Dear Broad Run Friends and Neighbors,
Yesterday at noon a shooting occurred in the food court at the Dulles Town Center mall, where one person was injured. A Leesburg man was arrested within minutes and it is not fully known what caused the incident or how the two individuals had previously interacted. Anyone with information is asked to contact Detective K. Mitchell at 703-777-1021. My thoughts are with the victim of the shooting and I thank our first responders for their timely and swift actions.
During the month of March, the Board of Supervisors underwent the annual budget process where we approved expenditures for the next fiscal year (July 1, 2023, to June 30, 2024) and approved next year's real estate (house/land) and personal property (car, boat, etc.) tax rates. After several budget work sessions, the Board arrived a real property tax rate of $0.875 per $100 in assessed value and a personal property tax rate of $4.15 per $100 in assessed value. Although this is a reduction for both tax rates (from $0.89 and $4.20, respectively), several property owners in Broad Run will see increased tax bills due to property assessments continuing to rise. Even though this was a difficult budget year with rising costs for residents and the county’s expenses, I was able to secure successes for Broad Run District initiatives. First, my colleagues agreed to support expansion of the county’s Glass Recycling Program which will allow for a purple glass recycling bin to be placed in the 20147 area of Ashburn. This is as a result of an initiative I submitted over a year ago to study for the program’s expansion, so that residents of Broad Run would not have to drive to Sterling, Arcola, or Leesburg to recycle glass separately from other recyclables. In addition to that Broad Run specific initiative being funded, the Board also added another Child Protective Services Unit to the Department of Family Services, an Elder Resources Case Manager to Parks and Recreation, and a Domestic Violence Probation Officer to Community Corrections, among other worthwhile and necessary positions for our growing county.
In addition to the base budget, I was also able to advocate for several adjustments to the county’s Capital Improvement Program (CIP) that will greatly benefit Broad Run District’s road and construction projects. The significant road adjustments are that a portion of the Prentice Drive project from Loudoun County Parkway to Lockridge Road was delayed until 2031. This is a section of roadway that goes through several data center campuses and is not vital to the road system as was once thought, when the area was supposed to have more active office and industrial uses developed. Through the delay of that section of Prentice Drive, I was able to accelerate the construction of two other road projects in Broad Run. The first will be the extension of Shellhorn Road from Sterling Atlantic Boulevard to Moran Road. This was originally scheduled to be constructed in 2027 but will now be constructed a year earlier in 2026. The second accelerated project is the widening of Route 7 eastbound from Loudoun County Parkway to Route 28 (extending the merge and exit lanes to meet each other). This project was originally slated to be completed in 2031 but will now be completed by 2030. Finally, I was also successful in having an eastern Loudoun Community Arts Center added to the list of CIP projects that are slated for future development. This did not involve any money being allocated for an arts center, but it identifies the project as a desire for the County and allows the Board to have more discussions, studies, and funding opportunities when it is identified in our CIP. I want to thank several Broad Run District residents who approached me last year to begin the process of exploring how a Community Arts Center might work in eastern Loudoun.
I also want to touch on something I have received several questions on and seen posted on social media channels in the community: the discussion being had by the Virginia Department of Environmental Quality (DEQ) to allow data centers to run on diesel generator power through July 31, 2023. The origin of the request comes from a thought that the electric grid in the area might be overloaded for the first months of the summer due to increases in electricity that comes with A/C units and summer month activities. The reason to allow the data centers to go on generator power would be to free up capacity on the electrical grid by taking certain data centers offline and onto generators, thus avoiding possible blackouts. All that being said, not much has been shared with the Board of Supervisors nor our county staff about what this means for Loudoun’s air quality, how often the generators might be utilized, or how real the possibility of electric grid capacity issues this summer might be. Chair Randall (At-Large), Supervisor Turner (Ashburn), and I have drafted a letter for the full Board to consider at our meeting tomorrow that would be sent to DEQ, in addition to a letter the Board has already sent that asks several questions of DEQ. I will continue to share information about this discussion as it becomes available to the Boar as I am very concerned about allowing this request to be approved by DEQ.
At the March 28 Planning Commission Public Hearing, the Commission voted unanimously to deny the Belmont Chase Commercial II special exception application for a gas station. This application will now be forwarded to the Board of Supervisors’ public review stage, where it will go through another public hearing before the Board makes a final vote of approval or denial at a later business meeting date. The Top Golf lighting special exception application also appeared at the Planning Commission March 28 Public Hearing and was forwarded to the Board’s May 10 Public Hearing with a unanimous recommendation of approval. This project provides for changes to the lighting at the Top Golf complex that bring them lower than their current height on the building and more directly pointed at the field instead of shining to the nearby roads and properties. These changes are the result of discussions I had with Top Golf and county Zoning Enforcement after hearing from constituents that the lights were blinding from Russell Branch Parkway and Route 7. Additionally, as an update to AT&T’s proposed cell tower at One Loudoun, I have had continued conversations with milestone since the community meeting in February and they will no longer pursue a cell tower at the Ashburn Sheriff’s Station site. Milestone Towers/AT&T is instead now exploring a cell tower inside the Claiborne Parkway/Route 7 Interchange.
I also want to highlight three exciting events that have recently occurred in the district. I had the pleasure of attending Loudoun Symphony Orchestra’s “American Stories” concert, featuring music by Duke Ellington, Aaron Copland, and Florence Prince. It was wonderful to see our local artists at work, and I look forward to continuing my effort to develop a Community Arts Center in eastern Loudoun. I also attended EatLoco Farmers Market’s grand opening at Loudoun Station. EatLoco is a fantastic way to showcase western Loudoun products in eastern Loudoun, and I encourage you all to support LoCo by shopping local. The Loudoun Station Farmer’s Market location is an expansion of the wildly successful One Loudoun location. Finally, another opening I am excited about is HealthWorks for Northern Virginia on Ridgetop Circle in Sterling. HealthWorks is a nonprofit, community-based health center that offers medical, behavioral health, psychiatric, and dental care services to Loudoun residents.

Loudoun Transit Resumes Full Service Following End of Labor | |

Loudoun County Transit bus service resumed full service this week following an end to the labor action between Loudoun’s bus services contractor, Keolis, and its employees, many of whom drive Loudoun’s buses. As Keolis drivers have returned to work, the county’s full schedule of local bus routes, including those that connect to Metro Stations, and the county’s commuter bus services are now operating normally.
Local Bus Service
Loudoun County Transit provides weekday, and limited Saturday, local fixed-route bus service from Purcellville through Leesburg and eastern Loudoun County. The majority of service operates from 7:00 a.m. to 7:00 p.m. For local bus route schedules and fare information, visit loudoun.gov/localbus.
Silver Line Bus Service
Loudoun County Transit has 21 other local bus routes that connect to the Silver Line’s Ashburn and Loudoun Gateway stations in Loudoun County, and the Innovation Center and Reston Town Center stations in Fairfax County. The Silver Line routes provide weekday service to and from 156 convenient local stops throughout the county, including Loudoun County Park and Ride Lots.
Loudoun County’s parking garages are also available at the Ashburn and Loudoun Gateway Metro stations.

Commuter Bus Service
Loudoun County Transit operates morning and late afternoon rush hour service from Loudoun Park and Ride lots to Rosslyn, Crystal City, the Pentagon and Washington, D.C. Commuter buses are equipped with reclining seats, a restroom, reading lights, overhead bins and fare boxes. For Commuter Bus schedules, visit loudoun.gov/commuterbus.
Paratransit Bus Service
Paratransit and on-demand (western Loudoun County only) bus services provide accessible transportation for residents who are unable to access fixed-route bus service because of their disability. All Loudoun County Transit buses are equipped with a lift or a ramp to assist passengers. Buses also have areas where a wheelchair can be secured. Loudoun County encourages bus riders to stay informed about any changes to the county’s bus services by visiting loudoun.gov/buschanges. Bus riders may also subscribe to bus rider alerts at loudoun.gov/busbiz to receive email and text alerts.

On Sunday, February 26, Loudoun County Fire and Rescue (LCFR) units were dispatched to a reported house fire in Ashburn. The homeowner was alerted by smoke alarms and discovered smoke coming from the basement of the home. LCFR reminds residents the importance of having properly installed and maintained smoke alarms. Not sure about your smoke alarms? Loudoun County Fire and Rescue offers free home safety and smoke alarm assessments to all Loudoun County residents. Loudoun County Sheriff’s Office and Loudoun County Fire and Rescue have announced the 35th Annual McGruff Safety Campus. The camp allows children who are entering kindergarten and first grade to learn about various topics on safety including fire safety, bicycle safety, and 911 emergencies. VDOT has released their map of roads that will be resurfaced in 2023. The exact dates for the road work are unknown at this time, as it is dependent on weather and contractor schedules. Resurfacing projects can last from a few days to a few weeks, depending on the size of the project.

Virtual Public Meeting on Croson Lane Widening April 20 | |

I have also been working with the Virginia Department of Transportation (VDOT) on safety improvements to the intersection of Croson Lane and Old Ryan Road. There have been several instances of drivers running the stop sign at the eastbound approach to the intersection that have caused very serious accidents. VDOT will soon be moving and enlarging the stop sign on that eastbound approach to increase its visibility. I will also be working with VDOT to request additional pavements markings to the eastbound approach to make it more obvious to drivers that they need to stop. A traffic signal will be installed by the Moorefield Station developers within the next few years.

Two of the three buildings are currently in the framing process with foundation pouring underway for the third building along Gloucester.

Supervisor Glass has met with Cyrus One and they have expressed a desire to work with her and the Broadlands Community HOA as they build out their data center and substation campus.

These projects, located throughout Loudoun's "Data Center Alley," were approved by the Board of Supervisors in 2018 and 2019. All are to allow for the construction of data centers at the identified sites. Construction of the data centers is anywhere in the stages of submitting the site plan for approval, with no groundbreaking yet, or nearing full building out of the site. Sidewalks and/or asphalt trails have been installed along the road frontages as part of these projects. Construction will last for several months after groundbreaking and site clearing occurs.
