CAEP CLA Applicationis open!


The CAEP Consortium Leadership Academy (CLA) is a program the CAEP Office and CAEP TAP created to build the capacity of consortia leads, directors, and co-chairs to effectively lead their consortium through a student-centered leadership approach.


Various recognized experts from the field will present content focused on the practical application of current trends in the organization and the collaboration of consortium members.

The CLA is in alignment with the California Adult Education State Priorities, the CCCCO’s Vision 2030, and the CDE’s Adult Education Office State Plan.

8 Reasons Adult Education Is Critical for Adults with Disabilities

This article explores eight reasons adult education continues to play a critical role in the lives of adults with disabilities, particularly adults with invisible disabilities that often remain overlooked in educational and workforce systems. It highlights how adult education can create access points for invisible learners, support workforce readiness, rebuild academic confidence, strengthen digital literacy, and help adults better understand their learning needs.


The article also discusses the ongoing gap in disability-informed support across adult education and highlights how intentional access, support, and disability awareness can significantly impact outcoms for adults with disabilties across California.

Model Programs

Online High School Diploma Program


Contributing Consortia: Rancho Santiago Adult Education Consortium


The Adult Secondary Education (ASE) High School Diploma program at the Santa Ana College School of Continuing Education consists of courses to help students demonstrate the ability to apply essential grammar, reading, writing, math, and social/natural science concepts when transferring to college, entering the workforce, or pursuing personal success.

In response to the COVID-19 pandemic, faculty, administration, and staff acted swiftly to maintain educational continuity and ensure equitable access to both instruction and support services.

The program completed a planned three-year transition to fully online delivery in just 14 months, demonstrating exceptional agility and creating a replicable emergency implementation model. This rapid transformation provides a roadmap showing that comprehensive program redesign is achievable across diverse institutional contexts using standard technology tools.

Hanover Executive Summary Analysis


The Hanover Executive Summary Analysis: 2025-2028 CAEP Three-Year Plan Review is now available on the CAEP Website. 



In this report, Hanover Research analyzes the 2022-2025 Three-Year Plans from California adult education consortia members. This document is structured around central themes present in the three-year plans such as assessments, programs, development areas, and consumer populations based on the consortium planning guidance document.

2026 ELL HEALTHCARE PATHWAYS CONVENING

Pathways with Purpose: Advancing ELL Healthcare Pathways Programs for Impact and Sustainability


Hosted by the California Community Colleges Chancellor’s Office, in partnership with the International Rescue Committee (IRC) and WestEd, this convening will showcase the impact of the work of ELL HP grantees, highlight progress toward addressing care provider shortages by growing a diverse and more culturally competent healthcare workforce, and share actionable practices to advance programs for impact and sustainability.

Where: Hilton Irvine/Orange County Airport.

Who: ELL HP program leaders, administrators, instructors, counselors, navigators, staff, analysts, and more!
