Dear Broad Run Friends and Neighbors,
The sun is out today and the temperatures rose just in time for the weekend! I hope everyone will have an opportunity to experience the weather this weekend and enjoy the spiritual week we have ahead. Easter, Passover, and Holi are all coming up in the next several days, and the schools are on Spring Break. I wish everyone a joyous and relaxing time if you are celebrating any of the holidays, or taking a well deserved rest.

On April 6, the Board is slated to officially approve the County budget and tax rate for the next fiscal year. The final real estate tax rate we arrived on is 98₵ per $100 in assessed value. While this is a 5.5₵ reduction from the current tax rate, it will not necessarily ensure you pay less taxes next year. Whether your tax bill goes up or down will depend on whether your real estate assessment increased or decreased from the previous year. That being said, the 98₵ tax rate is well below the tax rate the Board was discussing when we began the budget process. The Board was able to fund many county services while keeping the tax rate as low as we reasonably could. I know this has been a hard year financially for many in Loudoun and I am pleased to see the tax rate at which we ended up.

Some of the services the Board was able to achieve were an expansion of the county's drug court to double its capacity, beginning a body-worn camera program for all law enforcement officers in the county, fully staffing all county departments to ensure quality service for county residents, and funding the LCPS request with a 4% raise for all teachers to secure a funding match from the Commonwealth.

If you feel your assessment for next year was not calculated accurately, you can contact the Commissioner of Revenue's office to explore options for an appeal. The Commissioner of Revenue is an independently elected official in Loudoun who is responsible for assessing real estate in the county. Residents have until June 1 to appeal their assessment to the Board of Equalization via the Commissioner's office. I would also like to remind everyone to register to receive the COVID-19 vaccine at Vaccinate.Virginia.Gov. The registration is open to all Virginia residents and workers regardless of whether you currently fall into a priority category. Please check to make sure your friends and family have registered as well. After registering you will be contacted when it is your time to receive the vaccine.

Loudoun is now vaccinating all those who fall in the phase 1b category, which includes several career fields, adults with high-risk conditions, and those aged 65+. The Health Department has informed the Board that everyone who was 65+ on Loudoun's waitlist has been vaccinated. Therefore, if you or someone you know is 65+ and either works or lives in Loudoun, please contact the Health Department at [email protected] or 703-737-8300 to schedule an appointment as soon as possible.

In other news around the district, the Ashby Ponds traffic signal has finally been updated to allow for signalized left turns! It has been over a year long process to make this change and I am happy to see it finally in affect. Additionally, a traffic signal at Demott Drive and Mooreview Parkway is being installed by Van Metro in accordance with their new development nearby. This signal will not be operational until closer to the end of the year, but it is being installed now.

I want to call attention to the first item below in the newsletter: the Broad Run District seat on the Parks, Recreation and Open Space Board. If you are looking for an opportunity to serve the greater Broad Run community, and have an interest in parks, please consider applying to fill the seat. In addition to the Parks Board, the Board of Supervisors has also created a new Loudoun Environmental Commission. That commission also has many open seats for experts in the environmental field. Information on both advisory bodies can be found at Loudoun.gov/Advisory.

Lastly, I went to two events this past week which I thought I would highlight. On Monday, I attended the "topping out" ceremony for the courthouse expansion in Leesburg. This was a celebratory event to mark the completion of the steel framing of the 90,000 square-foot courthouse expansion. This expansion will provide a drastic increase in the quality of service residents experience when they visit the courthouse. As Chair Randall said at the event, difficult trials happen at the courthouse, but marriages and adoptions happen there too.

The second event I attended was a visit to the vaccination POD at Dulles Town Center, on Wednesday, to show my appreciation to the volunteers working the site. I also went to thank the Data Center Coalition for sponsoring lunch every day this past week for the site volunteers. Broad Run's very own Ford's Fish Shack was the chosen caterer for the meals and I spoke with many volunteers who truly appreciated the delicious food.

Apply to Serve as The Broad Run District Representative on The Parks, Recreation and Open Space Board
A position to represent the Broad Run District on the Parks, Recreation and Open Space Board (PROS) has become available. PROS serves as an advisory capacity to the Board of Supervisors and recommends the creation of programs and the usage of open land areas to create recreational spaces in the County for the enjoyment of Loudoun residents. 

Meeting times: PROS meetings are currently held virtually at 5:30pm on the second Thursday of each month.

VDOT 2021 Repaving and Resealing
VDOT has released their map of roads that will be resurfaced in 2021. The exact dates for the road work are unknown at this time, as it is dependent on weather and contractor schedules. Resurfacing projects can last from a few days to a few weeks, depending on the size of the project.

Governor Ralph Northam today announced that he is directing the Department of Taxation to extend the individual income tax filing and payment deadline in Virginia from Saturday, May 1, 2021 to Monday, May, 17, 2021. Read More.
Loudoun County Announces Changes to Rent Assistance Program; More People may be Eligible
Loudoun County residents who are experiencing difficulty paying rent as a result of the COVID-19 pandemic may be eligible for rent payment assistance from two programs: the county’s Limited Rent Assistance program (LRA) and the Commonwealth of Virginia’s Rent Relief Program (RRP). Read More.
Governor Announces New Service to Assist Virginia Students Applying for Financial Aid
Governor Ralph Northam announced the launch of a new free advising service to assist Virginia students and families applying for financial aid and help address the COVID-19 related decline in completion rates of the Free Application for Federal Student Aid, or FAFSA. Governor Northam also set forth a long-term goal for every eligible student in Virginia to complete a FAFSA application each year. Read More
Loudoun County Accepting Applications from Nonprofits for Property Tax Exemptions 
Loudoun County Commissioner of the Revenue Robert S. Wertz Jr. is accepting applications from nonprofit organizations seeking an exemption from Loudoun County real and/or personal property taxes for the 2022 tax year. The deadline to apply for the exemption is Thursday, April 1, 2021. Read More.
Commissioner of the Revenue Mails Applications and Certifications for Loudoun’s Tax Relief Program for the Elderly and Disabled 
Loudoun County Commissioner of the Revenue Robert S. Wertz Jr. announces that participants in Loudoun’s tax relief program for the elderly and disabled should soon begin receiving renewal forms. COVID-19 Resources and Updates
Always look for websites that end with “.gov” to make sure the information is official. When a vaccine appointment becomes available through a local health district, there will be no charge. Statewide COVID-19 Vaccine Pre-Registration System
The Commonwealth has launched a statewide vaccine pre-registration system at vaccinate.virginia.gov or by calling 877-VAX-IN-VA (877-829-4682) to provide a unified and comprehensive process for all people in Virginia to pre-register for the COVID-19 vaccine. Read More.
Return to School 2021 Planning
On March 17, 2021, Interim Superintendent Dr. Scott Ziegler announced that Loudoun County Public Schools (LCPS) will begin offering in-person instruction four days a week on Tuesday, April 20, to students currently enrolled in the hybrid model. This expanded instructional model will modify some of LCPS’ mitigation strategies. These adjustments are explained in an FAQ document: lcps.org/ReturnToSchool2021.
Loudoun County Officials Recommend Against Spring Break Travel; Urge Continued Vigilance
The Loudoun County Health Department continues to discourage non-essential travel at this time, particularly for spring break and upcoming holidays, to slow the spread of COVID-19 and limit the potential of bringing variant forms of the coronavirus back into the community. Read More.
The current process for receiving a COVID-19 vaccine can be confusing. You may have heard about the names of different systems and be wondering what happens after you submit a pre-registration form. We explain the whole process for you here: Read More.

It is important to understand that the pre-registration process is necessary because there is not a sufficient supply of COVID-19 vaccine to vaccinate everyone right now. When vaccine quantities are limited, public health officials identify those who should receive the vaccine first using a number of criteria. The Virginia Department of Health (VDH) has outlined priority groups and categories to systematically vaccinate individuals. 
Loudoun to Host Free Twice-Weekly COVID-19 Testing
Loudoun County has scheduled more free, drive thru COVID-19 testing events through April. Beginning March 30, 2021, testing events will be held on Tuesdays only, and end one hour earlier than the testing events held over the past two months. Read More.

Loudoun County Expands COVID-19 Vaccinations to Include All Essential Workers in Virginia’s Phase 1b Priority Group
The Loudoun County Health Department is announcing that effective today, Friday, March 19, 2021, Loudoun County will begin expanding COVID-19 vaccination opportunities to all Virginia Department of Health Phase 1b priority groups, which include people 65 years of age, people 16-64 years of age with high-risk medical conditions, and eleven categories of front-line essential workers.
 
The Phase 1b list of essential workers includes:
  1. Police, fire and hazmat personnel
  2. Corrections and homeless shelter workers
  3. Childcare/PreK-12 teachers/staff (public and private)
  4. Food and agriculture workers (including veterinarians)
  5. Manufacturing workers
  6. Grocery store workers
  7. Public transit workers
  8. Mail carriers (USPS and private)
  9. Officials needed to maintain continuity of government (including judges and public- facing judicial workers)
  10. Clergy/Faith leaders
  11. Janitorial/Cleaning staff
  
Anyone who has not yet submitted a pre-registration form for a COVID-19 vaccine is encouraged to submit an online pre-registration form at vaccinate.virginia.gov. Anyone who does not have access to the internet may pre-register for a vaccine by calling 1-877-VAX-IN-VA (1-877-829-4682).
  
Loudoun County anticipates the ability to further expand the vaccinations to the Phase 1c priority group in April. The Virginia Department of Health has announced that anyone who is over the age of 16 and lives or works in Virginia will be eligible for a COVID-19 vaccine in Phase 2 of the state’s vaccination efforts, which is expected to begin by May 1, 2021. Governor Northam Announces Limited Capacity Increases for Indoor and Outdoor Gatherings, Some Entertainment Venues
Governor Ralph Northam announced that as COVID-19 vaccinations continue to rise in Virginia, certain sports and entertainment venues may begin to operate with additional capacity and indoor and outdoor gathering limits will increase starting Thursday, April 1. He amended Executive Order Seventy-Two with the next steps of the “Forward Virginia” plan to safely and gradually ease public health restrictions while mitigating the spread of the virus. More than two million Virginians, or approximately one in four people, have now received at least one dose of the COVID-19 vaccine. Read More.
Stay Vigilant in Slowing the Spread of COVID-19
As we wait for the supply of COVID-19 vaccine to catch up to demand, it is more important than ever to continue to follow all current guidance from the Centers for Disease Control and Prevention to protect yourself and your family against COVID-19, such as staying home when possible, wearing face masks when out, maintaining 6 feet of physical distance from others, washing hands frequently or using hand sanitizer with at least 60 percent alcohol.

This project, on the southwest side of Russell Branch Parkway across from the intersection with Ashbrook Place, was approve by the Board of Supervisors in 1996. It includes the construction of one flex-industrial office building and the associated parking lot. The building will be similar to those on the north side of Russell Branch Parkway along Ashbrook Place and Atwater Drive. Construction is scheduled to begin in the coming months with the building opening by the end of the year. Building Information can be found here.
Ashbrook Residential

This project, at the eastern corner of Ashbrook Place and Russell Branch Parkway, was approved by the Board of Supervisors in December 2019. The approval was for a rezoning from industrial park to residential to allow for the construction of up to 190 multifamily units. Site clearing and preparation has begun, and construction will commence in the near future. The developer will construct the remaining asphalt path on the northeastern side of Russell Branch Parkway from Savin Hill Drive to Ashbrook Place.
Ashburn Chase/The Regency at Belmont Chase

This project, on land in between Claiborne Parkway, Ashburn Road, and Russell Branch Parkway, was approved by the Board of Supervisors in March 2018, and will allow for the construction of 105 age restricted townhomes and up to 100 multifamily attainable housing units, along with a section of retail space. The multifamily units are open and residents have moved in; construction of the townhomes has begun. The developer has installed sidewalks and crosswalks in the area. Retail along Claiborne will soon follow.
Ashburn Station/Regency Property

This project, at the southwest corner of Ashburn Village Boulevard and Waxpool Road, was approved by the Broad of Supervisors in December 2019 as a rezoning from 1 residential unit per acre to 24 residential units per acre. Up to 254 residential units will be built. The developer is installing a series of sidewalks and trails to connect the area to the Metro station. The developer also dedicated around 70 acres of parkland to the County, located in the floodplain of the Broad Run at the Commonwealth Center site.
Aston Martin & Bentley of Loudoun

This project, on land between Russell Branch Parkway and Route 7 (Harry Byrd Highway), east of Top Golf and west of the Broad Run, was approved by the Board of Supervisors in December 2019. The application was a rezoning from Office Park to Commercial Center to allow for the construction of a car dealership for vehicle sales and vehicle services. The official groundbreaking was held on Wednesday, February 17, 2021 and site preparation has begun. Construction should last for several months with the dealership opening by the end of the year.

This project, on land between Demott Drive, the Dulles Greenway, Waxpool Road, and Old Ryan Road, was approved by the Board of Supervisors in December 2019. The application allows for the construction of townhomes and multifamily units, office space, retail space, and a hotel site. A site for an elementary school, and dedication to George Mason University for their Loudoun Campus, was also included in this application. Site preparation has begun and installation of the traffic signal at Demott Drive and Mooreview Parkway has begun.
Commonwealth Center

This project, located on the north and south sides of Russell Branch Parkway and to the east side of Loudoun County Parkway, was approved by the Board of Supervisors in December 2017. The project includes the construction of retail establishments, including the CVS, Silver Diner, gas station, etc. In addition to the retail, a soccer field will be constructed to the south of the Silver Diner. Construction of the Silver Diner is ongoing and construction of the soccer field should begin soon. The developer has come back in with a new application to request residential north of Russell Branch.
Dulles 2000
ZCPA-2020-0002
This application is to rezone a 24-acre parcel from a research and development park to allow for data centers. The parcel is located in Sterling, between Route 28 (Sully Road) and Shaw Road, south of the Sheetz gas station on Old Ox Road. The Planning Commission held a work session on March 12 and forwarded the application to the Board of Supervisors with a recommendation of denial. The Board will take this item up at a later date. The applicant has proposed completing the widening of Shaw Road from Old Ox Road southbound to the end of the parcel boundary.
Edgecore Dulles
STMP-2018-0014

This project is to build four data centers, with one supporting out building, on land in between Route 28 (Sully Road), Atlantic Boulevard, and Nokes Boulevard. The land was zoned for office park as part of application ZMAP-2007-0001, approved by the Board of Supervisors in 2011. Data centers are an approved, by-right use on land zone for office park. By-right uses are allowed without approval from the Board of Supervisors. Building construction has begun and will continue for the foreseeable future. Site plans were approved by county planning staff before construction.
Kincora Village Center
ZMAP-2018-0014
This application is an alteration to the currently approved Kincora application, located at the southwest corner of the Route 7/Route 28 interchange. The application consists of an additional 1,200 multi-family housing units, an additional 575,000 square feet of nonresidential, approves the use of two museums, and moves the Children's Science Center to a larger, 5-acre site backing to the Broad Run. The Board of Supervisors held a work session on March 17 to discuss outstanding concerns with the developer. Final Board of Supervisors approval or denial is scheduled for April 20.

This project, at the southwest corner of Marblehead Drive and Loudoun County Parkway, was approved by the Board of Supervisors in November 2019 as a rezoning from commercial center to residential, to allow for the construction of 44 two-over-two multifamily units. The development is in both the Broad Run and Dulles Districts, with the portion in Broad Run located at the western corner of the Dulles Greenway and Loudoun County Parkway interchange. The development has approval to construct up to 3,706 residences and over 1 million square feet of non-residential space.

This project, located on the west side of Russell Branch Parkway, just north of Gloucester Parkway (across from the Kincora fire station), was approved by the Board of Supervisors on January 19, 2021. The application is to allow for the construction of a baseball field and a soccer field in the floodplain of the Broad Run, along with an associated church and school building located outside of the floodplain. The church is prohibited from using pesticides & excess fertilizers on the fields, and conveyed an acre of land to the county to be used for a future trail connection.

This project is located in Old Ashburn on land in between Ashburn Road, Jenkins Lane, and the Washington and Old Dominion trail. The project includes the construction of 18 single family homes with associated parking spaces, roadways, and sidewalks. This project was allowed by-right, which means a property owner has the right to construct and subdivide their land into certain uses without having to submit an application before the Board of Supervisors for approval. Current building demolition has occurred at the project location and site clearing/preparation has begun.
Waterside
ZMAP-2012-0006

This project was approved by the Board of Supervisors in 2015 and encompasses most of the land bordered by the Innovation Avenue to the south, Route 28 (Sully Road) to the west, Old Ox Road to the north, and the Loudoun-Fairfax county line to the east. The project consists of filling in the recently closed quarry to create a centerpiece lake surrounded by high-density, high-rise spaces of residential, retail, commercial, cultural, and office uses. This development will take decades to fully build-out.
Waxpool Crossing

This project, at the northwest corner of Ashburn Village Boulevard and Waxpool Road, was approved by the Broad of Supervisors on January 19, 2021 as a rezoning from a church property to high-density residential. The developer will build 384 multifamily units, including 44 attainable housing units. The developer will construct a roundabout at the intersection of Waxpool Road and Faulkner Parkway. If, for some reason, the developer is unable to construct the roundabout, they must pay the county $9.6 million.

Ashburn Community Center

Ashburn Senior Center
Construction is substantially complete and the crews are only working through final punch list items. Furniture and equipment is being moved in. Staff has been hired and will begin in their positions in the coming weeks. An official opening date has not been announced but is anticipated for late spring 2021.

Ashburn Village Boulevard/Russell Branch Parkway Missing Link

On the southern corner of the Ashburn Village Boulevard and Russell Branch Parkway intersection is a few foot long missing sidewalk link between the existing asphalt trail and the ADA pedestrian ramp. County staff is currently working with VDOT and the developers that constructed the existing pedestrian facilities to fill in the missing link and create a continuous sidewalk.
Beaverdam Run Trail Under Ashburn Road

At the September 1 BOS Meeting, Supervisors Glass (Broad Run) and Turner (Ashburn) submitted an initiative to have County staff study the feasibility of paving an asphalt trail, under Ashburn Road, connecting the existing trails in Ashburn Village and Ashburn Manor. Staff resource allocation for the study has been approved and findings should become available in the coming months.
Linear Parks and Trails

The Loudoun County Parks, Recreation and Open Space (PROS) Board is developing a detailed implementation plan for an interconnected, countywide linear parks and trails system. The interconnected, countywide linear parks and trails system will provide a variety of functions and benefits, including recreation, alternative transportation, flood hazard reduction, erosion prevention, and scenic beauty. Metro Station Area Pedestrian Improvements

VDOT's Loudoun County Metrorail Bicycle and Pedestrian Improvements project will construct missing segments in the bicycle and pedestrian network within two miles of the future Loudoun Gateway and Ashburn Metrorail stations in an effort to improve accessibility and connectivity to the stations. A plan is being developed to conduct outreach meetings with affected HOAs and residential neighborhoods to receive resident feedback. Find out more about the project by clicking here.
Potomac Green Park
This project includes construction of a 28-acre park that will contain multi-purpose athletic fields/courts, a restroom and concession stand facility, pavilions, a playground, an off-leash area, and trails at a site on Marblehead Drive in Ashburn next to Steuart Weller Elementary School. Site work has continued on installing the unground utilities and site grading. Paving of the tennis courts and the bocce court is complete and the playground has also been installed. Construction of the concession stand and restroom facility have begun along with the dugouts for for the baseball field. Installation of fencing around the fields has also begun. Sidewalks and Trails Program

Five Broad Run missing sidewalk projects are in the design phase:
  • Shared use path on Ashburn Village Boulevard (east side) from Tippecanoe Terrace to the W&OD Trail
  • Shared use path & sidewalk on Waxpool Road (north & south sides) from Faulkner Parkway to Trask Place
  • Shared use path & sidewalk on Ashburn Road (east & west sides) from the W&OD Trail to Gloucester Parkway

W&OD Trail Crossing at Smith Switch Road

Design plans to make improvements to the crossing (realign the trail crossing to be perpendicular to the road; remove obstacles from sight line for approaching traffic; refresh existing crosswalk pavement markings) are anticipated to begin this year with construction to proceed after the design is completed. Funding comes from the county and a federal grant.
W&OD Trail Crossing at Sterling Boulevard

This project provides for the design, right-of-way acquisition, and construction of an overpass for the the W&OD Trail across Sterling Boulevard. VDOT has agreed to perform the project survey on Loudoun County's behalf using VDOT funds. Field investigations and surveying has began with information provided by VDOT. Mapping information and design efforts are underway.

Ashburn Road Improvements
A study (PDF) was completed on driver and pedestrian safety along the corridor of Ashburn Road between Gloucester Parkway and Farmwell Road/Ashburn Farm Parkway. The Board has allocated over $300,000 for engineering and construction of the identified short-term solutions (page 12): additional signage, pavement reconfiguration, new pavement markings. The mid-term and the long-term recommendations were allocated to the "out years" for funding starting in 2026.
Belmont Ridge Road Widening
Dominion Energy's utility relocation is underway and is expected to be completed in March 2021, weather permitting. Utility relocation for other companies is at 25% completion and is scheduled to be fully completed in fall 2021. The construction contractor bid is expected to be advertised in Summer 2021. The stormwater management plan is being revised in an effort to settle a land-acquisition dispute. Environmental and grading plans have been submitted.
Croson Lane Widening

This project provides for the widening of Croson Lane to a four-lane, median-divided roadway from Claiborne Parkway and Old Ryan Road. An initial field survey has been completed and aerial surveys are underway. Plans are being developed to alter the existing traffic signal to account for the widened roadway. A plan to analyze traffic data is also being coordinated. Construction is scheduled to begin in 2024.
Davis Drive/Sterling Boulevard Intersection Improvements

In September 2019 a study began of pedestrian and vehicular improvements along Davis Drive, in Sterling, from West Church Road to South Sterling Boulevard. Public comments on the proposed recommendations are open until March 16, 2021. Submit emailed comments to [email protected]. The final report is schedule to be presented to the Board of Supervisors in spring 2021.
Farmwell Road Intersection Improvements
Intersection Improvements along Farmwell Road, from Ashburn Road to Smith Switch/Waxpool Roads, are at 60% design plans. A website has been set up for the project and contains the project overview and status, the 60% design exhibit, and a presentation that was presented to residents in the neighboring homes. Surveying and utility locating is nearing completion, in preparation for utility relocation. Construction for the project is scheduled to begin in 2023 and end in fall 2025.
George Washington Boulevard/Route 7 Overpass
No Change
This VDOT project has a budget of $27.3 million, financed with federal and state funds. In this quarter, right-of-way acquisition activities continued. Utility relocation activities continued and are substantially complete except for one utility. Finalization of the storm water management strategy and drainage report continued. In the next quarter, preparation of the advertisement package for contractor bids will continue. Construction begins late 2021.
Metro Silver Line
The Metropolitan Washington Airports Authority announced that the second phase of the Silver Line Metrorail project from Reston to Ashburn is expected to be ready for turnover to the Washington Metropolitan Area Transit Authority (WMATA) by Labor Day weekend. Airports Authority project managers base their expectation for substantial completion of Phase 2 on careful analysis of the latest data, the pace of testing by contractors and meetings with project partners and WMATA. Substantial completion means the project is ready to be turned over to WMATA for further testing, training and operational demonstrations, which would then lead to Metro setting a future date for passenger service. Moorefield Boulevard Construction

This project provides for the developer-funded design and widening of Moorefield Boulevard from Mooreview Parkway to Old Ryan Road, and the construction of a traffic signal at Moorefield Boulevard and Mooreview Parkway. This project also includes construction of a county-funded traffic signal at Moorefield Boulevard and Old Ryan Road.
The widening and developer-funded traffic signal (Moorefield and Mooreview) are at 30% design plans and will continue through the design phases until fall 2021. The Moorefield Boulevard/Old Ryan Road traffic signal is also at 30% design stages and is expected to be at 100% design in winter 2021.
Waxpool Road Intersection Improvements I

This project funds intersection improvements and turn lanes at Waxpool Road and Pacific Boulevard, intersection improvements and turn lanes at Waxpool Road and Broderick Drive, and intersection improvements and turn lanes at Waxpool Road and Loudoun County Parkway. Waxpool Road Intersection Improvements II

A study (PDF) was completed on the safety of intersections along Waxpool Road from Demott Drive to Faulkner Parkway. Construction of the traffic signal at Demott Drive and Waxpool Road should begin in Spring 2021 with funding from Van Metre. The Board allocated up to $300,000 to install a four-way stop at the intersection of Ashburn and Waxpool Roads (an identified short-term solution). Signage and brush trimming will occur at the intersection of Shellhorn and Waxpool Roads.
