The State CAEP Office has released a list of statewide averages for Program Years 2016-17, 2017-18, 2018-19, 2019-20 to inform consortium three-year plan’s goal setting and targets. Not all metrics and student barriers are included as the CAEP Office is still working out some data alignment issues.
Contact CAEP TAP at tap@caladulted.org or (888) 827-2324 with any questions or concerns regarding the three-year plan and statewide averages.

The CAEP Office, in partnership with WestEd, have released the CAEP Fact Sheets 2021! The CAEP Facts Sheets are a tool consortia can use to explore regional demographics and determine who is most in need of adult education instruction and services. The data sources include the American Community Survey database, the Adult Education Pipeline dashboard, and a variety of Labor Market Information sources. WestEd encourages consortia and members to use the data in the fact sheets to:
- Identify successes you may want to replicate;
- Determine gaps in those being served and services provided;
- Discover points of surprises or concerns that prompt further inquiry;
- Explore or collect additional data, such as informational interviews with students and employers, and other data tools, or conduct an evaluation to generate strategies or solutions.

What Does Equity Look Like Within the East Region Adult Education Consortium?
|
|
San Diego is a large resettlement area with a considerable ESL student population. There is a regional need to address poverty, homelessness and unemployment through adult education instruction and services. For the East Region Adult Education Consortium, equity in action means working with business partners and revising some curricula, creating incentives to get students employed quickly, and giving them the skills they need to succeed in an uncertain market. Learn more about how the East Region Adult Education Consortium created new strategies to reach disadvantaged learners in the region and how their strategies align to the CAEP statewide priority, equity.

The Q4 member expenditure reports are to be certified tomorrow, September 30. By this date, Consortia leads should have reviewed the submitted expenditure reports and worked with consortia to correct any inaccuracies. It is imperative that prior to certification, all reports are examined for accuracy and completeness. Once the expenditure reports are certified at the consortium level, we are unable to make changes. Below are some helpful tips:
- Verify expenditures entered are year-to-date (cumulative).
- If cumulative expenditures are in fact less than the previous quarter, revise Q1, Q2 and/or Q3.
- Consider completing a budget revision if over budget in any object code.
- Include specific, clear, and concise activities in the “Summary of Activities” section.
If expenditures, by any object code, fall below target and you are prompted to complete a corrective action plan, include clear, concise, and actionable steps to meet the spending targets next quarter.
The 2021-22 Member Budget and Work Plan are due September 30 and certified by the consortium by October 30. Until the Q4 expenditure reports have been certified, the total available funds will be larger than expected. Once the Q4 expenditure report is certified, that number will decrease to the member’s annual allocation, plus any carryover from prior years. When completing the budget and work plan, keep the following in mind:
- Include a brief description for each object code.
- Check the “consortium fiscal/admin expense” box only if the budget item is related to the fiscal and administrative responsibilities of the consortium.
- Enter cumulative targets for Q1-Q4. Ensure the indirect cost is not greater than 5%.
CAEP TAP is monitoring deliverables and will contact consortia and members who have not submitted reports. If you have any questions or experience any difficulty, please contact CAEP TAP at tap@caladulted.org or (888) 827-2324.
