Eagle Pass, Texas — Border Network for Human Rights (BNHR) in collaboration with San Lucas Lutheran Church is formally opening a Human Rights Center in the City of Eagle Pass at the Texas-Mexico border. This is the third new facility of this kind for the BNHR, following the opening of two Centers in Presidio and Del Rio, Texas in 2022.

These Centers have the primary objective to develop and carry out human rights community campaigns to inform and educate border residents on their civil, constitutional and human rights and serve as vehicles to collect and document human rights violations and cases of abuse committed by federal, state and local law enforcement authorities. The Centers are part of the Frontera Texas Organizing Project, a project of the BNHR.

Executive Director of the BNHR, Fernando García emphasizes the urgency of broadening support to combat harassment and discrimination in border regions, stressing the importance of community engagement and capacity-building.

“The BNHR is opening a new Human Rights Center in Eagle Pass, Texas, aiming to address systemic rights violations exacerbated by border strategies and immigration enforcement. This expansion reflects years of advocacy amidst a troubling rise in human rights abuses in Texas, driven by initiatives like Operation Lone Star and discriminatory legislation such as Senate Bill 4. This Human Rights Center will train local leaders to document violations by law enforcement and empower communities to defend human rights,” remarked Fernando Garcia, Executive Director of the BNHR.

“This Human Rights Center will provide our community a place to learn about their human and constitutional rights. As our state continues to pass and promote arbitrary laws against immigrants, people of color, and border residents, we will work arduously to ensure that our communities are prepared to defend their rights,” said Emma Espino, Eagle Pass Human Rights Center Coordinator.
