EDD: High Road Training Partnership: Resilient Workforce Fund Program Request for Proposals
|
|
The California Workforce Development Board (CWDB), in coordination with the California Labor and Workforce Development Agency, is pleased to announce the High Road Training Partnerships (HRTP) Resilient Workforce Fund (RWF) initiative. The goal of this initiative is to fund projects designed to promote income mobility and shared prosperity that prioritizes job quality, supports economic and climate resilience, and links low-income workers to better paying jobs.
Grant Proposal Submission Process
A new grant process was established for this initiative that allows prospective applicants to submit HRTP project proposals on a quarterly basis for funding consideration.
The HRTP: RWF allows for greater flexibility, multiple grant application opportunities throughout the year, and up to three years of funding per grant. Proposals must be submitted quarterly via the Cal E-Grants portal and must be received on the first business day of each quarter (January, April, July, and October) by 5:00 p.m. for consideration. Applicants who submit a successful proposal will be invited to complete a full application.
Detailed information about the grant proposal process, available funding, and other requirements can be found on the HRTP: RWF webpage.
For questions, contact the CWDB’s HRTP team at HRTP@CWDB.ca.gov. Please use “HRTP: RWF” in the email subject line.

PPIC: How Has California Narrowed Its K-12 Digital Divide?
|
|
In their latest blog, PPIC addresses how the COVID-19 pandemic has spotlighted the importance of universal digital access. The gaps in reliable access to the internet and digital devices that have long contributed to educational inequities were even more evident during distance learning. Over the past two years, educators and policymakers have addressed affordability and lack of infrastructure—two key barriers to universal access—and achieved some measure of success.
Schools have made substantial strides toward closing the digital divide, particularly by providing access to devices. At the beginning of the pandemic, 1.7 million (28%) Californian students lacked access to a connected device suitable for distance learning, and at least 1.1 million (17%) lacked sufficient broadband access. The pandemic-related influx of federal and state stimulus dollars helped schools purchase devices and provide broadband connectivity to more than 2 million students during the 2020–21 school year. This includes students who did not have any access as well as students who had to share a device with others in their households.
PPIC’s recent work shows that digital access improved dramatically for low-income households with K–12 students; the share with reliable access increased from 44.8% in spring 2020 to 64.4% in spring 2021.

California Distance Learning Cooperative Expansion Project
|
|
The California Adult Education Program is excited to work collaboratively with CAEP TAP and OTAN to expand the Canvas project to another 127 agencies through the California Distance Learning Cooperative (CDLC). Although implementation sprints have started, agencies are still more than welcome to sign-up and participate in the CDLC. An added benefit is CAEP TAP and OTAN will cover all set up costs for a new Canvas instance and provide the first 50 licenses. Signing up is very simple and there is an amazing team available to walk you through the process.
Join CAEP TAP and OTAN at one of the upcoming information sessions. Members from both teams will walk you through the step-by-step process and answer any questions you may have. Register today!
Canvas Project Expansion – Learn about the CDLC and all the benefits
OTAN and CAEP TAP are excited to offer all adult education providers in the state of California an opportunity to have their own Canvas instance through the California Distance Learning Cooperative (CDLC). By participating in the CDLC, agencies will increase learners' access to distance learning opportunities and advance their digital literacy skills. The series of informational sessions will give administrators a basic understanding of what membership in the CDLC can provide their agency, learners and teachers. You’ll learn the basic requirements to become a member of the CDLC, the requirements for entering into a Memorandum of Understanding, and the timeline for full implementation of your own Canvas instance that you can use with learners, or, if you choose, use it for professional development for your staff and teachers. This is an opportunity to ask questions as well.
If you have any questions, please email AECanvas@scoe.net.
