CAEAA Memo – COVID-19 Relief Funds
|
|
The California Adult Education Administrators Association (CAEAA) released a memo providing a recommendation to adult education programs and local education agencies (LEAs) on the use of funds apportioned to LEAs pursuant to AB86 COVID-19 relief and school reopening, reporting, and public health requirements and federal ESSER and GEER fund issuance. AB86, not to be confused with AB86 from 2014 (established regional consortia), was approved by the Governor of California and chaptered by the Secretary of State on March 5, 2021. AB86 funds may be used to support individuals served by local educational agencies, including but not limited to, those enrolled in a childcare program, California state preschool program, kindergarten, any of grades 1 to 12, inclusive, and adult education programs. Access and read the memo for more details on the use of the AB86 funds and the Existing Federal Funds for COVID-19 Impact Mitigation.

New Adult Education Assessment Data Element for MIS
|
|
There are two updates to COMIS that have implications for some CAEP noncredit community college programs reporting into MIS. Many of you may already know of these updates via an MIS Memo and webinars provided to the field (see resources below). Following is a summary of the changes, as well as, supporting resources:
-
UPDATE SA07 has been DELETED and REPLACED with AA file. SA07, used to document EFL Gains, has been deleted and replaced with the AA file. This new element was created to document EFL Gains and High School Equivalency (HSE) outcomes. This change was made to ensure that attainment of the HSE can now be directly coded in MIS. In addition, the EFL Gains have been separated by content area to better track progression within three content areas (ESL, English or Reading, Math). Following are the AA elements:
- AA01: Documents the date of the assessment used to measure EFL Gains and the High School Equivalency Exam
- AA02: Documents the results of assessment used to measure EFL Gains by level and by subject and the passing of the HSE Exam (Learner must have completed full set of exams to document as an HSE outcome)
- English or Reading - codes E1-E6
- Math - codes M1-M6
- ESL - Codes S1-S6
- HSE Exams (GED or HiSet) - Code H1
-
UPDATE SP02 has a new variable to document that a Noncredit Adult Education High School Diploma has been awarded: Code U
- Noncredit Adult Education High School Diploma has been awarded: Code U
Following are the resources that have been provided to the field.
WestEd will host a MIS coding webinar on July 20th at 12:00 p.m. More details to come soon.
