Utility Bill Insert Coming!

Budget Approved - Fee Changes

City Council approved FY 24 Budget on June 26, 2023. While Council was able to maintain property tax rates with no increase, there are some changes coming to utility bills that we wanted to make you aware of.

"By increasing the fees on electric bills, it spreads the cost of services out to all customers. We have a lot of properties in the City that do not pay taxes, so we offset the cost of services by increases to utility services, making it more equitable." stated City Manager Dave Hugg.

For more information the insert below will be in your utility bills that will be arriving in July. The sample bill and useful information will be in all residential bills and can also be read ahead of time by clicking HERE.

Property Tax Deadline Extended

Property tax bills will be coming out soon! You will receive your bill the first part of July. Typically bills are due July 31, but the city has extended the tax deadline till August 31, 2023.

There will be no Regular City Council Meeting, and Council Committee of the Whole

July 10th and 11th.

The next Council Meeting and Council Committee of the Whole will be held July 24th and 25th.

All City offices including the Library and Pitts Center will be closed July 3rd and 4th in observance of the 4th of July Holiday.

There will be no trash or curbside recycling collection by the City of Dover on Monday, July 3rd & Tuesday, July 4, 2023.

Trash and recycling collection that would normally be made on Monday & Tuesday, will be on Wednesday, July 5, 2023 along with Wednesday’s collection.

Please have containers set out on Wednesday by 7:00 a.m.

will continue until completed. Please leave containers out for collection.

DELAWARE LAW Regarding FIREWORKS

We all know the 4th of July is coming right up!

We also know the 4th of July is a big day for fireworks - and yes, that they take place at night...yes, even if people have to

work the next day.


All that being said there are also laws that need to be followed for your safety and the safety of your family and friends.

Some of this is information shared from our friends at the State Fire Marshal's Office as well. So even if you are not in the City, the laws and rules apply.


The use of consumer fireworks such as firecrackers, bottle rockets, aerial mortars, and anything that leaves the ground is and has always been prohibited to possess or use in the State of Delaware. Hundreds of people are injured, and thousands of fires have occurred throughout the United States due to the use of fireworks.

Novelty items such as sparklers and ground-based fountains are only permitted to be used on July 4th. Consumer fireworks are frequently advertised by mail, radio, television, and billboards for retail sale to Delaware residents to purchase and use. These advertised consumer aerial fireworks are prohibited to possess or discharge. The pop-up tents frequently seen 30 days prior the July 4th holiday are not permitted to sell anything but sparklers and ground-based items like fountains. Several fires have occurred in trash containers due to spent sparklers and fountains causing damage to homes.

This year is especially dangerous to use any consumer fireworks because of the dry conditions.

The safe alternative is to attend a professional, licensed firework show being held throughout Delaware during the month of July. Be courteous to your neighbors and pets. Leave fireworks in the hands of professionals.

Groundbreaking Ceremony held for

Dover Park Building and Splash Pad!

On June 12th, local elected officials weathered the rain for the ground breaking ceremony for the new Splash Pad and Building Site at the Dover Park located at 1210 White Oak Road. The plan is the splash pad will be open and ready for play Memorial Day Weekend of 2024!
