2023 Session Report

Dear friends, 

The 2023 General Assembly began this past Wednesday, January 11th, at noon. This will be the 445th session!  I am looking forward to a successful, energetic, and rewarding 90-days with my colleagues.


I am pleased to have been appointed the Chair of the Executive Nominations Committee! This committee reviews the Governors's appointments for Department Secretaries and other appointed positions. It is a committee of 19 Senators representing both the Democrats and Republicans, that confirms the Governor's appointments. I am delighted to have Senator Antonio Hayes as my Vice-Chair of the Executive Nominations Committee.

I am honored to continue to serve on the Finance Committee. This committee reviews legislation concerning business regulation, workers compensation, unemployment and health care policy. The committee is expanding its jurisdiction to included all health care and alcohol legislation. I am also delighted to be elected as Chair of the Anne Arundel County Senate Delegation.

I currently have 2 bills, these being SB SB0067 and SB0099. These bills filed at the request of the Clerk of the Circuit Court to update their section of the code.

Maryland Homeowner Assistance Fund
From the Maryland Department of Housing and Community Development:

You may not need assistance to stay in your home, but you may know someone who does. The Maryland Homeowner Assistance Fund can provide mortgage relief, weatherization, housing counseling, and legal services.

AACPS Board of Education
Public Workshop on Redistricting 
The public workshop on redistricting was held Monday January 2nd. The workshop covered the process to be utilized in redistricting. No specific redistricting proposals were discussed.
AACPS will embark on a process later this school year to change school boundaries in the northern part of the county as part of a plan to develop attendance zones for the new Old Mill High School West and West County Elementary School, both of which will open in the 2024-2025 school year. A process to change school boundaries in the remaining portion of the county will begin after the northern process has concluded and those changes are implemented.

MDOT SHA Roadwork Update
MD 170 Pipe Replacement Work
The Maryland Department of Transportation State Highway Administration (MDOT SHA) will begin a project this Friday, January 13, to replace an underground pipe along MD 170 between Mathison Way and MD 176 (Dorsey Road) in Anne Arundel County.
The work will take place weekdays between 9 a.m. and 3 p.m. and is expected to be complete in late-February, weather permitting.

Combat Robotics program at the Maryland City at Russett Library on January 17th at 6:30pm
Introduce yourself to combat robotics with the help of Maryland Area Combat Robotics (MACRO). Combat robotics can help participants learn engineering, material science, 3-D modeling, 3-D printing, remote control systems and good sportsmanship. Try your hand at battle and ask about local resources and how to get started or increase your participation building and battling robots. Suitable for elementary grades through adults.

Maryland Veterans Service Animal Program
The Maryland Veterans Service Animal Program is now open for 2023 grant applications!
Grant applications will be accepted through February 13 with awards between $10,000-$25,000 going to eligible organizations who train service and support dogs or who provide equine therapy to veterans. The notice of funding availability, application, and associated materials are available on the MDVA website.

General Assembly Office Schedule
Our office is now open 9 am- 4pm, Monday through Friday. Nancy Crawford is returning as my Chief of Staff, and I want to welcome my new Legislative Aide, Ash-Lynn Randolph to the office! This year, Zoe Nichols will be joining us as an intern from Severna Park High School.
