Bourgeois and Kline Lead Corps Officials on Fly-Over Tour of Morganza
NLLD Executive Director Dwayne Bourgeois (pictured right) and CPRA Chairman Chip Kline gave leaders of the U.S. Army Corps of Engineers a birds-eye view of completed and under-construction levees along the Morganza to the Gulf alignment during a helicopter fly-over earlier this month.

Participating in the tour were RD James, Assistant Secretary of the Army for Civil Works; Major General Mark Toy, Commander of the USACE Mississippi Valley Division; Colonel Stephen Murphy, USACE New Orleans District (pictured above left); and six other USACE officials.

Terrebonne and Lafourche levee districts are building earthen levees and floodgates along the 98-mile federally authorized Morganza to the Gulf Hurricane Protection System from Gibson to Lockport entirely with state and local funds. As part of the Morganza Action Coalition , the NLLD, Terrebonne and South Lafourche levee districts advocate for federal funding to complete the Morganza system and provide greater storm surge protection to our area.

The flyover was scheduled in conjunction with meetings held by both the Association of Levee Boards of Louisiana and Mississippi Valley Flood Control Association in New Orleans.

ALBL Honors Late NLLD Commissioner George Wayne Broussard, Sr.
The Association of Levee Boards of Louisiana (ALBL) paid tribute to late NLLD Commissioner George Wayne Broussard, Sr. during the association's 79th annual meeting in New Orleans December 3-5. Several members of the Broussard family were present to accept a plaque in his memory from NLLD President Cory Kief and Executive Director Dwayne Bourgeois (pictured below).

Broussard, Sr. served on the NLLD Board of Commissioners from 2009-2015 and as president of the board from 2010-2012. He brought a strong understanding of the district's by-laws and parliamentary procedure to the Board's presidency. Broussard passed away in December 2018. He is survived by his wife Dionysia, sons George, David and Gerard, and their families.

Kief and Bourgeois Re-Elected to
Association Posts
  • NLLD Board of Commissioners President Cory Kief was re-elected to serve as president of the Association of Levee Boards of Louisiana at that group's recent annual meeting. The conference featured presentations by Colonel Stephen Murphy and Major General Mark Toy of the USACE and Chip Kline of the Governor's Office of Coastal Activities.

  • NLLD Executive Director Dwayne Bourgeois was re-elected to serve on the Executive Committee of the Mississippi Valley Flood Control Association during that group's recent meeting, which also featured a presentation from Assistant Secretary of the Army for Civil Works RD James.
NLLD Makes Another Push for Flood Insurance Reform on Capitol Hill
The National Flood Insurance Program was granted another reprieve on November 21 as President Trump signed legislation extending the program's current authorization through December 20, 2019.

NLLD Executive Director Dwayne Bourgeois (pictured above right) and Executive Assistant Katie Deroche joined Policy Advisor Lindsay Cooper from the Louisiana Governor's Office (pictured above left) for meetings with federal leaders in Washington D.C. December 10-12 to discuss flood insurance reform.

The NLLD and the state are pushing for changes to the program in its re-authorization that would recognize the benefits of local flood protection projects to reduce flood risk and make premiums more affordable. NLLD is seeing positive movement towards flood insurance reform as a result of its advocacy efforts.

Executive Director Dwayne Bourgeois and Executive Assistant Katie Deroche were guests on HTV's "Going Public" news program in November. They discussed the National Flood Insurance Program and NLLD's new Pump Station Monitoring System.

About the NLLD
The North Lafourche Conservation, Levee, and Drainage District (known as NLLD) was formed in 1992 to provide drainage and flood protection services for the northern portion of Lafourche Parish, including the entire parish north of the Intracoastal Canal.   The District includes over 250 miles of levees and drainage canals, and over 40 pump stations.
