2023 Session Report

Dear Friends, 

The 90 day General Assembly is speeding by. Including today, there are only 11 days left of the session and still a great deal of work remains to be done!
You can track and view legislation on the Maryland General Assembly Website here. You can also view bill hearings or voting sessions on the website. I recommend all constituents submit testimony for any bills they have thoughts on. Please continue to call and voice your opinion!
Senatorial Scholarship Deadline Approaching!
Just a reminder, the Senatorial Scholarship deadline is approaching - April 7, 2023! You can find the application on my website. This is what you need:

  • The completed Scholarship Application. It must be legible and completed in its entirety.
  • An official or unofficial transcript from your current educational institution.
  • A typed 300 to 500 word essay on a separate piece of paper. The topic of the essay is: If you had the authority to change your community in a positive way, what specific changes would you make and why?
  • A copy of your filed FAFSA report.
  • A resume or separate sheet listing:
  • Any school activities (including elected positions and years held)
  • Any Honors or awards received
  • Any sports, religious, or service activities you participated in.

The application, essay, FAFSA, transcript and resume should be mailed to:

Executive Nominations
I am honored to have been appointed to Chair the Executive Nominations Committee, little did I know the tremendous time commitment it would be!

The Committee has been a part of the appointment process since January 1845. Appointments, such as Department Secretaries, Board and Commission members, made by the Governor require the “advice and consent” of the Senate. Executive Nominations reviews and interviews the nominees, makes a report to the Senate which then votes to confirm or reject the appointment. We have been busy! Check out this comparison:

*There are always a few nongubernatorial appointments. There were 12 nongubernatorial appointments in 2023.
Most nominations go through the process without much fanfare, however there are always a few that require a closer look. One such nominee was Colonel Rodney Butler, the Governor's nominee to fill position of Superintendent of the State Police. The Committee received many letters both supporting and opposing his appointment. During conversations with the Governor, he shared his full support of his nominee, yet the committee felt they had a responsibility to provide balance. Colonel Butler provided the Governor and the committee the goals he has set as his priorities. They are:

  • Increase investment in recruitment and retention to rebuild our ranks and revitalize morale.
  • Execute an agency re-org that creates more opportunities for advancement.
  • Develop a promotions system that is merit based and grounded in fairness and transparency.
  • Increase the staffing and expertise in Office of Equity and Inclusion so that trooper concerns and complaints are addressed in a more timely manner. 
  • Establish a discipline review team that looks at cases for inconsistencies in response and other inequitable/questionable practices so that we can drive policy improvements and training opportunities.
 
Ultimately, it was decided to require a progress report from the Superintendent on July 1st and another on December 15th; $250,000 will be withheld from their budget until the reports are received.

We have another 210 nominees to consider on April 3rd.
SB379- Ballot Processing and Reporting Procedures
As a co-sponsor of SB379, which enables mail-in ballots to be processed eight days before the start of early voting, I am proud to say that this bill has officially passed the Senate. Prior to this new legislation, it was prohibited that a local board of elections from opening any envelope of an absentee ballot prior to 8:00 a.m. on the Wednesday following Election Day. With SB379, a local board must begin processing absentee ballots eight business days before the first day of early voting. The mail-in ballot vote tally will be released once the polls close on election night, and it will be periodically updated as more are processed.
SNAP Benefits
Maryland is the now the first state to put in place a Federally approved reimbursement plan for those affected by EBT fraud. Governor Wes Moore has announced that the administration will now reimburse Maryland residents with federal funds to replace SNAP benefits stolen by EBT card skimming. Gov. Moore’s plan also includes establishing features that allow users to lock their cards when they are not in use, sending notifications that text and email cardholders when their card is used, and educating recipients on how to protect their cards to prevent fraud in the future.
 
If your benefits were stolen between October 1, 2022 and February 28, 2023, you must complete a reimbursement form no later than May 31 to have your benefits replaced. For those whose benefits were stolen on or after March 1, the last day to file a claim is 45 days from the date you discovered your benefits were stolen. For assistance completing a new claim over the phone, you may call Maryland Hunger Solutions at (866) 821-5552.

You may not need assistance to stay in your home, but you may know someone who does. The Maryland Homeowner Assistance Fund can provide mortgage relief, weatherization, housing counseling, and legal services.

Finalists for 2024 Student Member of the Board
 
The Chesapeake Regional Association of Student Councils (CRASC) announced on its Instagram and Twitter pages (@CRASC_Online) that three 11th-grade students have been named finalists for the 2023-2024 student member on the Board of Education of Anne Arundel County. The finalists will take part in a debate broadcast on AACPS’ YouTube channel at 6:30 p.m. on Tuesday, April 18, 2023.
 
The students, selected from a field of five applicants, are:
·    Indu Bodala, Glen Burnie High School
·    Eric Lin, Severna Park High School
·    Taryn Reinhart, Annapolis High School

Interactive Redistricting Website
 
An interactive web tool is available online (at this LINK) for members of the public to review and comment on a pair of potential redistricting scenarios. 
Comments on the potential scenarios will be accepted through May 31, 2023. Comments to be considered must be left on the redistricting page, not on other social media pages.
 
Dr. Bedell will deliver his recommendation to the BOE this July. The Board has the authority to develop options other than the scenarios presented by the consultant or any recommendation from Dr. Bedell. The Board will select an option or options to take to public hearing this October before adopting a plan for Phase 1 (northern portion of the county) in November 2023. The plan adopted by the Board will go into effect in August 2024.
