To highlight some history of the Older Americans Act, which supports a wide array of programs and services for older adults and caregivers.


Congress enacted the Older Americans Act in 1965. The OAA's general mission is to help older adults maintain maximum independence in their homes and communities. In some cases, not all older adults remain in their homes; some move to facilities.

Congress then established the Ombudsman Program, which solely focuses on the needs of individuals living in long-term care facilities.

  • Residents must be treated with dignity, consideration, and respect, allowing them to maintain their individuality.


  • Residents have the right to a clean, safe, comfortable, and home-like environment, including the right to keep personal belongings.


  • Residents have the right to make personal decisions regarding schedules such as sleep/wake times, clothes, and daily activities.
