Dear Broad Run Friends and Neighbors,
Another holiday season has passed, and I hope your Christmas, Hanukkah, and/or Kwanzaa was all that you hoped it would be. As we head into 2025, I wish you all a new year filled with good health and prosperity. Happy New Year, Broad Run!
This Sunday, I will be attending the Menorah lighting at One Loudoun hosted by the Chabad of Loudoun. It is always a pleasure to take part in the lighting and celebrate with members of the community. The event will take place at 4:30pm on Sunday, December 29th, in the One Loudoun square, with more information available here.
On Tuesday, January 7th, the entire Broad Run District will be subject to either one or two special elections. A special election for the 32nd Virginia Senate seat (to replace our Congressman-elect Suhas Subramanyam) will overlap with the entire Broad Run District. There is also a special election for the 26th Virginia House of Delegates seat, which are the Croson and Moorefield Station precincts of Broad Run. Information on the special elections is available in the newsletter below or at Loudoun.gov/UpcomingElections.
I was busy during the last month of 2024 with usual district activities as well as several holiday gatherings. I was thrilled to narrate A Christmas Carol at the Loudoun Symphonic Winds Christmas concert and toy drive. Loudoun Symphonic Winds is an ensemble of the larger Loudoun Community Band, which is a local musical group made up of Loudoun performers that holds concerts throughout Loudoun County. Participating in the concert was a reminder of how much the arts add to our quality of life in Loudoun. Currently, the county is undergoing a Comprehensive Arts Plan study to better understand how the Board of Supervisors can support the arts in Loudoun. Several public workshops will take place in the month of January to provide residents the opportunity to share perspectives directly with the Arts Plan team. My office also attended the Welcome to Loudoun event for Specially Adapted Resources Centers (SPARC). SPARC is a therapeutic day program serving adults with developmental disabilities who require one-on-one care. SPARC is launching a pilot day program in Loudoun at the Sterling Community Center. I was pleased to advocate for this pilot program expanding into Loudoun for our adults with disabilities. For additional information on SPARC, visit: SPARCSolutions.org.
Finally, I hosted a virtual community meeting for the Forest Manor/Forest Ridge/Forest View communities. The community meetings give me a chance to connect with constituents directly and inform residents of projects occurring near your communities and in the county as a whole. Please contact my office if you would like to request a meeting with your community or organization.
Beginning this Thursday, January 2nd, local buses in Loudoun will be free to ride! This includes routes that operate fully within Loudoun County and to our Metro stations. The long-haul buses into DC and Arlington will continue to have a fare. To learn more about where our buses travel in Loudoun, visit Loudoun.gov/Transit. I would also like to again remind Broad Run of the opportunities to serve our community by applying to represent the Broad Run District on a Board of Supervisors’ advisory committees. I am still seeking someone to represent the Broad Run on the Transit Advisory Board (TAB). TAB advises the Board and county staff on ways to improve existing and future transit services, such as route courses, stop locations, bus types, and service frequency. I am also seeking an individual to represent Broad Run on the Loudoun Health Commission, which advises the Board and county staff on matters relating to public health in the county, such as programs and policies relating to Loudoun’s Human Services Strategic Plan. Loudoun County election officials remind voters about the January 7, 2025, special election. The special election was called to fill the vacant seats in the 32nd State Senate District and the 26th House of Delegates District in the Virginia General Assembly. All registered voters in the 32nd State Senate District and the 26th House of Delegates District are eligible to vote in the election. The entire Broad Run District is subject to the special election for Senate District 32, though only the Croson and Moorefield Station precincts, which vote at Moorefield Station Elementary School, are also subject to the House District 26 special election.

Smoke Alarm Reminders from Loudoun Fire and Rescue | The Loudoun County Fire and Rescue Fire Marshal’s Office reminds community members about the importance of working smoke alarms. Did you know that in the United States, approximately 80% of all civilian fire deaths result from home structure fires? The National Fire Protection Association estimates most of these deaths and injuries could have been prevented by the presence of a working smoke alarm. Free Service On Loudoun Transit's Local and Partransit Bus Services Begins January 2 | |
Beginning January 2, 2025, Loudoun County Transit bus services will be free for all local and paratransit services. The Board of Supervisors approved the fare-free initiative during the Board’s May 29, 2024, Transit Summit to promote transit ridership and ensure accessibility for all Loudoun County residents.
Local Bus Service in Loudoun County
Local bus service includes 30 different bus routes operating Monday through Friday with limited Saturday service. The routes run from Hamilton through Leesburg into Sterling with connections to four Silver Line Metrorail stations in Loudoun County and Fairfax County. Current bus schedules will remain the same. Paratransit Service in Loudoun County
Loudoun County Transit provides prescheduled, origin-to-destination paratransit services for eligible people who cannot use public transit because of a disability. Paratransit service is also free starting in January. The service area is within ¾ of a mile from Loudoun County’s local bus service. For more information, including how to apply for service, visit Loudoun.gov/Paratransit.
Commuter Bus Service
The elimination of fares for local and paratransit bus services do not impact Loudoun County’s commuter bus service. Earlier this year, the county announced changes to the commuter bus service routes and fares. More information on the commuter bus service changes can be found at Loudoun.gov/BusChanges.
As part of the county’s continued efforts to improve service, Loudoun County Transit is considering future transit initiatives highlighted in the Board of Supervisors’ Transit Summit.

USDA Marketing Assistance for Specialty Crops Program
The U.S. Department of Agriculture Farm Service Agency's (FSA) Marketing Assistance for Specialty Crops (MASC) program provides financial assistance to specialty crop producers to help them expand domestic markets or develop new markets for their crops.
MASC covers the following commercially marketed specialty crops grown in the US:
- Fruits (fresh, dried)
- Vegetables (including dry edible beans and peas, mushrooms and vegetable seed)
- Tree nuts
- Nursery crops, Christmas trees and floriculture
- Culinary and medicinal herbs and spices
- Honey, hops, maple sap, tea, turfgrass and grass seed

This project, consists of building a flex-industrial building in the existing parking lot located behind the building at 20098 Ashbrook Place in Ashburn. The flex-industrial building was approved by the Board of Supervisors in 2022. Building construction will not begin for several months and will be maintained by Merritt Properties as part of their Ashbrook office complex. Sidewalks on Ashbrook Place to Atwater Drive will be built as part of this project.

Building construction is underway and will continue for several months, and units are being occupied.

Uses allowed in the retail space are those usues that are seen in strip malls and retrail centers around the county.

The attainable housing building at Demott Drive and Mooreview Parkway held its ribbon cutting earlier in May. Leasing at that View at Broadlands apartment building is open.

Supervisor Glass has been working with CyrusOne and the Broadlands HOA to discuss landscaping and architectural enhancements in an attempt to make the data center blend in with the surrounding community.

Claiborne Parkway Interchange Milestone Cell Tower

This application proposes to construct a cellphone tower in the southeast corner of the Claiborne Parkway and Route 7 interchange. The tower would be located within the VDOT right-of-way and inside of the interchange cloverleaf. The application was scheduled to appear at a Planning Commission Work Session but was voluntarily deferred by the applicant to an undetermined meeting date in the future, which will be announced when determined. The Board of Supervisors cannot take health concerns regarding cell towers into consideration when making a land use decision under federal regulation.

Commonwealth Center Motor Club is a special exception application to build an exhibition facility and restaurant on the vacant land to the east of XCAL. This application is currently being reviewed by Planning and Zoning. Commonwealth Residential North was approved in 2022 and consists of 222 condo and 285 apartment units located on the southeast corner of Route 7 (Leesburg Pike) and Loudoun County Parkway. Commonwealth Residential South was approved in 2023 and consists of 118 attainable apartment units in a building located behind Silver Diner. Site grading is currently underway.

Crested Quail Drive Homes

This project consists of constructing eight single family homes on the lots of 22024 and 22034 Crested Quail Drive. The homes are allowed "by-right" under the current one housing unit per acre zoning and do not require Board of Supervisors approval to be built. The homes will be similar in size to those in the surrounding Belle Terra community. The site plan is currently being review by the Department of Building and Development for permitting and zoning ordinance compliance. A construction timeline is not known at this time. The two existing homes on site will be demolished, but the plan presented calls to keep. the wooden barn in place.

Data Center Projects

Several data center projects, located throughout Loudoun's "Data Center Alley," were either approved by the Board of Supervisors under previous years and are now being built, or the data centers are allowed "by-right" under the property's current zoning and did not need Board of Supervisors approval. Most of the unbuilt or in development data centers are located along Waxpool Road, around Beaumeade Circle, around Red Rum Drive, and near the intersection of Loudoun County Parkway and Shellhorn Road. Dominion Energy Powerlines
and Substations
Two community meetings will take place in January on the powerlines project up either Loudoun County Parkway or the Broad Run from Old Ox Road to Waxpool Road. Information on the meetings can be found here. Dominion will begin construction in 2025 of the powerlines down the southern side of Route 7 from Belmont Ridge Road to Loudoun County Parkway, and then south down Loudoun County Parkway to the W&OD Trail. Dominion is finishing construction of powerlines near Kincora that cross Route 28 to reach a new substation by Dulles Town Center, with information here. The NIVO substation is also being built on Smith Switch Road for the next few months.

This application for a special exception to build a car wash next to the Wawa located at the northeast corner of Gloucester Parkway and Russell Branch Parkway was approved by the Board of Supervisors at their December 2024 Public Hearing. The Kincora project, located at the southwest corner of the Route 7/Route 28 interchange, had its most recent iteration approved by the Board of Supervisors in 2021, consisting of 2,400 housing units, over 2 million square feet of non-residential uses, and approval of the two museums (NMISO and NVSC). Construction of new condos and the first commercial street are currently underway.

This project is on land south west of Shellhorn Road, and southeast of Ashburn Metro Drive, near the Ashburn Metro Station. The project was approved by the Board of Supervisors in 2003. The project is divided into two sections. Loudoun Station is the portion closest to Shellhorn Road and is currently under development. Loudoun Station plans to develop 1,159 multi-family units and 165,500 square feet of retail in three phases. Gramercy District is the vacant parcel closest to the Metro Station stairs. The owners/developers of Gramercy do not have any immediate plans to develop the site.

The next phase of development will be known as Southmoore, with the Aventon apartment building being the first building of that phase. A gas station near that intersection has also been proposed, but no formal application has been filed.

This project allows for an additional 1,745 multi-family residential units in the currently undeveloped sections of One Loudoun south of Route 7 and west of Loudoun County Parkway, and removes 785,000 square feet of non-residential uses. The developer will also build two more blocks of retail along Exchange street in addition to improved pedestrian and vehicle access into One Loudoun from Atwater Drive. A groundbreaking ceremony for the next block of retail space on Exchange Street was held in October with new tenants already signed.

Ashburn Recreation and

The project will construct a 117,000-square-foot recreation and community center on Broadlands Boulevard, west of the intersection with Claiborne Parkway, behind the Lidl. The two-story facility will feature a 50-meter competition pool, a leisure pool, full size gym, basketball, pickleball, and volleyball courts, along with classrooms and meeting spaces. Concrete has been poured for the pools and for the competition pool bleachers. Exterior finishes are being worked on has well as the drilling for geothermal wells. The center is scheduled to open for use in 2025 after construction is complete and all facility staff has been hired.

Beaverdam Run Trail Under Ashburn Road

This project consists of constructing an asphalt trail on the northern side of Beaverdam Run and underneath Ashburn Road, to connect the existing trails for Ashburn Village and Ashburn Manor. The construction will be completed in two years to coincide with the dredging reconstruction work being done to the Ashburn Lake as part of the Ashburn Lake Water Quality Project. A study was also completed to determine the best way to add pedestrian facilities crossing Beaverdam Run from the north and south. An approximately $4 million pedestrian bridge on the west side of Ashburn Road was determined as the best option.

Glass Recycling at One Loudoun

I am pleased to announce that the Ashburn glass recycling center at One Loudoun is finally open! The recycling center is located in the One Loudoun Park and Ride Lot behind the Ashburn Sheriff's Station (20272 Savin Hill Drive, Ashburn 20147). A ribbon cutting to celebrate the project opening took place on Tuesday, September 10th. I want to thank the constituents who brought this request to me two years ago and for the advocacy and hard work to get us to the opening day. The Sterling Park Recycling Center at Park View High School closed on September 30th to make way for the rebuilding of Park View, but will be rebuilt in 2025 near the entrance of Park View High School and W Juniper Avenue

Metro Station Area Pedestrian Improvements

This project will construct missing sidewalk and trail segments in the bicycle and pedestrian network within two miles of the future Loudoun Gateway and Ashburn Metrorail stations, in an effort to improve accessibility and connectivity to the stations. Different links will be completed between 2025 and 2029, based on the extent of utility relocation and construction site difficulties.

The Science Center will be built on a 5-acre site backing to the Broad Run at the Kincora development. Ashburn Road Improvements

A study (PDF) was completed in 2020 on driver and pedestrian safety along the corridor of Ashburn Road between Gloucester Parkway and Farmwell Road/Ashburn Farm Parkway. During the summer, Ashburn Road was repaved to also include the paintings of additional bike Sharrows and high visibility crosswalks. The gateway signage was changed to say "Old Ashburn" instead of "Village of Ashburn" to avoid confusion with Ashburn Village.

The project consisted of widening Belmont Ridge Road in this corridor from two to four lanes with shared use paths on both sides from Truro Parish Drive to Croson Lane. Punch list items are being completed through the end of the year, such as the reconstruction of the pedestrian signals and curb ramps at the Truro Parish Drive signal. Croson Lane Widening
