CABOC's 2021 CBOC Compliance Survey

On June 11, 2022, the CABOC Board of Directors moved forward with a compliance survey by authorizing and directing the Executive Director to perform a statistically valid Compliance Survey for 2021 of 516 K-14 district CBOCs.

There is evidence (Little Hoover Commission 2009 and 2017 reports, audit reports, and grand jury reports) and anecdotal reports that Proposition 39 school Citizens’ Bond Oversight Committees are not independent or effective. However, there has been no independent, comprehensive survey of the 516 California K-14 Citizens’ Bond Oversight Committees on these matters.

CABOC is using a California Public Records Act (CPRA) request to gather the data and will announce the results of the survey at the CABOC October conference. A sample of 221 CBOCs of 516 will produce results with a confidence level of 95% and a confidence interval of 5%. CBOCs to be surveyed are selected by using a random number generator.

The survey results will provide information on:
  • CBOC compliance during 2021 with applicable Education Code provisions
  • If the CBOC is independent
  • Building support for CABOC Legislative Proposal 2023

On July 5, 2022, the CPRA requests were distributed to the 221 sample districts. Many districts have already responded. CABOC will announce the results of the survey at the October 15, 2022 second annual statewide conference.
