Dear Broad Run Friends and Neighbors,
I want to wish a warm return to school to all Loudoun County students, teachers, staff, administrators, and parents! I hope we all have a happy and successful school year and that everyone had an enjoyable and relaxing summer break with friends and family. This school year, I am excited to be back at an Ashburn area elementary school, where I will continue as a special education teacher’s assistant. It’s been a busy first two weeks, but I am happy to be back in the classroom with our special education students. May the new school year be filled with fun and learning.
As your Supervisor, I was also busy during the Board’s August recess and want to highlight a few recent events for you all. I participated in a tour of the quadraplex units in the recently completed South 620 Van Metre Homes development in Aldie. Housing diversity is needed for working families in Loudoun, and I will continue to advocate for our veterans, teachers, people with disabilities, and families earning below the area median income. This month I also attended the Virginia Association of Counties (VACo) County Officials’ Summit. The Summit offers an opportunity for local officials all across the Commonwealth to gather and discuss how to better support our communities. As a member of VACo’s Education Committee, we discussed a set of preliminary legislative position statements that will be incorporated into VACo’s Draft 2025 Legislative Program. These topics included early childhood education, education workforce, school health and safety, and others.
I also toured a an area of CountrySide in Sterling where bamboo growth has become a problem for the neighborhood. It was helpful to see an area where this invasive species is growing uncontrollably in our county, especially as I have been working to have the Board consider establishing an ordinance to require bamboo be kept from growing off someone's private property. Finally, I was pleased to recently attend India’s Independence Day Celebration at Dulles Town Center. In Loudoun County, the Indian community significantly contributes to our society in various aspects. Loudoun’s Indian population deeply enriches our county by creating a more vibrant place to live through their cultures and languages.
On Thursday, September 5, at 6:00pm, at Belmont Ridge Middle School, the Virginia State Corporation Commission (SCC) will take public testimony on the Dominion Energy proposal to build power lines down Route 7 and Loudoun County Parkway. I will be there speaking in favor of placing the power lines underground and encourage anyone with opinions on the project to share your views as well. Information on how to participate or provide comments online is available below.
I am pleased to announce the Ashburn glass recycling center at One Loudoun is finally open! The recycling center is located in the One Loudoun Park and Ride Lot behind the Ashburn Sheriff's Station (20272 Savin Hill Drive, Ashburn 20147). A ribbon cutting to celebrate the project opening is tentatively scheduled for 4:00pm on Tuesday, September 10. I will post on my social media channels next week along with a formal press release confirming the event. I invite everyone to come and place some of the first glass in the containers!

County Encourages Public Participation in Sept. 5 Hearing on Proposed Power Lines along Route 7 | |

Loudoun County officials encourage residents and businesses who wish to offer comment on Dominion Energy’s proposed transmission lines along Route 7 in Loudoun County to attend the State Corporation Commission (SCC) public hearing, Thursday, September 5, 2024, 6:00 – 10:00 p.m., at Belmont Ridge Middle School, 19045 Upper Belmont Place in Leesburg.
The SCC is considering a request by Dominion Energy to build the Aspen-Golden (Case #PUR-2024-00032) and Apollo-Twin Creeks electric transmission facilities (Case # PUR-2024-00044). The projects include a new 9.4-mile double circuit overhead transmission line (500 and 230 kilovolt) between the proposed Aspen and Golden substations and other associated infrastructure. The current application locates the proposed above-ground power lines from the area around Goose Creek and Belmont Ridge Road, along the south side of Route 7, and parallel to Loudoun County Parkway. Dominion has stated the projects are necessary to maintain electricity reliability for the region.
During its April 4, 2024, business meeting, the Board of Supervisors voted in favor of filing a “notice of participation" in Dominion Energy’s application to the SCC, which allows Loudoun County to join the case and to provide input on the proposed power projects. Loudoun County continues to work with property owners, the Virginia Department of Transportation and Dominion Energy to develop the proposed route. The county is proposing that the SCC implement a pilot program to distribute the cost of undergrounding the transmission lines. The county maintains that placing the transmission lines underground will preserve the quality of life, viewsheds, and character of the community for the residents, businesses, and visitors to area in which the global data center industry is located.

Opportunities for Public Comment:
The SCC has also scheduled a public comment session by telephone August 6, 2024, at 10:00 a.m. Members of the public who wish to speak at the August 6 session must pre-register with the SCC by 5:00 p.m. today, July 31, 2024. The hearing will be webcast at scc.virginia.gov/pages/Webcasting.
The SCC asks that any member of the public who wishes to provide comment at the September 5 hearing in Leesburg arrive at least 15 minutes prior to the meeting and register with the commission’s bailiff. Each speaker will be allotted five minutes for their comments.
Members of the public also may submit written comments online at any time through September 10, 2024. Written comments can be submitted through the through the SCC’s online comment forms for the Aspen-Golden project and the Apollo-Twin Creeks project.
Written comments can also be submitted by U.S. mail to the Clerk of the State Corporation Commission, c/o Document Control Center, P.O. Box 2118, Richmond, Virginia 23218-2118. All comments must refer to case number PUR-2024-00032 or PUR-2024-00044.

Sterling Park Recycling Center Closing Permanently Sept. 30; County Seeking Replacement Site | Loudoun County is closing the Sterling Park Recycling Center located at Park View High School, 400 W. Laurel Avenue, Sterling, effective Monday, September 30, 2024. The last day the public will have access to the center is Sunday, September 29. Due to the Park View High School replacement project, the closure of the recycling center is permanent. Loudoun County is seeking a replacement site for a recycling center in the Sterling community. In the meantime, Sterling residents are encouraged to use any of the county’s other recycling drop-off centers. Guard Against Heat-Related Illness and Lightning Strikes; Protect Your Pets | |
The combination of hot temperatures and high humidity may cause heat illnesses to occur. In addition to avoid being outside for long periods of time, Loudoun County officials remind residents to take other precautions to prevent heat-related illnesses and to stay safe from thunderstorms. More information about staying safe in excessive heat is online at Loudoun.gov/Heat.
- Hydrate: Drink plenty of water.
- If you have to go outside, wear lightweight, light-colored clothing and avoid strenuous activities.
- Do not leave children or pets in cars.

Monitor your animals frequently to ensure that they are not suffering. The Loudoun County Department of Animal Services offers useful information on protecting your pets from the heat.
- Check on your neighbors. Anyone can suffer from heat-related illness, but people ages 65 and older and very young children are more susceptible to the effects of high heat and humidity.
- When thunder roars, go indoors: If you hear thunder, you are likely within striking distance of the storm. If you see threatening clouds approach, see lightning or hear thunder, seek safe shelter immediately.

Claude Moore Recreation & Community Center is seeking vendors for the center’s newest event, Community on Purpose, to be held on Saturday, November 16, from 10:00am to 4:00pm. Pickleball Anyone? Alternate Uses may be Allowed for HOA Community Tennis Courts | |

Pickleball is one of the fastest-growing sports in the nation, resulting in a significant demand for more pickleball courts throughout Loudoun County.
Several HOA communities have expressed an interest in enhancing their tennis courts to provide the option for pickleball. The county has prepared guidance for HOAs adapting proffered tennis courts for pickleball use without violating a proffer or needing to amend an approved application. A proffer is a voluntary commitment from a landowner or developer to mitigate or eliminate the impact of new development on neighboring properties and the county.
The Zoning Administrator provides the following guidance:
- An HOA may enhance a proffered tennis court to include additional uses, such as pickleball, provided the tennis court nets and striping remain in place.
- A multi-use court that retains the tennis court nets and striping is considered a tennis court for the purpose of fulfilling a proffer requirement to provide a tennis court.
- Any HOA wishing to include pickleball or multi-use courts while maintaining the tennis court may do so without additional county approval.
- A tennis court may be removed and replaced with another active recreation use, such as pickleball, provided the minimum number of proffered tennis courts are maintained and the area or court was not specifically designated for a tennis court use.
If your HOA would prefer a more formal, individual Proffer Determination confirming compliance with the proffer, an application can be submitted online through the county’s LandMARC system.

The Virginia Department of Transportation (VDOT) has released their list of roads that will be resurfaced in 2024. The exact dates for the road work are unknown at this time, as it is dependent on weather and contractor schedules. Resurfacing projects can last from a few days to a few weeks, depending on the size of the project. View VDOT’s repaving map here. Sidewalks on Ashbrook Place to Atwater Drive will be built as part of this project.

This project, consists of building two flex-industrial buildings on the vacant land located on the northeast corner of the Gloucester Parkway and Ashby Ponds Boulevard intersection. Site grading is underway and will be maintained by St. Johns Properties as part of their Ashburn Crossing office complex. A trail will be built along Gloucester Parkway.

Building construction is underway and will continue for several months, and units are being occupied.

Uses allowed in the retail space are those usues that are seen in strip malls and retrail centers around the county.

Supervisor Glass has been working with CyrusOne and the Broadlands HOA to discuss landscaping and architectural enhancements in an attempt to make the data center blend in with the surrounding community.

This application proposes to construct a cellphone tower in the southeast corner of the Claiborne Parkway and Route 7 interchange. The tower would be located within the VDOT right-of-way and inside of the interchange cloverleaf. The application is scheduled to appear at the Planning Commission's October 10th Work Session for further discussion before going to the Board of Supervisors for a final vote of approval or denial. Dominion Energy has submitted an application to the Virginia State Corporation Commission (SCC, PUR-2024-00032) to construct powerlines down the southern side of Route 7 from Belmont Ridge Road to Loudoun County Parkway, in addition to a new project to run powerlines up Loudoun County Parkway or the Broad Run to Waxpool Road from Old Ox Road. Dominion is also constructing powerlines near Kincora that cross Route 28 to reach a new substation by Dulles Town Center, with information here. I am pleased to announce that the Ashburn glass recycling center at One Loudoun is finally open! The recycling center is located in the One Loudoun Park and Ride Lot behind the Ashburn Sheriff's Station (20272 Savin Hill Drive, Ashburn 20147). A ribbon cutting to celebrate the project opening is tentatively scheduled for 4:00pm on Tuesday, September 10th. I will post on my social media channels next week along with a formal press release confirming the event. I invite everyone to come and be some of the first to place glass in the containers! I want to thank the constituents who brought this request to me two years ago and for the advocacy and hard work to get us to this opening day.

Metro Station Area Pedestrian Improvements

This project will construct missing sidewalk and trail segments in the bicycle and pedestrian network within two miles of the future Loudoun Gateway and Ashburn Metrorail stations, in an effort to improve accessibility and connectivity to the stations.
