for executive employee retirement plans.
