Dear Broad Run Friends and Neighbors,


I’ve had a busy month and want to share a few recent highlights with you all. In honor of Loudoun Small Business week in May, I had the opportunity to visit two outstanding local businesses. I stopped by CloudFizz in One Loudoun, a locally owned specialty beverage shop offering dozens of unique flavors and countless custom drink combinations, creating a fun and personalized experience for every customer. I also visited Cheers Sports, a local business founded in 1995 that specializes in custom printing and embroidery services for sportswear, corporate attire, and special occasion t-shirts. It was wonderful to meet with these businesses and hear more about their investment in Loudoun.

 

I was also honored to recognize Broad Run resident, April Taylor, recipient of the 2025 Broad Run District Loudoun Cares Outstanding Volunteer Award. April’s dedication to serving other is inspiring. She helps organize food drives supporting local food banks, partners with back-to-school drives to ensure children have the supplies they need for a successful school year and assists with fundraising efforts for numerous charitable organizations across our community. Loudoun is fortunate to have wonderful volunteers like April making a difference every day.

 

As the Board’s liaison to the Disability Services Board, I attended the Disability Resource Fair, where local organizations and advocates came together to share important services and resources available to Loudoun residents and families. I also attended the ribbon cutting ceremony for the new LCPS Welcome Center in Sterling, a valuable addition that will help support newly arriving international families by connecting them with the appropriate local services and resources as they settle in Loudoun.

 

Finally, I attended two community events focused on collaboration and public safety. I participated in the ADAMS Center meet and greet, which provided an opportunity to meet neighbors and strengthen community ties. I also attended the Loudoun Crime Commission luncheon, which brought together public safety leaders and community members to discuss ongoing efforts to keep Loudoun safe.

 

In addition, I sponsored a proclamation recognizing May as Historic Preservation Month in Loudoun County. As part of this recognition, the county has unveiled a new interactive Heritage Register map highlighting important historic properties that are currently in Loudoun’s Heritage Register Program. The Heritage Register highlights significant and diverse heritage resources in the county to encourage a higher level of community awareness, stewardship, and preservation of those resources. Additional details can be found below.

 

The Board also approved an initiative I introduced along with Supervisor TeKrony, granting standing authorization for current and future county-owned historic resources to be added to the Heritage Register if approved by the Heritage Commission. This initiative will streamline the process for recognizing and preserving historically significant county-owned sites throughout Loudoun.

 

Continuing this commitment to preserving our shared history, I was also proud to sponsor a proclamation commemorating the sesquicentennial anniversary of the Ashburn Presbyterian Church, recognizing 150 years of faith, service, and community in Ashburn. We were also successful in adding the Church to the Loudoun County Heritage Register so future generations can continue to appreciate its historic significance. As part of this occasion, I was excited to attend the Church’s celebration and join in honoring this important milestone in our community’s history, as well as present a Loudoun County Heritage Register plaque that is now displayed on their historic sanctuary that was built in 1878.

 

For land use updates, the Quantum Park application, which proposes to construct two data centers and a power substation at the existing Quantum Park campus in Ashburn, was deferred to the October 20th business meeting for a final vote.

 

I have also received a lot of outreach regarding a recently-announced data center campus proposed on the vacant land near the intersections of Russell Branch Parkway, Ashburn Village Boulevard, and Route 7 (Leesburg Pike). I want to share that these proposed data centers cannot be built without Special Exception approval from the Loudoun County Board of Supervisors, of which there is no application currently submitted with the County. The property owner does have a engineering site plan submitted with the County for the data centers, but building permits will not be issued without the Special Exception approval. Any Special Exception approval would require Public Hearings and a public review process. My office is available to answer any questions, and as information becomes available with how the property owner may wish to proceed, I will share updates on my social media and in the newsletter: Loudoun.gov/BroadRun.

 

I am also accepting applications to two advisory boards: The Transit Advisory Board (TAB) and the Library Board of Trustees (LBOT). TAB advises the Board of Supervisors and county staff on items relating to Loudoun's transit services (Loudoun.gov/Transit), such as route plans, stop locations, bus types, and service frequency. With Broad Run containing the Ashburn Metro Station, reliable and efficient transit service is vital for our community. Members of the LBOT help to secure funding and appropriate expenditures for the Loudoun County Public Library system, appoint a library director, and determine library policies and programs. Loudoun Opposes Proposed Greenway Rate Increases; Encourages Public Participation in Case

Loudoun County continues to oppose toll rate increases for the Dulles Greenway. Toll Road Investors Partnership II (TRIP II), the operator of the Greenway, has filed another application (Case # PUR-2025-00191) with the State Corporation Commission (SCC), which is the entity in Virginia that considers such requests. 


TRIP II has requested to raise tolls for most cars from $5.80 to $6.75 during peak morning and afternoon hours and from $5.25 to $5.60 during off-peak hours. 


On May 5, 2026, the Board of Supervisors formally approved the county’s participation in the case before the SCC because the Board believes decades of increased tolls on the Greenway prevent drivers from using it, resulting in increased congestion on public roads in the county and forcing Loudoun County to expand other roads at public expense. 


Opportunities for Public Comment

Loudoun County encourages members of the public to participate in the SCC process, including public hearings scheduled in June. All comments must refer to case number PUR-2025-00191. Listed below are instruction for providing input regarding the proposed toll increases on the Greenway. 


Monday, June 29, 2026, 6:00 p.m.: 

  • In-person public witness hearing, Rock Ridge High School, 43460 Loudoun Reserve Drive in Ashburn. 
  • This is an opportunity for members of the public to appear in person to let the SCC know their views on the proposed rate increase. 
  • Any person wishing to testify should arrive at least 15 minutes prior to the scheduled hearing and register to testify with the commission’s Bailiff. 
  • Each witness will be allotted approximately five minutes to provide testimony.


Wednesday, July 1, 2026, 10:00 a.m.: 

  • Virtual public witness hearing. This is an opportunity for members of the public to appear by telephone to let the SCC know their views on the proposed rate increase. 
  • Any person desiring to testify at this hearing must provide the commission with notice on or before June 30, 2026. 
  • Members of the public must provide their name and the telephone number that they want the hearing examiner to call on the day of the hearing. The hearing examiner will call each telephone number sequentially during the hearing and if the call is not answered the examiner simply moves on to the next witness, so it is important to be available when the examiner calls. 
  • The information can be provided to the commission by filling out this form on the commission’s website or by calling 804-371-9141.
  • The SCC limits testimony to five minutes per witness.

Background

In July 2025, The Supreme Court of Virginia upheld the SCC’s September 2024 decision denying the toll rate hike requested by TRIP in 2023 for the Greenway. The court upheld the SCC’s decision that the proposed Greenway toll rate hikes were not reasonable in relation to the benefits to users.


To promote use of the Greenway by more motorists, Loudoun County has consistently supported changing the Greenway’s toll structure to distance-based tolling that would result in lower tolls for some users. The Greenway operator has the lawful ability to implement both changes now.

Ashburn Recreation and Community Center Announces Annual Maintenance

The Loudoun County Department of Parks, Recreation and Community Services (PRCS) announces that the Ashburn Recreation and Community Center will temporarily close the facility for scheduled annual maintenance beginning Saturday, May 30, 2026, through Sunday, June 14, 2026. The center will reopen at 5:00 a.m. on Monday, June 15, 2026. Read More.

Loudoun Publishes 2026 Loudoun County Apartment Guide

Loudoun County has published the 2026 Loudoun County Apartment Guide and a companion online map. The guide includes information about both market-rate and affordable rental options in Loudoun County and is provided in both English and Spanish. The online map is a searchable directory of the communities contained in the guide, including a search-by-school-zone feature, and community amenities such as hospitals, fire and rescue stations, community and senior centers and parks, and public libraries. Read More.

Loudoun Offers Free Testing For HIV and Other Sexually Transmitted Infections June 22-26

In observance of National HIV Testing Day, all charges for office visits at the Loudoun County Health Department will be waived for testing of HIV and other sexually transmitted infections (STIs) during the week of June 22-26, 2026. Board of Supervisors Approves Nonprofit Human Services Grant Funding For FY 2027

The Loudoun County Board of Supervisors approved funding to community nonprofit organizations during its May 19, 2026, meeting after a competitive grant process. Grant funding opportunities were made available to tax-exempt, private, nonprofit 501(c)3 organizations that provide a wide variety of services to Loudoun County residents. These services include community-based health and human services and related infrastructure of care services, particularly for underserved residents in the areas of need identified and approved by the Board of Supervisors for Fiscal Year 2027 (FY 2027), which begins July 1, 2026. Read More.

Loudoun County PRCS Launches Free Lemonade Stand LIVE Children's Concert Series in Parks

Loudoun County Parks, Recreation and Community Services (PRCS) is introducing the Lemonade Stand LIVE Concert Series, a new summer-long lineup of free children’s music performances in parks across the county.

These outdoor concerts are designed to sweeten your day and help you squeeze in some family time all summer long. Families are encouraged to bring a blanket, chairs and their best dance moves, and enjoy complimentary water and lemonade; participants are asked to bring a reusable cup or water bottle. Read More.

Fire Prevention Tips For Smoking Material Disposal and Grill Safety

As warmer weather brings more outdoor activities, Loudoun County Fire and Rescue reminds community members to practice fire safety at home and outdoors. Many preventable fires are caused by improperly discarded smoking materials and unsafe grilling practices. Residents are encouraged to take simple precautions to help protect their homes, families, and neighbors. For more information on fire prevention and life safety, visit Loudoun.gov/FirePrevention.


Smoking materials should always be used and discarded safely:

  • Smoke only outdoors and dispose of smoking materials in a deep, sturdy ashtray placed on a stable surface that won’t tip over.  
  • Always make sure cigarettes are completely extinguished. Soak cigarette butts and ashes in water before discarding them, as hot ashes can smolder for several days. 
  • Never use plastic, potted plants, mulch, grass, leaves, or any flammables to put out smoking materials.
  • Keep containers away from any building structures. Never place them on porches, decks, or directly outside doors. 


As residents fire up their grills this summer, it is also important to follow outdoor cooking safety measures:


  • For propane grills, check the gas tank for leaks by applying a soap and water solution to the hose. A propane leak will release bubbles. If it’s leaking, turn off the gas tank and the grill. If the leak stops, get the grill serviced by a professional before using it. If the leak does not stop, call 911.
  • Keep your grill clean by removing grease or fat buildup from the grills and in trays below the grill.
  • Ensure grills are at least 15 feet from the structure, away from siding, deck railings and anything flammable, and a safe distance from eaves and overhanging branches.
  • Keep children and pets at least 3 feet away from the grilling area and never leave a grill unattended.
  • If you use starter fluid when charcoal grilling, only use charcoal starter fluid. Never add lighter fluid or any other flammable liquids to the fire.
  • Most importantly, when you are finished grilling or smoking, let the coals cool completely before disposing into a metal container, away from any structures.

These are walk-in, low-cost, vaccination and microchip clinics for pets of Loudoun County residents. No appointments needed. Please limit to no more than 4 pets/family per clinic. To receive the three-year rabies, fvrcp or dhpp vaccine, you must bring proof of prior vaccination.

How-to-Fest - Loudoun County Public Libraries

In partnership with Loudoun County Public Libraries, LCAS will be presenting at How-To-Fest. Find us at multiple locations throughout the county talking about registering microchips, making dog tags and helping pet owners get leashes, collars and harnesses for their pets. Pop-Up Pet Pantry

Loudoun Symphonic Winds is a community-based concert band that is one of the major ensembles under Loudoun Community Band, Inc. We are a 501(c)(3) nonprofit, comprised of professional and dedicated amateur musicians. Our goal is to give the Loudoun community and its neighbors an opportunity to play and hear the best of yesterday's and today's concert band music. As a member of the Association of Concert Bands, we have provided performance opportunities for Loudoun County residents as well as nearby communities for more than 30 years.

Revolutionary Stories: Black Patriots and Loyalists

Join Alicia Cohen, Gertrude Evans, and members of the Black History Committee of the Friends of Thomas Balch Library, as they examine perspectives, struggles, and triumphs faced by Black Americans, including several from Loudoun County, in their dual battles for liberty and equality. They will highlight the significant contributions of Crispus Attucks, Elizabeth Freeman, James Armistead Lafayette, and other Black Americans.

Broad Run District School Board Member, Mr. Ross Svenson

Dear Broad Run families,

 

I hope everyone is doing well as we race toward the finish line for this school year! This month, I wanted to share a brief update on the development of the LCPS calendar for the 2028-2029 school year. As you may know, the School Board is currently considering a variety of adjustments as part of the calendar selection process for the 2028-2029 school year. Potential changes include aligning spring break with the end of the third quarter instead of the Easter Holiday or transitioning to a “year-round” scheduling model that features 2-week breaks at the end of each quarter. A complete list of current calendar options is available here.

 

I strongly encourage everyone to provide feedback on the LCPS calendar. I am particularly interested in hearing which aspects of the school calendar are most important to you, as I want to ensure that the finalized calendar accommodates the diverse needs and lifestyles that make up our community. A final decision on the calendar is not expected for some time, so any feedback you have to share on the school calendar will be thoughtfully considered over the next few weeks. You can share your feedback on the calendar by contacting me directly through the link included at the end of this message. I will also be carefully reviewing the results of the official LCPS school calendar survey that was conducted earlier in May.

Broad Run District Transportation and Community Projects

This section contains updates on transportation, pedestrian, recreation, and community projects around the Broad Run District. To check on other projects in Loudoun County, or to view more specifics on major projects in the Broad Run District, view Loudoun's Capital Projects Status Webpage.

Ashburn Lake Water Quality Project

This project involves the dredging and landscaping of Ashburn Lake, including the construction of a forebay dam, as part of the Ashburn Lake Quality Project. This project will help clear sediment and other buildup that has accumulated in the lake since the construction of Ashburn Village in the early 1990s, and will enhance water quality to local waterways that ultimately flow into the Chesapeake Bay. A community meeting was held on April 15th to provide residents an update on the project. The county has hired a contractor and work is scheduled to begin summer 2026. The project will also include constructing an asphalt trail on the northern side of Beaverdam Run and underneath the Ashburn Road bridge, to connect the existing trails on either side of the road.

Ashburn Metro Station Area Safety Improvements Study

The Board has approved Supervisor Glass' initiative, directing county staff to study transportation safety on roads around the Ashburn Metro after a recent pedestrian fatality and delays with VDOT improvements. The goal of the study is to evaluate traffic speeding and other safety improvements to better protect pedestrians and all road users. As part of this, county staff will study all-way stops at the intersections of Croson Lane and Moorefield Boulevard, Croson Lane and Claude Moore Drive, and Claude Moore Drive and Old Ryan Road. The study's scope and funding allocation was approved at the Board's May 5th Business Meeting, which can be read here. Data collection will soon begin.

Broad Run Toll House Trailhead

No Change

The Board of Supervisors has approved a stewardship management plan for the restoration of the historic Broad Run Toll House near Route 7 (Leesburg Pike) and Route 28 (Sully Road) to be restored to its near-original condition. The Toll House will be used as a trailhead for the Broad Run Stream Valley Park under the countywide Linear Parks and Trails Signature Project, which will build an 18-mile, looped outdoor recreational trail from the W&OD trail, to follow the Goose Creek, Potomac River, and Broad Run, before joining back with the W&OD Trail. Design work has begun for a pedestrian bridge over Beaverdam Run (Coordinates: 39°02'38.3"N 77°26'45.4"W), which will connect existing trails at Heron Overlook Park to the Loudoun Water property.

Community Arts Center

This project provides for the construction of a county-owned community arts center in eastern Loudoun. The Board of Supervisors endorsed a "Scaled Performance and Visual Arts Facility", which involves constructing an integrated arts building supporting both performing and visual arts. The building will contain a main, multi-purpose performance hall with seating for up to 900; a blackbox theater with up to 350 seats; art making spaces; and art display spaces. The Board allocated $500,000 to begin preliminary planning, design, and site assessments for later inclusion in the Capital Improvement Program. Croson Lane Widening

This project involves the widening of Croson Lane from its current state as a two-lane road to a four-lane, median-divided roadway, from Claiborne Parkway to Old Ryan Road. The project will also include the construction of a sidewalk on the north side of the road and a shared use path on the south side. Design plans have reached 90%. The next steps for this project include environmental investigations and utility coordination. A project to reconstruct the stormwater management pond between Valle Ducale Drive and Lago Gallerie Court in the Belle Terra community is also underway. This project will soon be added to a contractor's schedule.

Farmwell Road Corridor Improvements

This project also includes the installation of sidewalks and trails on both sides of Farmwell Road down the entire corridor. County staff are currently working to complete land acquisition and 100% design plans. Construction of this project is estimated to begin by 2027 and end by 2029.

Route 7 Additional Eastbound Lane Widening from Loudoun County Parkway to Route 28

This project involves the construction of an additional travel lane along eastbound Route 7 between the Loudoun County Parkway entrance ramp and the Route 28 exit ramp, to eliminate the need to merge in and out of traffic between the two interchanges. This project is still in the design phase with construction estimated to reach completion in 2029. VDOT is also conducting a STARS study to assess potential safety improvements along Route 7 from the Leesburg Bypass (Route 7)/East Market interchange (Route 15) to the Algonkian Parkway/Atlantic Boulevard interchange. The county is also working with VDOT to install a message board on Route 7 between Ashburn Village Boulevard and Loudoun County Parkway as part the county's Intelligent Transportation System (ITS) Implementation Plan.

Northern Virginia Science Center

This project involves the construction of a regional science center through a multi-party agreement. The Science Center will be built on a 5-acre site backing to the Broad Run at the Kincora development. The world-class interactive museum will feature hands-on labs, immersive galleries, a nature terrace overlooking protected parkland, and flexible learning spaces designed to inspire curiosity for visitors of all ages. Loudoun is contributing $19 million toward the $75 million project cost, with the remaining funding secured through a combination of state and private donations. A groundbreaking was held at the end of March 2025, marking a significant milestone in the project's development. Building construction and steel framing are underway along with road construction leading to the site as part of the overall Kincora development.

Old Ashburn Improvements

In 2025, the Board approved Supervisor Glass' initiative to designate Old Ashburn as a historic village and include it in a project plan to develop a Small Area Plan. This plan will guide future land use and help preserve the area's historic character while identifying future needs. Other improvements include the construction of trails and sidewalks on Ashburn Road (east & west sides) from the W&OD Trail north to Gloucester Parkway, estimated for completion in 2029. Additional signs will also be installed at the W&OD Trail crossing to alert drivers to the crosswalk. As part of the FY Budget 2027, the Board also approved the widening of Partlow Road between Ashburn Road and Preddy Court, along with the construction of a sidewalk on the south side.

Prentice Drive Extension

Smith Switch Road Corridor Study

This project consisted on evaluating and recommending vehicular and pedestrian safety improvements along Smith Switch Road, extending from the Waxpool Road/Farmwell Road corridor to Gloucester Parkway. A key component of this project included the included the proposed construction of a grade-separated bridge crossing with the W&OD Trail, as well as coordination with other county sidewalk and trail projects to create a more continuous network. Also included as part of this project is to reconstruct the intersection at Hastings Drive by modifying lane configurations and installing median islands to calm traffic, discourage speeding, and improve pedestrians crossings. Project findings were endorsed by the Board of Supervisors in 2024. In addition, VDOT plans to construct a shared-use path along the west side of Smith Switch Road from the existing trail south of Stoneyrun Place to Ice Rink Plaza, while the county will build a connecting shared-use path from the existing trail north of Chilum Place to Gloucester Parkway, further enhancing pedestrian and bibycle connectivity in the area.

Traffic Calming Requests

Ashburn Village: In early 2025, Supervisor Glass initiated a traffic calming study on Cheltenham Circle, Ladiesburg Place, Rainsboro Drive, and Tavern Drive in Ashburn Village. The study found no speeding above 32mph on any street, below the 35mph threshold for improvements. While speed humps cannot be implemented, "Watch for Children" signs may be installed at the entrances of Cheltenham Circle, Rainsboro Drive, and Tavern Drive upon formal request.

Moorefield Green: At the request of Supervisor Glass, the Board approved $41,200 in funding at its March 17th Business Meeting to support traffic calming measures in the Moorefield Green community. Funding will allow for the purchase and installation of two speed humps and related signs along Old Ryan Road from Ryan Road to Windsor Locks Square. This approval also comes as a result of community outreach and a traffic calming study that was initiated in 2023. Additional information can be found here.

Waxpool Road Corridor Improvements

This project provides for the construction of sidewalk and trail missing links along Waxpool Road from Claiborne Parkway to Broadlands Boulevard (formerly Faulkner Parkway), which are slated to be completed in 2028. A traffic signal at Ashburn Road along with a roundabout at Broadlands Boulevard will also be constructed. Utility relocation work will soon begin with construction expected to begin in May. A roadway widening and intersection improvement project at Waxpool Road and Loudoun County Parkway is underway, including new left and right turn lanes. This project is currently in the utility relocation phase. In 2024, Supervisor Glass initiated traffic studies on Auction Barn Drive, Cochrans Lock Drive, Iannis Spring Drive, Laurier Drive, and Waxpool Road between Truro Parish Drive and Belmont Ridge Road. Traffic calming measures were not recommended as speeding was not identified. Supervisor Glass is working to find other solutions.

Ashburn Crossing Phase II

Crested Quail Drive Homes

Quantum Park

This application seeks to allow for the construction of two data centers and a power substation in place of the two stormwater management ponds currently located in front of the Quantum Park Campus (22001 Loudoun County Parkway) by relocating the stormwater underground. The developer has also requested a zoning modification to allow the buildings to reach the maximum 100 feet without an additional setback from Loudoun County Parkway. This application appeared at the Board of Supervisors' May 19th meeting, and at the request of the developer was deferred to the Board's October 20th business meeting for a final vote of approval or denial.

Silver District West

Tillett's View

This project, approved by the Board of Supervisors in 2024, is on vacant land southeast of Waxpool Elementary School and surrounding the area near the old Tillett's Auction Barn site at Black Angus Drive. The project consists of constructing up to 101 single family units and 199 townhouse units, for a total of 300 units, along with a pool house, community amenities, and sidewalks in the area. Tree clearing has completed with site preparation underway. Supervisor Glass has begun working with VDOT to address traffic related concerns along Auction Barn Drive, Cochrans Lock Drive, Iannis Spring Drive, Laurier Drive, and Waxpool Road.
