The Sampson Solution

As progress accelerates on the I-10 Calcasieu River Bridge Replacement Project, one of the most highly anticipated local upgrades is taking shape. The planned transformation of the Sampson Street interchange represents a critical piece of the region's infrastructure puzzle. For residents and daily commuters in Westlake, the Sampson Street corridor has long been a vital artery, but also a notorious choke point. The upcoming improvements are designed to directly address these historical bottlenecks, fundamentally changing how local traffic flows and interacts with the interstate system.

For years, drivers in the area have shared a common, frustrating experience: getting stuck at the Sampson Street railroad crossing. Freight trains can bring vehicular traffic to a sudden, unpredictable standstill, causing backups that ripple outward and delay daily commutes, emergency responses, and commercial operations. Currently, as crews mobilize in the area for utility relocations and establish temporary access routes, navigating this section requires extra patience. These active construction phases and temporary detours, while potentially disruptive to daily routines, are the crucial first steps toward permanently resolving this long-standing challenge for drivers.  


The core of "The Sampson Solution" is a modernized, elevated overpass. By raising Sampson Street over the existing railroad tracks, the new infrastructure will completely eliminate the conflict between vehicular and rail traffic. Once completed, drivers will no longer have to idle at crossing gates waiting for trains to clear. This change guarantees a continuous, uninterrupted flow of traffic, dramatically reducing travel times and enhancing the reliability of access to I-10 and local roads. A key element to implementing this solution will be the closure of Sampson Street at Sulphur Avenue to I-10 in late 2028 for a projected period of 18 months.  


This overpass is a strategic component of the broader 5.5-mile corridor overhaul. The Sampson Street enhancements are engineered to seamlessly connect with the new I-10 service roads and the modernized interstate infrastructure. Because the new Calcasieu River Bridge will feature a lower profile, less steep approach, full shoulders, and modern roadway lighting, the efficiency of local interchanges becomes even more crucial. Upgrading this specific access point ensures that the safety and capacity improvements of the larger mega-project are fully realized. 


The road to progress is currently lined with orange cones, shifted lanes, and detour signs. Navigating active work zones can mean short-term inconveniences to residents and local businesses. However, every temporary closure and altered traffic pattern is an investment in the community's future. When the barriers are removed, the resulting Sampson Street overpass will deliver a safer, vastly more efficient commute as a lasting benefit of this world-class infrastructure network. 

Common Duct Bank Work Progressing

Before the structural towers can rise and the new bridge deck can be laid, a massive amount of preparatory work must happen below the surface. One of our most crucial early-works milestones on the project, the common duct bank, is 85-percent complete on the west side of the bridge and 35-percent complete on the east side. The common duct bank serves as a centralized, highly secure underground housing system designed to safely consolidate and relocate utilities. By shifting key utilities into this single, fortified corridor, we are effectively clearing the canvas for the new 5.5-mile interstate alignment. It will also have the capacity for future utilities to be included.  


With the duct bank relocation progressing, crews are now positioned to advance into the heavy construction phases of the project. Excavation work and the arrival of large cable spools mark the active utility relocation. 


This achievement is about much more than just making room for the new bridge; it represents a significant upgrade to the region's infrastructure resilience. Housed safely underground, these vital utilities will be far better protected from severe weather events and environmental wear, while remaining safely accessible for future municipal maintenance.  

Project Team Marks One Year of Operations and Maintenance



In February of 2025, the project team took over the operation and maintenance of the project's 5.5-mile corridor.


Once the new bridge is complete, the developer will maintain the corridor, bridge, and tolling facilities to state-mandated performance standards for the 50-year tolling period.


Toll revenues fund the corridor's ongoing care, ensuring it remains in top condition for decades while shifting the financial risk and maintenance burden away from the state and taxpayers.
