Today’s email celebrates key budget wins and the expansion of tenant protections and invites community to participate in the decision making process for District 9 community grants. Each of these segments is the result of my amazing District 9 team going the extra mile for our community. From sifting through the fine details of the budget to spending months in conversation with tenant’s advocates and industry reps, or creating an unprecedented process for community input, our team has been going the extra mile. I’m consistently amazed at how hard the team works and each section below is a demonstration of that work. I’m beyond grateful for their work and so proud to work alongside them everyday.

Council District 9 Updates

City of San Diego Budget Debrief

The City’s Fiscal Year 2024 budget will go into effect on July 1. Council President Elo-Rivera helped secure almost $40 million in infrastructure projects for Council District 9, all included in the budget! These projects will result in new sidewalks, repaved roads, improved parks, and repaired streetlights. 

 

With housing and homelessness as our most pressing issues, the City made several investments to address these crises, especially on preventing homelessness: 



  • Eviction Prevention Program 
  • Tenant Protection Ordinance implementation 
  • Housing Instability Prevention Program 
  • Homelessness prevention and shelter expansion of the Neil Good Day Center, which provides unsheltered individuals with services they might need during the day.
  • Continued support for LGBTQ+ Affirming Shelter Beds and Wrap-Around Services 
  • Continued support for various City shelters 
  • Continued support for homelessness outreach efforts 
  • New funding for safe parking and sleeping sites

Tenant Protection Ordinance Now in Effect


Starting on June 24, renters in the City of San Diego have stronger protections and rights thanks to the Residential Tenant Protection Ordinance to Prevent Displacement and Homelessness.  


This new law requires landlords to inform renters about their rights, which can make a significant difference in helping them stay in their homes. It's crucial for tenants to be aware of their rights, legal protections, and available resources, as some landlords may try to evict them unlawfully. 



Here are some things to know about the ordinance: 


  • Renters who follow the terms of their lease, in most cases, can not be legally evicted.   
  • A few exceptions, such as when a property is taken off the rental market, when a landlord's immediate family member moves in, or when substantial renovations are necessary. 
  • For those exceptions, landlords must pay the tenant two months of rent, or three if the tenant is 55 or older or has medical issues. 
  • For renovations, landlords must post the permit of the proposed renovations on the premises. 
  • These rights are effective on the first day of the lease term. 


Additionally, landlords found violating the law will be responsible for paying the legal fees of tenants. Attorneys will now have a greater incentive to take on potential eviction cases when landlords have violated San Diego’s tenant protections. 

 
 
 

CPPS Survey


On June 12th, Council adopted the FY 23 budget which includes a minimum of $150,000 for each Council Office to use for the Community Projects, Programs & Services (CPPS) Funding Program. To learn more about the program, you can check it out here:

Parks After Dark Program


Parks are essential and provide an environmental and recreational good to our communities. That’s why we were grateful to join our City, County, and community leaders in announcing the return of the Parks After Dark program earlier this week. 


Parks After Dark will bring family fun activities (live entertainment, activities for all ages, games and free meals for kids) every weekend to City Heights, Linda Vista, Logan Heights, and Skyline through the end of summer.

A Look Back: Project-CLEAN


Today, we wanted to share with you a photo from 1986. In picture below, you can see City Heights volunteers gathered to cut and remove the fire hazardous Arundo donax (giant reed) in Park de la Cruz Canyon in the Cherokee Point Neighborhood. This is one of the first pictures of volunteers from the group of volunteers known as Project-CLEAN.

Project-CLEAN's first major undertaking in City Heights was to remove fire-prone brush from Snowdrop Canyon. I Love A Clean San Diego provided a 40-yard bin, and with the help from neighbors in Azalea Park, this group successfully cleaned the entire area and minimized the fire risk. Project-CLEAN was formed in 1981 in City Heights and years later, volunteers and neighbors got together to form the Azalea Park Neighborhood Association in 1993. Thirty years later, the phenomenal Project-CLEAN continues by providing guidance, cleaning tools, volunteers, and countless hours of work to cleanup our neighbors all over San Diego.

Voices for Children


Voices for Children provides children in foster care with volunteer Court Appointed Special Advocates, or CASAs. A CASA volunteer gets to know a child and makes sure the child’s needs are being addressed. They provide children with greater hope and optimism for the future!

Strive Future Leaders Education Advancement Partnership


STRIVE Future Leaders Education Advancement Partnership (LEAP) focuses on addressing educational and employment barriers faced by justice impacted young adults. LEAP helps young adults develop life skills and in demand occupational skills needed to obtain livable wage jobs.


LEAP begins with a four-week workshop and meets three days per week for four hours each day. Participants then move into either the workforce, education, or training experience portion of the initiative.
