Dear Broad Run Friends and Neighbors,
I hope everyone is enjoying the spring season as warmer days continue to settle in. With Mother’s Day approaching, I want to extend my best wishes to all Broad Run mothers and across our community. I hope you are able to take time to relax, feel appreciated, and enjoy a wonderful day with family and loved ones.
Last week, my office was pleased to attend a ribbon cutting, welcoming BeMobile, a Verizon authorized retailer to One Loudoun. This family-owned small business serves the local community by providing access to mobile phone services and related technology needs. BeMobile offers customers assistance with wireless plans, devices, accessories, and home connectivity options.
Earlier this month, the Board of Supervisors approved the County’s Fiscal Year (FY) 2027 Budget. The FY 2027 Budget totals $5.4 billion in county government, Loudoun County Public Schools, and capital expenditures, and runs from July 1, 2026, to June 30, 2027. The approved FY 2027 budget includes a real estate tax rate of $0.805 per $100 in assessed value, a car tax rate of $3.09 per $100 in assessed value in tax year 2026 (with a planned reduction to $2.94 for tax year 2027), and a general personal property tax rate of $4.15 per $100 in assessed value. For the Broad Run District specifically, I was successful in adding missing sidewalks on each side of Ashburn Village Boulevard at Ryan Center Way to the county’s sidewalk and trails program for the next round of projects for review. As for land use updates, the Quantum Park data center application appeared at the Board of Supervisor’s April 15th Public Hearing for public input and was forwarded to the Board’s May 19th Business Meeting for a final vote, with the possibility that consideration may be deferred to a future meeting. This application seeks to build two data centers and a power substation in place of the two existing stormwater management ponds at the Quantum Park campus in Ashburn (22001 Loudoun County Parkway).
The Virginia State Corporation Commission (SCC) has also approved the Dominion Energy Golden to Mars powerlines project as aboveground transmission lines, denying any underground proposals. The SCC selected Route 4 as the preferred path that would involve following the Broad Run floodplain corridor and running along the southern and eastern sides of the Rock Ridge High School and Rosa Lee Carter Elementary School campus, but will require approval from the Loudoun County Public Schools School Board. Route 3A was selected as a backup option by the SCC should the Loudoun County School Board decline to provide the necessary easements to Dominion. Although the SCC’s decision is not the Board of Supervisors preferred underground outcome, I support Route 4 as an aboveground alternative and will advocate for its construction. Route 4 goes by the least number of homes, completely avoids Loudoun County Parkway and the Broad Run District, and partially follows an existing powerlines corridor along the floodplain of the Broad Run. The Broad Run position on the Transit Advisory Board (TAB) remains open and ready to be filled. TAB advises the Board of Supervisors and county staff on items relating to Loudoun's transit services (Loudoun.gov/Transit), such as route plans, stop locations, bus types, and service frequency. With Broad Run containing the Ashburn Metro Station, reliable and efficient transit service is vital for our community. The Loudoun County Board of Supervisors has approved a budget totaling approximately $5.4 billion in total appropriations for the general county government and school system for Fiscal Year (FY) 2027. The adopted budget maintains the current real property tax rate and lowers the personal property tax rate for vehicles next year, which will result in an overall net tax reduction for most Loudoun home and vehicle owners.
The adopted budget fully funds the Loudoun County School Board’s requested budget increase of $105 million for a total operating budget of $2.1 billion.
Tax Rates
The adopted budget includes a real property tax rate of $0.805 cents per $100 in assessed value for tax year 2026, which is the same as the current tax rate.
The adopted budget also includes a vehicle personal property tax rate of $3.09 per $100 in assessed value for tax year 2026 and a planned reduction of the personal property tax rate to $2.94 per $100 in assessed value for tax year 2027.
Additionally, the general personal property tax rate, which applies to property in data centers, for example, remains the same as the current rate for tax years 2026 and 2027: $4.15 per $100 in assessed value.
While the real property tax rate of $0.805 is the current real property tax rate, the average homeowner’s tax will increase by $141 in tax year 2026 due, in part, to an increase in home values; however, this increase will be more than offset for the average homeowner who owns vehicles by a reduction to the vehicle personal property tax rate. For example, the personal property tax bill for the owner of a vehicle with an assessed value of $30,000 will be reduced by $352 in tax year 2026 based on the personal property tax rate.
Budget Highlights
The FY 2027 adopted budget also includes:
- $30 million in base budget adjustments to continue providing current services.
- An increase of $28.5 million for employee compensation that helps keep Loudoun competitive in the market, which consists of a:
- 4.25% merit increase for the general county workforce and a 2% salary scale adjustment;
- A step increase and a 2.5% salary scale adjustment and for Fire and Rescue, for an average pay increase of 5.5%; and
- A step increase and a 5.75% salary scale adjustment and for Sheriff’s deputies, for an average pay increase of 8.75%.
- The addition of 188 positions in 18 departments, including a substantial number of positions associated with opening new facilities over the next two years.
- $29 million for the Housing Fund, which includes the dedication of the equivalent of a full penny of the real property tax rate and the revenue from the cigarette tax to support affordable housing initiative.
Capital Improvement Program
The adopted budget also includes the FY 2027-2032 Capital Improvement Program (CIP) that totals approximately $4.3 billion for the six-year planning period and includes county and school projects. The category with the largest expenditure percentage is transportation projects at 41% ($1.8 billion), followed by county government projects at 31% ($1.3 billion) and school projects at 28% ($1.2 billion).
A number of new projects have been added to the CIP, including a new district park in the Dulles South area, development of several passive parks, microtransit vehicles, funding to address library square footage in eastern Loudoun, replacement of the Hamilton Fire Station and improvements to the Western Loudoun Sheriff’s Station.
Fiscal Year 2027
The FY 2027 budget will go into effect July 1, 2026. The real property tax rate of $0.805 per $100 of assessed value, the general personal property tax rate of $4.15 per $100 of assessed value, and the vehicle personal property tax rate of $3.09 per $100 of assessed value are effective as of January 1, 2026, and will be used for the spring tax collection.

Senior Smart Trip Cards Now Available in Loudoun County | Loudoun County Transit and Commuter Services, in collaboration with Washington Metropolitan Area Transit Authority (WMATA), announces the local availability of the Senior Smart Trip card, a free, reloadable fare card that provides residents age 65 and older with a 50% discount on fares for Metro Rail, Metro Bus, Loudoun County Transit’s commuter bus and other regional transit services that accept Smart Trip. The card works like a standard Smart Trip card but automatically applies the senior discount when used for travel. Dear Broad Run families,
I hope everyone is doing well as we gear up for the final stretch of the school year! This month, I wanted to share two updates related to my role as Chair of the School Board’s Legislative & Policy Committee.
First, I am excited to share that the School Board has adopted a new policy that I led in developing that eliminates the distribution of campaign materials by political candidates and parties at LCPS-sponsored activities. This new policy—Policy 6330—means that political candidates and parties are no longer permitted to distribute materials at events like our Back-to-School Nights, allowing parents and educators to focus on the true purpose of those evenings.
Second, the Legislative & Policy Committee hosted members of our Virginia General Assembly delegation—Senator Kannan Srinivasan, Delegate David Reid, and Delegate Marty Martinez—at our April meeting, where they shared an update on their legislative session in Richmond. Lawmakers passed a number of bills that support the work of LCPS, including housing legislation that will help LCPS recruit and retain educators in our high cost-of-living region.

The Virginia Department of Transportation (VDOT) has released its list of roads that will be resurfaced in 2026. The exact dates for the road work are unknown at this time, as they are dependent on weather and contractor schedules, but all projects are typically completed by October. Resurfacing projects can last from a few days to a few weeks, depending on the size of the project, and notice is provided by roadside signage a few days before. Drivers should use caution when repaving work is occurring and follow roadcrew directions. View VDOT’s repaving map here.

Ashburn Lake Water Quality Project
This project involves the dredging and landscaping of Ashburn Lake, including the construction of a forebay dam, as part of the Ashburn Lake Quality Project. This project will help clear sediment and other buildup that has accumulated in the lake since the construction of Ashburn Village in the early 1990s, and will enhance water quality to local waterways that ultimately flow into the Chesapeake Bay. A community meeting was held on April 15th to provide residents an update on the project. The county has hired a contractor and work is scheduled to begin summer 2026. The project will also include constructing an asphalt trail on the northern side of Beaverdam Run and underneath the Ashburn Road bridge, to connect the existing trails on either side of the road.

Ashburn Metro Station Area Safety Improvements Study
The Board has approved Supervisor Glass' initiative, directing county staff to study transportation safety on roads around the Ashburn Metro after a recent pedestrian fatality and delays with VDOT improvements. The goal of the study is to evaluate traffic speeding and other safety improvements to better protect pedestrians and all road users. As part of this, county staff will study for all-way stops at the intersections of Croson Lane and Moorefield Boulevard, Croson Lane and Claude Moore Drive, and Claude Moore Drive and Old Ryan Road. The study scope and funding allocation is scheduled to return to the Board of Supervisors at this Tuesday's, May 5, 2026 Business Meeting, which can be read here. After that meeting, data collection will begin and the study will be underway.

Broad Run Toll House Trailhead

The Board of Supervisors has approved a stewardship management plan for the restoration of the historic Broad Run Toll House near Route 7 (Leesburg Pike) and Route 28 (Sully Road) to be restored to its near-original condition. The Toll House will be used as a trailhead for the Broad Run Stream Valley Park under the countywide Linear Parks and Trails Signature Project, which will build an 18-mile, looped outdoor recreational trail from the W&OD trail, to follow the Goose Creek, Potomac River, and Broad Run, before joining back with the W&OD Trail. Design work has begun for a pedestrian bridge over Beaverdam Run (Coordinates: 39°02'38.3"N 77°26'45.4"W), which will connect existing trails at Heron Overlook Park to the Loudoun Water property.

Community Arts Center

This project provides for the construction of a county-owned community arts center in eastern Loudoun. The Board of Supervisors endorsed a "Scaled Performance and Visual Arts Facility", which involves constructing an integrated arts building supporting both performing and visual arts. The building will contain a main, multi-purpose performance hall with seating for up to 900; a blackbox theater with up to 350 seats; art making spaces; and art display spaces. The Board allocated $500,000 to begin preliminary planning, design, and site assessments for later inclusion in the Capital Improvement Program. Farmwell Road Corridor Improvements
This project provides for the design, land acquisition, and construction of intersection improvements along Farmwell Road from Smith Switch Road/Waxpool Road to Ashburn Road/Ashburn Farm Parkway, including crosswalks and turn lanes. This project also includes the installation of sidewalks and trails on both sides of Farmwell Road down the entire corridor. County staff are currently working to complete land acquisition and 100% design plans. Construction of this project is estimated to begin by 2027 and end by 2029.

Route 7 Additional Eastbound Lane Widening from Loudoun County Parkway to Route 28

This project involves the construction of an additional travel lane along eastbound Route 7 between the Loudoun County Parkway entrance ramp and the Route 28 exit ramp, to eliminate the need to merge in and out of traffic between the two interchanges. This project is still in the design phase with construction estimated to reach completion in 2029. VDOT is also conducting a STARS study to assess potential safety improvements along Route 7 from the Leesburg Bypass (Route 7)/East Market interchange (Route 15) to the Algonkian Parkway/Atlantic Boulevard interchange. The county is also working with VDOT to install a message board on Route 7 between Ashburn Village Boulevard and Loudoun County Parkway as part the county's Intelligent Transportation System (ITS) Implementation Plan.

Northern Virginia Science Center

This project involves the construction of a regional science center through a multi-party agreement. The Science Center will be built on a 5-acre site backing to the Broad Run at the Kincora development. The world-class interactive museum will feature hands-on labs, immersive galleries, a nature terrace overlooking protected parkland, and flexible learning spaces designed to inspire curiosity for visitors of all ages. Loudoun is contributing $19 million toward the $75 million project cost, with the remaining funding secured through a combination of state and private donations. A groundbreaking was held at the end of March 2025, marking a significant milestone in the project's development. Building construction and steel framing are underway along with road construction leading to the site as part of the overall Kincora development.

Old Ashburn Improvements
In 2025, the Board approved Supervisor Glass' initiative to designate Old Ashburn as a historic village and include it in a project plan to develop a Small Area Plan. This plan will guide future land use and help preserve the area's historic character while identifying future needs. Other improvements include the construction of trails and sidewalks on Ashburn Road (east & west sides) from the W&OD Trail north to Gloucester Parkway, estimated for completion in 2029. Additional signs will also be installed at the W&OD Trail crossing to alert drivers to the crosswalk. As part of the FY Budget 2027, the Board also approved the widening of Partlow Road between Ashburn Road and Preddy Court, along with the construction of a sidewalk on the south side.

Prentice Drive Extension

Smith Switch Road Corridor Study

This project consisted on evaluating and recommending vehicular and pedestrian safety improvements along Smith Switch Road, extending from the Waxpool Road/Farmwell Road corridor to Gloucester Parkway. A key component of this project included the included the proposed construction of a grade-separated bridge crossing with the W&OD Trail, as well as coordination with other county sidewalk and trail projects to create a more continuous network. Also included as part of this project is to reconstruct the intersection at Hastings Drive by modifying lane configurations and installing median islands to calm traffic, discourage speeding, and improve pedestrians crossings. Project findings were endorsed by the Board of Supervisors in 2024. In addition, VDOT plans to construct a shared-use path along the west side of Smith Switch Road from the existing trail south of Stoneyrun Place to Ice Rink Plaza, while the county will build a connecting shared-use path from the existing trail north of Chilum Place to Gloucester Parkway, further enhancing pedestrian and bibycle connectivity in the area.

Traffic Calming Requests
Ashburn Village: In early 2025, Supervisor Glass initiated a traffic calming study on Cheltenham Circle, Ladiesburg Place, Rainsboro Drive, and Tavern Drive in Ashburn Village. The study found no speeding above 32mph on any street, below the 35mph threshold for improvements. While speed humps cannot be implemented, "Watch for Children" signs may be installed at the entrances of Cheltenham Circle, Rainsboro Drive, and Tavern Drive upon formal request.
Moorefield Green: At the request of Supervisor Glass, the Board approved $41,200 in funding at its March 17th Business Meeting to support traffic calming measures in the Moorefield Green community. Funding will allow for the purchase and installation of two speed humps and related signs along Old Ryan Road from Ryan Road to Windsor Locks Square. This approval also comes as a result of community outreach and a traffic calming study that was initiated in 2023. Additional information can be found here.

Waxpool Road Corridor Improvements

This project provides for the construction of sidewalk and trail missing links along Waxpool Road from Claiborne Parkway to Broadlands Boulevard (formerly Faulkner Parkway), which are slated to be completed in 2028. A traffic signal at Ashburn Road along with a roundabout at Broadlands Boulevard will also be constructed. Utility relocation work will soon begin with construction expected to begin in May. A roadway widening and intersection improvement project at Waxpool Road and Loudoun County Parkway is underway, including new left and right turn lanes. This project is currently in the utility relocation phase. In 2024, Supervisor Glass initiated traffic studies on Auction Barn Drive, Cochrans Lock Drive, Iannis Spring Drive, Laurier Drive, and Waxpool Road between Truro Parish Drive and Belmont Ridge Road. Traffic calming measures were not recommended as speeding was not identified. Supervisor Glass is working to find other solutions.
