MTA Fall 2023 MTA Customers Count Survey
Dear Valued MTA Customer,
The MTA is conducting the Fall 2023 MTA Customers Count Survey, and your opinion counts! The survey will help us improve service for all of our valued customers. Below is a link allowing you to give your opinion on whichever MTA service you use – Subway, Buses, Long Island Rail Road, Metro-North Railroad, or Access-A-Ride Services. You can rate your satisfaction with up to two MTA services you use. This survey should take less than 15 minutes to complete.

Public Hearings on Mayoral Control of New York City Public Schools
The New York State Education Department today announced the dates and locations of a series of five public hearings as part of the State’s comprehensive review of the overall effectiveness of mayoral control of New York City schools.
In accordance with Chapter 364 of the Laws of 2022, members of the public—including students, parents, teachers, school administrators and staff, and individuals with experience and expertise in education policy and school governance—are welcome to provide feedback on their experiences, assessments, and/or review of the mayoral control system of New York City schools to help inform the State’s review.
Members of the public may participate by providing oral testimony at one of five public hearings, and/or by submitting written electronic testimony. All hearings will take place in the evening and are accessible by public transportation. Additional information on the hearings and how to submit testimony will be released in the coming weeks

State Digital Equity Planning Update
Wednesday, November 29th from 3:00pm-4:30pm ET
Participants from previous Digital Equity Task Force Town Halls are encouraged to attend one of these virtual forums to see and discuss highlights of the draft State Digital Equity Plan. The same program will be given on both dates.
The draft State Digital Equity Plan will be available for review and public comment prior to the November 8th forum. In each session, participants will have the opportunity to provide feedback to the ConnectALL Office on the draft State Digital Equity Plan. Feedback will be incorporated into public comment on behalf of the Digital Equity Task Force.

2018-2022 ACS 5-year Pre-Release Webinar
The Census Bureau will hold a webinar in advance of the December 7 release of the 2018-2022 American Community Survey 5-year statistics. WINTER PREPARATION TIPS AND INFORMATION ON HEATING ASSISTANCE
The winter season brings the possibility of winter weather emergencies. Advance Warning System partners should prepare staff and clients for the upcoming winter season. To learn more about winter weather safety, visit the Health Department’s interactive online infographic.
Prepare for the cold and winter weather before it arrives to stay safe and healthy throughout the season.
● Check the carbon monoxide detectors and smoke alarms are working.
● Make sure you have warm clothing you can layer, as well as gloves, a hat and sturdy shoes and/or boots.
● Talk to your at-risk friends and family and make a plan to support them when the weather turns cold.
● Review the signs and symptoms of hypothermia and frostbite to quickly identify and respond effectively by calling 911.
If you do not have heat or hot water:
● Tell your building superintendent, property manager, or owner right away. Call 311 if the problem is not fixed quickly.
● Go to a warm place, such as a friend or family member's house. If you stay home, wear layered, loose-fitting clothing.
Until your heat is fixed, heat your home safely:
● Never use a stove, oven or charcoal grill to heat your home. Kerosene heaters and propane space heaters are illegal in NYC.
● Place space heaters at least 3 feet away from anything that can catch fire, such as curtains or tablecloths. Do not hang clothes over a space heater to dry.

What is Culture Pass?
Culture Pass is a program for cardholding patrons 13 and older of Brooklyn Public Library, New York Public Library and Queens Public Library. Using their library card, New Yorkers can reserve a pass and get free admission to dozens of NYC cultural institutions, including museums, historical societies, heritage centers, public gardens and more.
Who accepts Culture Pass?
There are dozens of participating organizations, from children’s museums and public gardens to historical societies and heritage centers.

NYRR Race Free Application
New York Road Runners (NYRR) believes that running should be accessible to runners of all ages, abilities, and places of origin. One-way NYRR has worked to accomplish this goal, is by creating the NYRR Race Free program for New York City residents which free entry to our races to those who qualify financially.
As part of our mission to help and inspire people through running, NYRR Race Free offers 100 complimentary entries to each of NYRR's weekly races (except Summer Speed Series, cross-country races, and NYRR Team Championships 5M), as well as complimentary entry to each of the NYRR Five-Borough Series races, and potential entry to the TCS New York City Marathon.
While the 2024 application is closed to the general public, as the program has reached capacity, NYRR have set aside additional program entries to ensure direct community outreach.
We invite you to share our application with your community of New Yorkers and invite them to apply for NYRR Race Free. To do so, they need to check out the NYRR Race Free qualifications and fill out the application as soon as possible if they quality. This application link will go live Monday, November 7, 2023, 9:00 a.m., and entries will be on a first come, first served basis until the program reaches capacity

Advisory Board
Check out “End Street Harassment: A NYC Resource Guide.” Learn more about how you can prevent street harassment, where you can get help and support if you’ve experienced it, and how NYC is working to #MakeNYCHarassmentFree. nyc.gov/EndStreetHarassment
Street harassment is unwanted and unwelcome threatening or offensive acts, statements, or behaviors directed at someone in public spaces such as sidewalks, streets, parks, and public transportation. Harassment harms people of all ages, races, national origins, gender identities and expressions, sexual orientations, and people with disabilities and can have immediate and long-term effects. The survey will gather information about street harassment in NYC, and what resources people need to help prevent and respond to it. This survey is:
- Confidential and anonymous
- For anyone who lives in NYC and is 18 years or older
- The Resource Guide contains steps people can take (in the moment and following an incident of harassment), either as a target or as a bystander, and resources available to support someone who has been harassed.

Is College Right For You?
Deciding whether to attend college is a big decision. Here are several important factors to explore when deciding if college is the best path for you.
Career Goals: Want to be a doctor? An architect? A lawyer? Some careers require a college degree. While others - like the Trades - may not. Having a college degree could give you an edge and lead to more opportunities.
Finances: College can be expensive. Consider all related expenses when adding up costs and discuss how best to pay for it - grants, scholarships, loans - with your family. Remember, there are more economical options to start out, like community college.
Learning Style: Assess your learning style and determine if you thrive in a structured academic environment or prefer a more hands-on, practical approach.
The decision to apply to college is ultimately up to you. Take the time to explore the various options to help you make the best decision.

The 2024-25 New York State Tuition Assistance Program
Application is now open!

The application for the 2024-2025 New York State Tuition Assistance Program (TAP) is now open for students to apply. With the delay in the FAFSA application to next month, here are a few things to keep in mind for TAP:
- Students do not need to wait for the release of the FAFSA to complete their TAP application.
-
Students will need a HESCPIN to access the TAP application.
- New students can use a NYS Driver’s License, non-driver ID, or Student ID to create a HESCPIN.
- TAP applications completed prior to FAFSA completion will be securely saved by HESC.
- Once students complete their FAFSA, they can use the link at the end of the FAFSA to return to and submit their TAP application for processing.
- Students who complete their TAP prior to the FAFSA release will need to complete their FAFSA by February 15, 2024, or their saved TAP application will be deleted, and they’ll need to submit a new TAP application.

Who Needs An FSA ID?
The FSA ID will be required for all individuals who enter information on the FAFSA form. Students and parents must create a Student Aid Account to get an FSA ID before completing the 2024-25 FAFSA.
- Parents are married and file their taxes ‘married filing jointly,’ then only one parent needs an FSA ID.
- Parents are married and file their taxes ‘married filing separately,’ they will both need an FSA ID.
- If parents are divorced or separated, the parent who provided the most financial support in the last calendar year will now complete the FAFSA.
Why do we need an FSA ID?
The FSA ID must be created and verified before an individual can access the FAFSA. Students and parents must log in to the FAFSA separately to complete their respective sections.
When do we need an FSA ID?
You should get your FSA ID at least three days before filing the FAFSA. This is because the Social Security Administration will require FSA ID verification before accessing tax information.
In the past, the FAFSA opened annually on October 1. The 2024-25 FAFSA won’t open until December 2023. Be ready!

The New York State Registered Organizations (RO) application is now available. The RO application opened yesterday October 30, 2023, and will remain open until December 19, 2023 at 5:00PM.
During the September 12 Cannabis Control Board meeting, the Board approved the application to add additional ROs to the State's legal medical cannabis market and pave the way for increased access to medical cannabis.
Pursuant to the Cannabis Law, prospective applicants must be culturally, linguistically, and medically competent to provide services to unserved and underserved areas. This ensures they are well-prepared to cater to the various needs of patients who may benefit from medical cannabis. The New York State Office of Cannabis Management (OCM) remains committed to creating a more inclusive and effective cannabis industry, and this approach to the registration of new ROs is yet another example of this.
The application for ROs to participate in the New York State cannabis market requires a $10,000 non-refundable application fee. If the application is successful, then a $200,000 registration fee will be required. The application is available online here. Please email any questions to ROLicensing@ocm.ny.gov.

The New York State Office of Cannabis Management (OCM) is pleased to usher in a new era of cannabis regulation; one defined by inclusiveness, transparency, and economic opportunities for all stakeholders.
Pursuant to the MRTA’s requirements, the Office of Cannabis Management and the Cannabis Control Board have the goal to issue 50% of the first set of licenses to qualifying SEE applicants, who will also be eligible for the Cannabis Hub & Incubator Program (CHIP). CHIP is a collaboration with Community-Based Organizations (CBOs), academic institutions, and key community stakeholders establishing a robust statewide support system and provide technical guidance and mentorship throughout the licensure application phase.
To qualify as a SEE applicant, you must be:
- Individual from a community disproportionately impacted
- Distressed farmer
- Service-disabled veteran-owned business
- Minority-owned business
- Women-owned businesses
Extra priority shall be given to applications that demonstrate that an applicant meets ALL of the following:
- Is a member of a community disproportionately impacted by the enforcement of cannabis prohibition;
- Has an income lower than eighty percent (80%) of the median income of the county in which the applicant resides; and
- Was convicted of a cannabis-related offense prior to the effective date of the MRTA, or had a parent, guardian, child, spouse, or dependent, or was a dependent of an individual who, prior to March 31, 2021, was convicted of a cannabis-related offense.
If you’re considering applying for SEE certification, you don’t have to do it alone.
Starting October 5, SEE applicants will have access to the CBOs that have been trained by OCM. To receive assistance from a technical assistance partner (TAP) volunteer, SEE applicants can complete a Technical Assistance intake form. Upon receipt of an applicant’s intake form, the Office will share a contact list of TAPs that have been trained to support applicants through the application process. SEE applicants should then reach out to one TAP from the contact list, and will receive a response within 48 hours. All adult-use license applications must be submitted by 5:00 PM EST on Monday, December 18, 2024.

How to Report Elder Abuse
In 2011, the New York State elder abuse prevalence study found that 76 out of 1,000 older New Yorkers experienced elder abuse during a one-year period. This abuse is in the form of physical abuse, verbal abuse, neglect, financial exploitation, and sexual abuse.
Elder abuse is frequently not reported by those experiencing it. There are multiple reasons someone might stay or refuse help, including cognitive diseases such as depression or dementia, fear of retaliation, shame, immigration concerns, cultural factors, and more.
DSS Adult Protective Services (APS) helps New Yorkers 18 years and older regardless of income, and among other mandates, helps individuals experiencing elder abuse. APS advocates and works to ensure that individuals receive the services and support they need to live in the community safely and with dignity. Through DCAS’s Online Application System (OASys), you can apply for and take certain exams online. This can be done on a computer and now also by using a smartphone or tablet. To apply in-person at one of our Computer-based Testing and Application Centers, schedule an appointment on OASys.
