Cultivating
Resilience isn't a quick fix or a one-size-fits-all solution. Building resilience takes time, dedication, and nurturing: thoughtful development of plans and policies, intentional listening to community members, and careful implementation. While many communities across the region face the same natural hazards, each community's unique characteristics may warrant a different "recipe" for resilience.
Climate-Resilient Communities
SCDRP's vision is that communities across the Southeast and Caribbean will be better equipped to prepare for, respond to, and recover from natural hazards and disasters. Resilience supports the well-being of the entire community: people, infrastructure, and the natural environment.
Communication
Effective communication is critical to building trusting relationships for community resilience. The success of resilience initiatives depends upon the transparent communication of information, resources, plans, and feedback between practitioners, governments, and communities. Transparent communication and decision-making processes can help build trust, enabling communities to feel empowered, engaged, and confident in building community resilience.
Collaboration
SCDRP believes in the power of collaboration to unlock potential. The vision of climate-resilient communities will not be realized by any one person or entity; cultivating communities that are resilient to natural hazards and disasters takes cooperation between all levels of community, government, and industry. From the community champion advocating for the members of their neighborhood, to the Resilience Officer working at the state level to secure policies and plans for resilience, every voice is essential to cultivating equitable resilience.

The Environmental Council of the United States (ECOS) has put together a resource collection to serve as a "central location for information about funding opportunities, including announcements of funding availability, applications and deadlines, published guidance documents, informational webinars and fact sheets, and other resources. This information should assist states with the process of tracking various funding opportunities and make it easier to take advantage of and communicate about available funding that is appropriate for their state’s needs and communities."

The Gullah Geechee Cultural Community Trust was awarded funding by the National Association of Climate Resilience Planners (NACRP) Community-Driven Planning Fund for their "Two-Hundred Voices" project. Described as a "spatial reparations project," the initiative will document and archive the stories of Gullah Geechee elders and their connection to culturally significant spaces threatened by development, establish plans for a cultural resilience nature retreat, launch a Gullah Geechee Land Stewardship Fellow program, and more.

Restoring Fish Passage through Barrier Removal Grants | NOAA Fisheries
This funding will support projects that reopen migratory pathways and restore access to healthy habitat for fish around the country. In collaboration with NOAA, selected partners will use these funds to implement locally-led removals of dams and other in-stream barriers. Selected projects will assist in sustaining our nation’s fisheries and contributing to the recovery of threatened and endangered species. They may also provide community and economic benefits, such as jobs and climate resilience. NOAA will accept proposals between $750,000 and $8 million for the entire award, with typical funding anticipated to range from $3 million to $5 million.

Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Discretionary Grant Program
This is a competitive grant program created by the Bipartisan Infrastructure Law to plan for and strengthen surface transportation to be more resilient to natural hazards, including climate change, sea level rise, flooding, extreme weather events, and other natural disasters. For FY 2024-2025, up to $576 million is available for the PROTECT Discretionary Grant Program.

Gulf Ecosystem Initiative
The Gulf Ecosystem Initiative is a $3.5 million partnership between the National Center for Ecological Analysis and Synthesis (NCEAS) in Santa Barbara, CA and the NOAA RESTORE Science Program to fund synthesis science and postdoctoral research. Working groups of scientists and decision makers will collaborate to solve pressing questions across the Gulf of Mexico. Synthesis science proposals and working groups will cover three main areas of research for decision making in the Gulf of Mexico: fisheries, climate change, and the ecological impacts of management.

NC Emergency Management (NCEM) is compiling sub-applications for inclusion in the State’s application to FEMA for the Building Resilient Infrastructure and Communities (BRIC) program.
The Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) grant program makes federal funds available for hazard mitigation activities that promote climate adaptation and resilience. BRIC focuses on addressing both acute extreme weather events and chronic stressors that are expected to increase in intensity and frequency in the future. NC Emergency Management (NCEM) compiles sub-applications for inclusion in the State’s application to FEMA for the BRIC program. Submitted sub-applications can be for capital projects or for capability and capacity building. Upon reviewing letters of intent, NCEM will issue invitations for full applications.
The intake period for letters of intent has been extended until the FEMA Notice of Funding Opportunity is released (TBD). Please check the NCEM website for the most up-to-date deadline information.

Living Shorelines Online Course (Clemson University)
The Living Shorelines course is designed to teach participants all about living shorelines in estuarine environments, and includes information on site assessment, installation materials and methods, and evaluating performance of living shoreline installations. Participants will receive an electronic certificate upon successful completion of the online course.There will be an optional opportunity to participate in an in-person field day in Spring 2025.

The Georgia Climate Project (GCP) is seeking community input for two climate-focused conferences in 2025: Super South (April 15-17) and the Georgia Climate Conference (October 20-21). GCP is collaborating with partners to develop content for both conferences. We are seeking community input on a wide range of topics and ideas, including but not limited to: building readiness for climate impacts (adaptation/resilience), reducing emissions (mitigation), climate research, climate solutions, and/or climate communication. NOAA’s Coral Reef Conservation Program is seeking input on the draft National Coral Reef Resilience Strategy. The draft National Resilience Strategy articulates the vision, purpose, and goals that will guide the work of the U.S. coral reef conservation community now and into the future. Submit comments by November 25, 2024.
Natural Hazards Center: Disability and Disasters Award
The Disability and Disasters Award supports people with disabilities working in disasters, as well as those who care for, study, or advocate on behalf of those with disabilities. Award funds will allow the recipient to attend the annual Natural Hazards Workshop and the Researchers or Practitioners Meetings that follow. Recipients of this award will be recognized at the Workshop and will be asked to present a poster or to serve as panelists, where they can highlight their research and/or practical experiences with disability and disasters. The Mary Fran Myers Scholarship recognizes outstanding individuals who share Myers' commitment to disaster research and practice and have the potential to make a lasting contribution to reducing disaster vulnerability. At least one scholarship recipient each year will receive financial support allowing them to attend the Annual Natural Hazards Research and Applications Workshop. The American Society of Adaptation Professionals invites its members and organizations with experience in environmental justice and community advocacy to sign-up to provide technical assistance for communities impacted the most via the EPA Environmental Justice Thriving Communities Technical Assistance Centers (“TCTAC”) Program. The goal of the TCTAC Program is to remove institutional barriers and to improve accessibility to federal funding for disinvested communities impacted by decades of structural environmental injustice and are already doing essential environmental and energy justice work.
