SACRAMENTO, CA – California Business Properties Association (CBPA) is sponsoring AB 1435, the Business Clean Up Relief Act of 2025. Introduced by Assemblymember Stephanie Nguyen (D-Elk Grove), AB 1435 will provide California businesses with a five-year tax credit (2026-2030) covering 100% of qualifying cleanup expenses related to unauthorized encampments and illegal dumping.
With businesses across California struggling with the financial burden of maintaining clean and secure properties, AB 1435 offers direct relief by helping to alleviate costs for waste removal, security improvements, and property repairs.
"California’s small businesses are the backbone of our economy, and they shouldn’t have to shoulder the rising costs of cleaning up unauthorized encampments and illegal dumping," said Assemblymember Nguyen. "AB 1435 provides much-needed financial relief to ensure businesses can remain open, safe, and welcoming for employees, customers, and communities."
The bill comes in response to the Supreme Court’s City of Grants Pass v. Johnson decision, which allows cities to enforce no-camping ordinances on public property—leading to increased encampments and waste on private commercial properties. Many small business owners, already operating on thin margins, have been forced to cover the growing expenses of waste removal, property restoration, and security.

AB 1435 ensures that businesses, particularly small businesses, receive the support they need to maintain safe and accessible spaces for their employees and customers," stated Matthew Hargrove, President & CEO of CBPA. AB 1435 was introduced in the State Assembly on February 21st and has been assigned to the Committee on Revenue and Taxation for review.
