I was born lucky. I landed in the United States of America (yeah, we used to say the "of America" part) in a magical state called Oregon and grew up in the 50s and 60s when our country was the best at everything. Great neighborhood, cool friends, mom was pretty and a fantastic cook, fairly nice sisters and a big brother that didn't tease me too much. One of the best parts was that I had a dad that could do anything and liked teaching me how to do things too. By the time I was 10, I could clean a job site, straighten up a tool shack and stack lumber. At 12, I could run a cutting torch, weld and move anything on the job that had a motor. By 14 I was keeping up with the Iron Workers, Carpenters and Concrete Finishers during my "time off" in the summer. At 16, if it had wheels, tracks, a keel or wings, dad had taught me how to run it, work on it and, of course, clean it. Pretty much everything I know about construction, dad taught me as a young man. By the time I got out of high school, I already had years of work experience.
Today, dad would wonder where all our kids went. We have a critical need, right now, for young people in the construction industry. Between 2007 and 2013 we lost nearly 60% of our skilled work force here in Oregon. To make things worse, nearly half of the workers we do have will be retiring in the next few years and we have nowhere near enough replacements coming in behind them. Yet. The good news is that our kids today are as smart and talented as ever and there is renewed interest in vocational education. Folks are realizing that you can't outsource blue collar work like plumbing, concrete, wiring and framing. These are good paying jobs that our young people can do right out of high school with some mentoring and on the job experience. If you know any young people who want to learn the building business, send them our way. We have a need for these young folks that isn't going away any time soon. By the way, don't forget our Builders Classic Golf tournament on June 16th. Come on out and help us support Redemption Ridge and their work with young women. Funny, golf is one of the few things dad didn't teach me. Go figure.

MID-SESSION LEGISLATIVE REPORT
The legislature has passed an important deadline; all bills had to be out of committee in the chamber of origin (i.e. House bills out of House committee, Senate bills out of Senate committee) to stay alive. This rule doesn't apply to certain committees, specifically Revenue, Rules and Ways & Means, but even with that exception, many of the bills we were worried about (and an unfortunate number of the ones we liked) simply expired at the deadline.
The list below doesn't include any of the big issues - taxes, spending reforms, transportation - because we simply don't know at this point how those are going to play out. More on those topics later, of course.

Intermediate framing is a simple and easy way to make the exterior wall assembly about 3% more effi-cient and reduce the number of cold spots in the walls while reducing the cost of framing--all without significantly changing framing methods. Framing ma-terial using traditional methods takes up about 23% of the total wall area. Making that 23% more energy efficient can really make sense. Read More.
Codes Update: New Alternate Construction Standards
Habitable Spaces The minimum ceiling heights required in the code depends on whether or not the space can be considered habitable. So, let's look at how the code applies to habitable and non-habitable spaces so we can take full advantage of what is allowed. The code defines habitable space as a space in a building for living, sleeping, eating or cooking. It specifically excludes bathrooms, toilet rooms, closets, halls, storage or utility rooms and similar spaces from being considered as habitable spaces. Except for some specific cases with bathrooms, hallways and utility rooms, a space that is not habitable has no required ceiling height. Read More.

Oregon OSHA recently published two new fact sheets that provide additional guidance and clarification to help employers understand how to comply with new recordkeeping rules that go into effect May 1, 2017. Construction Contractors Board Updates
CCB has filed proposed rules to:
- Create a construction flagging contractor endorsement required by 2015 legislation.
- Repeal rules for the old dispute resolution process changed by 2011 legislation.
- Simplify continuing education rules for contractors who hold both residential and commercial endorsements by requiring them to meet the greater commercial requirement and exempting them from the lesser residential requirement.
- Make continuing education requirements mandatory whenever a license is reactivated after having been inactive.
- Eliminate the CCB fee of $15 per hour for required laws, regulations and business practice courses, making the required three hours free.
- Provide a temporary reduction of the CCB license fee from $325 to $250. This is effective from July 1, 2017, through June 30, 2019 for new licenses and renewals.
- Eliminate CCB fees charged to continuing education providers for provider and course approval, and to upload certain courses.
The period of public comment ends on June 15th at 5:00 p.m. For more information about the rule hearing and to see the rule language, visit the CCB website.
