CABOC 2023 Legislative Proposals Details
The Little Hoover Commission (LHC) made specific recommendations to improve oversight of school bond programs. The CABOC 2023 Legislative Proposal aligns with the LHC 2017 recommendations in their report #236. This report is an update from the LHC 2009 report #197 on bond oversight. The Commission expanded on its prior recommendations for improving local bond oversight based on the testimony and written comments received while preparing the 2017 report.

A Little Hoover Commission Recommendation
CABOC's 2023 legislative proposal would amend California law to ensure CBOCs have meaningful input on Performance Audits.
"(c) In furtherance of its purpose, the citizens’ oversight committee shall engage in the following activities:
-- (1) The citizens’ oversight committee shall appoint a representative from its membership to participate in the establishment of the scope of the annual, independent performance audit required by subparagraph (C) of paragraph (3) of subdivision (b) of Section 1 of Article XIII A of the California Constitution, the preparation of the procurement document for the performance auditor, and the selection of the performance auditor."
Rationale: The annual performance audit is one of the essential tools for a bond
oversight committee to report to the public on the proper spending of bond dollars. The oversight committee must have meaningful input into the audit process.
