Happy 4th of July! As you celebrate Independence Day, I hope you take this time to enjoy the holiday with you family, friends, and community. Whether you are watching fireworks, hosting a cookout, or simply enjoying a summer day, I wish you a safe, joyful, and meaningful holiday weekend.

 

I would like to share a few highlights with you from last month. I was pleased to welcome Frye’s Famous Crab Cake CO. (JumboLumpCakes.com) and Improve Life PLLC (ImproveLifePLLC.com) to the Broad Run District. Frye’s offers crab cakes and more, and is owned by Brandon Frye, whose passion began early on while working in his father’s restaurant. Improve Life offers therapy, medication management, ADHD and genetic testing, and personalized wellness strategies for ages 12 and up, including mothers and young adults. Join me in welcoming Frye’s Famous Crab Cake CO. and Improve Life PLLC to Ashburn!

 

Earlier in June, I attended LCPS' Special Education Advisory Committee awards to celebrate and honor outstanding teachers, administrators, students, and other community members who go above and beyond to help those with disabilities in our school system. Congratulations and thank you to all those who help support our special education system!

 

Recently I also joined a few of my colleagues and community members in the unveiling of two new welcoming statues at the Douglass Community Center playground, honoring Dr. Martin Luther King Jr. and former President Barack Obama. The Douglass Community Center playground is a premier destination playground located on the grounds of The Historic Douglass High School. The school served as the only accredited African American high school until the end of segregation in Loudoun County in 1968. The playground offers a themed experience celebrating the global impact and contributions of African Americans.

 

I am excited to announce the grand opening and ribbon cutting of the Ashburn Recreation and Community Center will be held on Thursday, July 31 at 6:00pm. I invite everyone to join me in celebrating this important milestone for our community. The two-story facility features a 50-meter competition pool, spa, a full-size gymnasium, sensory room, multipurpose room with a teaching kitchen, offices and meeting spaces, and so much more. Beginning with this upcoming November 2025 General Election, the facility will also serve as an additional satellite early voting location, providing Broad Run residents with a more convenient option closer to home. There is also an opportunity to serve our community by applying to serve as the Broad Run representative on the Advisory Commission on Youth (ACOY). Members of ACOY advise and make recommendations to the Board of Supervisors on any priorities, opportunities, or issues relating to youth residents of Loudoun. Each year, ACOY prepares and presents a “State of Loudoun Youth” report, providing updates and suggestions on various county youth programs and resources. Loudoun County to Hold Grand Opening of Ashburn Recreation and Community Center July 31

The Loudoun County Board of Supervisors and departments of Parks, Recreation and Community Services (PRCS) and Transportation and Capital Infrastructure will celebrate the grand opening of the Ashburn Recreation and Community Center on Thursday, July 31, 2025, at 6:00 p.m. The public is invited to attend the opening ceremony. 


The Ashburn Recreation and Community Center is located at 21105 Coopers Hawk Drive in Ashburn. Parking will be available on-site. 


Following the ceremony, the center will open to the public for tours of the facility. The center will remain open for tours and membership sales until 9:30 p.m. Normal hours of operation begin Friday, August 1. Admission to the center will be free of charge from Friday, August 1, through Sunday, August 3. 


The two-story facility features a 50-meter competition pool, leisure pool, spa, the largest full-size gymnasium in the PRCS system, sensory room, multipurpose room with a teaching kitchen, licensed preschool and childcare classrooms, offices and meeting spaces. The facility's indoor basketball gymnasium will have twelve basketball hoops and include game line markings for basketball, badminton, pickleball and volleyball. The second floor consists of fitness areas, a running track, a dedicated cycling studio, spectator seating for the competition pool and a viewing area for the leisure pool. 


The outdoor amenities consist of a multi-use trail around the property, a large courtyard with seating options, a splash play area and a playground for children aged 2 to 12 years.


This will be the third recreation and community center operated by Loudoun PRCS in the county, joining the Claude Moore and Dulles South Recreation and Community Centers.


In a November 2016 referendum, voters approved the use of bond funding for the Ashburn Recreation and Community Center project to serve the greater Ashburn area. The project included the construction of a 121,000-square-foot recreation and community center on the 18-acre proffered site. 


The project was designed and constructed to be Leadership in Energy and Environmental Design (LEED) Silver-certified, a certification indicating that the building incorporated advanced sustainable practices, such as enhanced energy management systems, water efficiency strategies and sustainable building materials. The certification is pending.

Parts of Route 640 in Loudoun are being Renamed as Broadlands Boulevard

Loudoun County is renaming portions of Route 640 in Ashburn that are currently named Shellhorn Road and Faulkner Parkway to “Broadlands Boulevard.” 


Establishing one name for the street from its intersection with Belmont Ridge Road (Route 659) to the intersection with Waxpool Road will alleviate the confusion resulting from multiple names for the same road. 


The renaming has been timed to coincide with the upcoming installation of a traffic circle at the intersection of what is currently Faulkner Parkway with Waxpool Road. Work on the traffic circle is scheduled to begin later this summer. In accordance with Chapter 1020: Naming of Streets of the Loudoun County Codified Ordinances, the choice of Broadlands Boulevard affects the fewest property owners. It is also the most cost-efficient choice, requiring the replacement of the fewest number of street signs. Property owners in the area are being notified this week by mail of the name change, which is expected to be complete—with new signs installed—by August 1, 2025.



The Loudoun County Office of Mapping and Geographic Information is responsible for administering the naming of streets and roads and for assigning addresses in most areas of the county outside the incorporated towns. VCE Loudoun Master Gardeners: Invasive Plant Site Assessments

Are you concerned about invasive plants on your property? VCE Loudoun Master Gardeners are accepting Invasive Plant Site Assessment requests until Wednesday, October 15, 2025.

 

After you submit a request, Master Gardeners will schedule a visit, identify invasive plants and produce a report with recommendations for invasive control and removal. Visits are scheduled on a first come, first served basis.

 

Properties must be located in Loudoun County. While there is no minimum or maximum property size, invasive plants can only be observed on up to 3 acres. For full program details, visit loudouncountymastergardeners.org/programs/invasive-site-assessment.

VDOT's 2025 Road Repaving

The Virginia Department of Transportation (VDOT) has released their list of roads that will be resurfaced in 2025. The exact dates for the road work are unknown at this time, as they are dependent on weather and contractor schedules, but all projects are typically completed by October. Resurfacing projects can last from a few days to a few weeks, depending on the size of the project, and notice is provided by roadside signage a few days before. Residents should use caution when repaving work is occurring and follow roadcrew directions. Noise, dust, work crews, and heavy machinery should be expected. View VDOT’s full repaving map here. Beaverdam Run Trail Under Ashburn Road

This project consists of constructing an asphalt trail on the northern side of Beaverdam Run and underneath Ashburn Road, to connect the existing trails for Ashburn Village and Ashburn Manor. The construction will be completed in two years to coincide with the dredging reconstruction work being done to the Ashburn Lake as part of the Ashburn Lake Water Quality Project. A study was also completed to determine the best way to add pedestrian facilities crossing Beaverdam Run from the north and south. An approximately $4 million pedestrian bridge on the west side of Ashburn Road was determined as the best option.

Broad Run Toll House and Broad Run Stream Valley Park

The Board of Supervisors has approved a stewardship management plan for the restoration of the historic Broad Run Toll House near Route 7 (Leesburg Pike) and Route 28 (Sully Road) to be restored to its near-original condition. The Toll House will be used as a trailhead for the Broad Run Stream Valley Park, which is being developed under the county's trails and waterways system. A study for a pedestrian crossing under Route 7 (Leesburg Pike) at the Broad Run is being conducted.

Community Arts Center

No Change

This project provides for the construction of a county-owned community arts center in eastern Loudoun. The Board of Supervisors endorsed a "Scaled Performance and Visual Arts Facility", which would contain a main performance hall, a blackbox theater, and art making and display spaces. The Board allocated $500,000 to begin preliminary planning, design, and site assessments for later inclusion in the Capital Improvement Program. Croson Lane Widening

This project provides for the widening of Croson Lane from a two lane road to a four-lane, median-divided roadway, from Claiborne Parkway and Old Ryan Road. The project will also build sidewalks and trails on the north and south sides of the entire corridor. Design plans have reached 90% and the design team has begun utility tests and field inspections. A traffic signal at Croson Lane and Old Ryan Road is not currently warranted with this project, but at Supervisor Glass' request, the a four-way stop was installed in October 2024.

Metro Station Area Pedestrian Improvements

This project will construct missing sidewalk and trail segments in the bicycle and pedestrian network within two miles of the future Loudoun Gateway and Ashburn Metrorail stations, in an effort to improve accessibility and connectivity to the stations. Currently land acquisition for several of the missing links is underway, which will be followed by utility relocation and sidewalk or trail construction. Different links will be completed between 2025 and 2029, based on the extent of utility relocation and construction site difficulties.

Northern Virginia Science Center

This project involves the construction of a regional science center through a multi-party agreement. The Science Center will be built on a 5-acre site backing to the Broad Run at the Kincora development. Loudoun is contributing $19 million of the $75 million cost of the project with other funding coming from the state and private donations. A groundbreaking was held at the end of March 2025. Building construction and site preparation are underway along with road construction leading to the site as part of the overall Kincora development.

Prentice Drive Extension

This project provides for the construction of a new segment of Prentice Drive in Ashburn from Loudoun County Parkway to Waxpool Road and Shellhorn Road. The roadway will be a four-lane roadway with turn lanes, on-street bike lanes, and sidewalks. The design phase is at 100% completion, with land acquisition and utility relocation currently underway. Construction is estimated to reach substantial completion by the end of 2027.

Route 7 Additional Eastbound Lane Widening from Loudoun County Parkway to Route 28

This project provides for the construction of an additional travel lane along eastbound Route 7 between the Loudoun County Parkway entrance ramp and the Route 28 exit ramp, to eliminate the need to merge in and out of traffic between the two interchanges. The project is currently in the design phase with field surveys underway. Construction is estimated to be completed in 2029.

Smith Switch Road Corridor Study

This study consisted of looking into vehicular and pedestrian improvements along Smith Switch Road from Waxpool Road/Farmwell Road to Gloucester Parkway. W&OD Trail Crossing at Ashburn Road and Smith Switch Road

These project provides for improvements to the Washington and Old Dominion (W&OD) Trail Crossings at Ashburn Road and Smith Switch Road. The improvements may include the realignment of trail crossings, the construction of median refuge islands, the installation of flashing warning signs, tree trimming and clearing, and the restriction of parking. Ashburn Crossing Phase II

This project, on land between Demott Drive, the Dulles Greenway, Waxpool Road, and Old Ryan Road, was approved by the Board of Supervisors in 2019. The application allows Van Metre to construct townhomes and multifamily units, office space, retail space, a hotel site, and educational spaces. Townhouse construction is nearing completion. The attainable housing building at Demott Drive and Mooreview Parkway held its ribbon cutting earlier in May. Leasing at that View at Broadlands apartment building is open.

Supervisor Glass has been working with CyrusOne and the Broadlands HOA to discuss landscaping and architectural enhancements in an attempt to make the data center blend in with the surrounding community.

Broadlands Section 104

This project, on land at the northwest corner of the Broadlands Boulevard and Van Metre Drive intersection, consists of the construction of 45 townhouse units, 27 condo units, and 64 apartment units, for a total of 136 residential housing units. The application was approved by the Board in December 2023. 30 of the housing units will be attainable housing units available to households making less than 100% of the Area Median Income (AMI). The Area Median Income for Loudoun County for a household of four is $154,700. The developer will also install sidewalks throughout the development to connect to the future Ashburn Recreation and Community Center.

Claiborne Parkway Interchange Milestone Cell Tower

This application proposes to construct a cellphone tower in the southeast corner of the Claiborne Parkway and Route 7 interchange. The tower would be located within the VDOT right-of-way and inside of the interchange cloverleaf. The application appeared at the Board of Supervisors meeting on Tuesday, June 3 and was denied in a 5-4 vote. A secondary portion of the application that was deferred to a future meeting has not been voted on. More information on the project can be found at BelmontROWWireless.com. The Board cannot take health concerns regarding cell towers into consideration when making a land use decision under federal regulation.

Commonwealth Center

Commonwealth Center Motor Club is a special exception application to build an exhibition facility and restaurant on the vacant land to the east of XCAL. This application is currently being reviewed by Planning and Zoning. Commonwealth Residential North was approved in 2022 and consists of 222 condo and 285 apartment units located on the southeast corner of Route 7 (Leesburg Pike) and Loudoun County Parkway. Commonwealth Residential South was approved in 2023 and consists of 118 attainable apartment units in a building located behind Silver Diner. Site grading is currently underway.

Crested Quail Drive Homes

This project consists of constructing eight single family homes on the lots of 22024 and 22034 Crested Quail Drive. The homes are allowed "by-right" under the current one housing unit per acre zoning and do not require Board of Supervisors approval to be built. The homes will be similar in size to those in the surrounding Belle Terra community. The site plan is currently being review by the Department of Building and Development for permitting and zoning ordinance compliance. A construction timeline is not known at this time. The two existing homes on site will be demolished, but the plan presented calls to keep. the wooden barn in place.

Data Center Projects

Several data center projects, located throughout Loudoun's "Data Center Alley," were either approved by the Board of Supervisors under previous years and are now being built, or the data centers are allowed "by-right" under the property's current zoning and did not need Board of Supervisors approval. Most of the unbuilt or in development data centers are located along Waxpool Road, around Beaumeade Circle, around Red Rum Drive, and near the intersection of Loudoun County Parkway and Shellhorn Road. Dominion Energy Powerlines

and Substations

Dominion has filed its application with the State Corporation Commission (SCC) for the Golden to Mars Powerlines down either Loudoun County Parkway or the Board Run floodplain. Information is available at DominionEnergy.com/NOVA. Dominion will begin construction in 2025 of the powerlines down the southern side of Route 7 from Belmont Ridge Road to Loudoun County Parkway, and then south down Loudoun County Parkway to the W&OD Trail. Dominion has finished construction of powerlines near Kincora that cross Route 28 to reach a new substation by Dulles Town Center, with information here. The NIVO substation is also being built on Smith Switch Road.

The Kincora project, located at the southwest corner of the Route 7/Route 28 interchange, had its most recent iteration approved by the Board of Supervisors in 2021, consisting of 2,400 housing units, over 2 million square feet of non-residential uses, and approval of the two museums (NMISO and NVSC). Construction of new condos and the first commercial street are currently underway.

Loudoun Station and

Gramercy District

This project is on land south west of Shellhorn Road, and southeast of Ashburn Metro Drive, near the Ashburn Metro Station. The project was approved by the Board of Supervisors in 2003. The project is divided into two sections. Loudoun Station is the portion closest to Shellhorn Road and is currently under development. Loudoun Station plans to develop 1,159 multi-family units and 165,500 square feet of retail in three phases. Gramercy District is the vacant parcel closest to the Metro Station stairs. The owners/developers of Gramercy do not have any immediate plans to develop the site.

Moorefield Station

The next phase of development will be known as Southmoore, with the Aventon apartment building being the first building of that phase. A gas station near that intersection has also been proposed, but no formal application has been filed.

One Loudoun

This project allows for an additional 1,745 multi-family residential units in the currently undeveloped sections of One Loudoun south of Route 7 and west of Loudoun County Parkway, and removes 785,000 square feet of non-residential uses. The developer will also build two more blocks of retail along Exchange street in addition to improved pedestrian and vehicle access into One Loudoun from Atwater Drive. A groundbreaking ceremony for the next block of retail space on Exchange Street was held in October with new tenants already signed.

Oslo Moorefield Residential

A series of road improvements will be built through this project.

Telos/North Branch Place

Tillett's View

This project is on vacant land southeast of Waxpool Elementary School and surrounding the area near the old Tillett's Auction Barn site at Black Angus Drive. The project consists of constructing up to 101 single family units and 199 townhouse units, for a total of 300 units, along with a pool house, community amenities, and sidewalks in the area. Tree clearing is underway and will be followed by site preparation in the coming months.

Waxpool Crossing
