Conference Highlights
First CBOC Compliance Survey

There is evidence (Little Hoover Commission 2009 and 2017 reports, audit reports, grand jury reports, and anecdotal reports) that some Proposition 39 school Citizens’ Bond Oversight Committees are not independent or transparent. However, there has never been an independent, comprehensive survey of the 517 California K-14 Citizens’ Bond Oversight Committees on these matters.
- On July 5, 2022, CABOC initiated the first CBOC Compliance Survey based on 2021 publicly available documents. The Chief Business Officials of a randomly selected sample of 221 districts (confidence level 95%) were emailed a California Public Records Act request for key documents. - Anton Jungherr, CABOC Co-Founder & Executive Director, will present the 2021 CBOC Compliance Survey results at the October 15, 2022 conference.

- Anton, along with Jack Weir, co-founded in September 2019 the California Association of Bond Oversight Committees (CABOC). 
- Anton was a member of the West Contra Costa Unified School District Citizens’ Bond Oversight Committee (CBOC), where he served various terms for ten years. 
- Anton testified before The Little Hoover Commission in September 2016 about online training for CBOC members and performance audits. 
- Anton has extensive experience in school district and city management. He was the Chief Financial Officer for six school districts, including Anchorage, AK, and San Francisco, CA, and two cities, including Newark, NJ. He also started and operated an accounting/tax business for seven years and then sold it to return to the public sector.
- Mr. Jungherr is the author of Operational PPBS* for Education: A Practical Approach to Effective Decision Making, Harper & Row, New York. (*Planning, Programming, Budgeting System) He earned his Master of Education degree in Educational Administration from Columbia University and a Master of Public Administration degree from Syracuse University. Mr. Jungherr also holds a Bachelor of Science degree in business and accounting from the University of Connecticut.
