CAEP Integrated Education and Training Research Brief and Webinar

The CAEP Technical Assistance Project (TAP) contracted with High Road Alliance (HRA) to listen to adult education practitioners about their experiences leading, building, and delivering IET programs, to glean lessons for the future of IET in California. This brief begins with a summary of the reasons providers offer IET, followed by an overview of the diversity of program structures, partnerships, occupations, and funding models seen among the providers who participated. The next section describes themes and promising practices that were heard during the interviews and listening sessions, related to each of the topics above. The brief concludes with recommendations drawn from the interviews and listening sessions to sustain and scale high-quality IET programs in California. One Week Left! Nominate a CAEP Model Program
|
|
At the CAEP Summit 2021, the CAEP Office and CAEP TAP recognized 14 adult education agencies and consortia who had exemplary model programs. A model program recipient included our friends from the Riverside Adult School and the Riverside Unified School District. The adult school and district office partnered to implement the Job Skills - Substitute Preparation Program to address student challenges with obtaining employment and the shortage of substitutes in the district. Since the program’s inception in 2018, 320 adult learners have completed the program and have been hired by the district.
Nominate a CAEP model program today! The CAEP model program recognition is still open. However, it will not be open long as we prepare for recognition at the CAEP Summit 2022. Adult education practitioners are always interested in learning from other programs across the State. The CAEP Office and CAEP TAP provides the Advancing CA Adult Education Program platform for you to demonstrate innovative, emerging, and model practices. We are aware of some of the amazing strides programs and learners are making in adult education. It is now time to share with the rest of the State and be recognized for the wonderful work taking place.
To submit, model CAEP programs must be aligned to approved CAEP program areas and the adult education state priorities: learner transition, program development, equity, leadership, technology and distance learning, program evaluation, and marketing. The adult education state priorities align with the CCCCO Vision for Success goals and the CDE Superintendent’s Initiatives.

Call for Proposals
The CAEP Summit 2022 Call for Proposals will close this Friday! CAEP practitioners are excited and want to learn about strategies and practices implemented by other practitioners that have proven to benefit adult learners. Consider submitting a proposal to present at the CAEP Summit 2022 today! The CAEP Summit 2022 will take place on October 25-28, 2022, on a virtual platform. This year’s theme is the Power is Yours! Use Your Plan to Evolve and Re-engage. This year’s Summit will center the implementation of the new CAEP three-year plan, while continuing to reflect on all that we have learned since the global pandemic, and the racial, social, cultural, and economic disruptions we have all experienced. We have an opportunity to reimagine adult education to center the needs of learners and re-engage them in our educational spaces.
The call for proposals is now open and CAEP Summit 2022 attendees want to learn from you! The CAEP Summit 2022 is an opportunity for you to share and discuss innovative and effective promising practices, strategies, and other resources related to technology and distance learning, student support services, transition services, partnerships, equity and cultural responsiveness, data and accountability, and more.
**Please note - only lead presenters can submit a proposal. Upon submission, the lead presenter will be asked to create an account using their email address and a password they created. All proposals will be tied to the lead presenter's account.

Agency Information for Get Connected! California (High Speed Internet)
|
|
The California Broadband Council (CBC) issued a “Call to Action” in March 2022 to get online with high-speed Internet service to 90% of all eligible low-income households by 2024. In response to this Call to Action, the California Department of Technology (CDT), California Department of Education (CDE), California State Library, California State Association of Counties (CSAC) and California Emerging Technology Fund (CETF) are coordinating a statewide mobilization to promote the Affordable Connectivity Program (ACP) called Get Connected! California. These State Agencies and statewide organizations (the Get Connected! Coalition) will promote information about ACP to the 5M+ eligible households in California. The direct communications and strategic mobilization is focused on August 2022 as the first Get Connected! Month when students are returning to school.
For the eligible households interested in applying for ACP and needing assistance completing the application, enrollment events will be hosted throughout the state on the first Get Connected! Day, Saturday, August 27. These enrollment events will support eligible households, answer questions about the ACP benefit, and provide hands-on assistance with the application.
The Get Connected! Coalition invites all Counties, School Districts, County Offices of Education, Libraries, Cities, Community-Based Organizations (CBOs), Internet Service Providers (ISPs), and other interested Local Leaders to step up to do their part to reach all low-income households in California. Apply to Join the Digital Leadership Academy 2022-24 Cohort
|

This week, the OTAN Digital Leadership Academy (DLAC) 2022-24 application will close! OTAN offers this program for a full two years to ensure agencies can meet their projected technology integration, distance learning, or blended teaching goals. agency's continuous improvement goals as described in your WIOA Title II grant application. Teams of two or three teachers, coordinators, and administrators will represent agencies for the entire two years of the program. The program is designed to be flexible in how agencies can best use the resources offered by OTAN to support their agency goals.

CAEP Final Allocations for 2022-23
|

The 2022-23 additional CAEP allocations from the May Revise were posted in NOVA as an allocation
amendment. Consortium members have until September 1, 2022 to submit and certify their amended allocation amounts in NOVA.
|

CAEP Quarter 4 Member Expense Report
|
|
The CAEP Quarter 4 Member Expense Report is due in NOVA by September 1, 2022. The consortium will certify the member expense report by September 30, 2022. Please note: since this is the closeout of a program year, it will be extremely important to ensure all quarterly expense reports are accurate prior to certification. Once the reports are certified, the consortium will no longer have access to make any changes.

CAEP Program Area Report for 2021-22
|
|
|
|
The CAEP Program Area report estimates are due in NOVA by September 1, 2022. To report hours of instruction, members are to use the TOPSpro® Enterprise CAEP 2021-22 member reports by program area, their agency’s attendance system, and the community college district’s apportionment attendance reports generated from the CCFS-320 Reporting System for noncredit FTES. To report leveraged funds, use your districts accounting records.
Please note: guidance from the CAEP Office is forthcoming. Agencies and consortia will not be penalized if they are unable to meet the September 1 deadline.

CAEP Annual Plan and Budget and Work Plan Due Dates
|
|
The CAEP Office is moving the due date for the CAEP Annual Plan and Budget and Work Plan for 2022. The annual plan will now be due September 14, 2022. The member budget and work plan will be due October 30, 2022 and certified by the consortium no later than November 30, 2022. The Quarter 1 expense report due dates will remain the same.

Integrated Education and Training (IET) in California: Voices from the Field
IET is an approach to providing adult basic skills education concurrently and contextually with workforce preparation and job skills training for the purpose of educational and career advancement. Participants in IET programs (or IELCE programs, in the case of those funded by section 243(a) of WIOA for English language learners) enroll in both adult education and job training courses, team-taught and with a single set of learning objectives. In California, IET programs have increased in number over the past five years, but could they be scaled to serve greater numbers of students? This webinar draws from a series of listening sessions and interviews conducted earlier this year and will highlight lessons learned from adult education providers and community colleges who have designed and implemented IET programs, in order to inform expanded use of the approach statewide. A panel of practitioners and students will share their experiences with this promising strategy. Please join us for this discussion, and bring your questions and your own stories to share.
