CAB Sunset Review: Background Paper

Senate & Assembly Committees release background paper for next Monday's Joint Oversight Sunset Review Hearing

Earlier today, in preparation for the upcoming Joint Oversight Hearing on Monday, March 17, the Senate Committee on Business, Professions and Economic Development and the Assembly Committee on Business, Professions and Consumer Protection released their Background Paper for the California Acupuncture Board.

Background Paper Summary

The 2014 Background Paper identifies a total of 13 issues in its review and recommends, for the second consecutive time, a shortened two-year extension of the CAB rather than the standard four-year extension.

Some specific issues stand out and will be highlighted in CSOMA's testimony on Monday. These issues include:

  • Issue #3: lack of consistency and timeliness with utilizing technology to provide materials to the public;
  • Issue #11: the Board should take strides to move towards the goal of utilizing a national examination; and
  • Issue #12: the Board should seek legislative changes to require all schools of acupuncture to obtain accreditation from an agency approved by the U.S. Department of Education.

The Sunset Review Process

Sunset Review provides a formal opportunity and mechanism for the Legislature, the DCA, the CAB, and public stakeholders to make recommendations for board and bureau improvements. During the process, all aspects of CAB operations are analyzed to determine if it is still a necessary and effective agency.

On Monday, March 17, the Joint Oversight Committees will conduct their first hearing of the 2014 Sunset Review process. At the hearing, the CAB will be asked to respond to the issues identified in the 2014 Background Paper. Additionally, other stakeholders will have an opportunity to submit testimony.

Later this year, further legislative hearings will be held to consider SB 1246 (Lieu), the bill that will formally extend the life of the CAB for up to four more years.

Prior Sunset Review

Sunset Review is typically conducted every four years. However, due to a variety of issues identified in the 2012 review, the CAB was extended by only two years and is therefore being reviewed again this year.
