Come join the WPTA for a brown bag lunch and donation drive for Dress for Success at the offices of the Appraisal Institute. Our guest speakers are Chesney M. Leafblad and Dale D. Butalla , officers of the new Illinois Chapter of the International Association of Assessing Officers. 

They will spend about 20 minutes sharing the process by which the chapter was launched as well as their objectives for the group in the coming years. Members will network for the remaining amount of time.

Chief Deputy Assessor
Chesney is the Chief Deputy Assessor in Warren Township (Lake County). Chesney likes to tell people she was raised in an assessor’s office. Her parents met at an IPAI workshop, and her grandfather served as an Aurora Township officer (her father still serves as the township assessor there!).

At the IPAI, Chesney serves as an instructor and course writer. She puts her years of experience and firsthand knowledge of assessment best practices to work in the classroom to give students the tools they need to be successful. As a course writer, Chesney has the ability to break down complicated topics into a way that even the newest assessor can understand.
Dale D. Butalla, CIAO-M

Dale began his assessment career in 1993 working as a field inspector for Homer Township in Will County and worked his way up to Chief Deputy Assessor in 2003. In 2014, he was recruited to his current position as Commercial Appraiser/Deputy Assessor in the Joliet Township Assessor’s Office. He is currently one of only twenty-nine individuals in the over 60 years of the IPAI to have received the CIAO-Master designation. Dale is a declared IAAO candidate for both the CAE and RES designations. He is an instructor and course developer for the Illinois Property Assessment Institute. Among his several developed courses for the IPAI are the Intro to Assessment in Illinois, Property Valuation, & The Basics of Mass Appraisal all used in the qualifying series required for state certification of assessment officials.
Dale is a member of numerous assessment organizations including the International Association of Assessing Officers and their respective chapters in Illinois, Indiana, and Wisconsin along with the North Central Regional Association of Assessing Officers. He is a past President of Will County Assessor’s Association and only non-township assessor to serve in that capacity in their over 40-year history. Other local state associations he is a member include the Illinois Assessors Association and the Certified Illinois Assessing Officers. 
Also – please consider bringing a donation for Dress for Success . Dress for Success is an international not-for-profit organization that empowers women to achieve economic independence by providing a network of support, professional attire and the development tools to help women thrive in work and in life. They are in need of professional wear – clothing and shoes in good repair. They have a particular need for dress sizes 8 and up as well as for shoes sizes 8 to 10.5.

The Women’s Property Tax Association is comprised of women professionally engaged in property tax law, property tax valuation and/or assessment administration or adjudication. 
WPTA will continue its work to organize and sponsor programming geared toward the advancement of women in the property tax law and property tax valuation fields.
