"To be honest, CBOCs (that have no power) are a dream come true for construction lobbies that (accurately) claim political ownership of Prop 39 and have funded the political career of the current Superintendent of Schools. A statewide CBOC needs to focus less on itself and its presumed influence and, instead, funnel resources and expertise advising citizens how to work with District Attorneys & the Calif. Attorney General's office when fraud is evident."
