Hello Everyone!

Movie fans of the Magnificent 7 know of the reference quoted by Denzel Washington.  But fans of the 1960 original Magnificent 7 movie are well aware that the quote was originally spoken by Yul Brenner in similar reference.  Whether you prefer the 1960 version or the 2016 remake, the reference to the “offer of everything” is perpetually relevant.

As your CALBO President, this is my last message for my term as the CALBO year is nearing its end. I feel that I have been offered everything by you - the CALBO members - in providing me with your support and confidence throughout the year.  You have entrusted the CALBO Board to do a job that served the members in the best interest, and for that, I am grateful. 

Despite being “offered everything,” it is well known that the CALBO Board consists of selfless individuals who volunteer their time for the sole purpose of preserving and advancing the profession of the building official.  Each of you know of the importance you play in the preservation of life-safety and quality-of-life issues related to building compliance.  I believe that each of you know of the important work that CALBO plays in the issues that are significant to building officials and building departments.  Certainly this year has been no exception in CALBO’s involvement that protected the building official’s interests and member service provisions.  

CALBO has been providing consistent member provisions since 1962 leading to this year’s 55th CALBO Anniversary celebrated as CALBO’s Double Nickels Celebration!  This year’s CALBO Annual Business Meeting will be held at the beautiful Newport Beach Hyatt Regency on March 20 through 23, 2017.  If you have not already made arrangements to attend, I encourage you to do so as the program and line-up of impressive speakers will make this ABM an important and essential event for building officials.  

Look for promotional information related to this year’s ABM in this newsletter and check out the program registration packet on the CALBO website.  Although the program is too extensive to mention here, I would like to proudly share that the CALBO Job Fair will once again be offered – yes in interest to incumbent building & safety personnel but more importantly to the “next generation” of building department professionals.  And tangentially related to the next generation is the “next year” of CALBO which will be also previewed at the ABM – hope to see all of you there!  

In closing, it is customary as a departing message to provide Thank You’s to those who made this CALBO year a success.  Those specifically to thank are the wonderful and insightful CALBO Board, the hardworking and dedicated CALBO Committee members, the many professional organizations in collaboration with CALBO, and the Wheeler Company who is the invaluable “behind the scenes” engine that keeps the organization running with efficiency and effectiveness.  I do have to conclude that three entities helped make this an outstanding year:  Immediate Past President Raj Patel whose wisdom and knowledge was irreplaceable; CALBO Executive Director Dr. Matt Wheeler whose consistent insight and perspective kept the organization on track as always; and you, the CALBO membership who have “offered me everything”.

New CALBO Structural Safety Committee Resource! Download Now!
The  CALBO Structural Safety Committee members Joe Kirkpatrick, Sharon Goei, Michelle Kam-Biron, Dennis Richardson and Timothy Koutsouros have prepared an overview of some of the more significant code changes relating to structural design and inspection. For more in-depth discussion of these changes and more, see the ICC publication -  Significant Changes to the California Building Code, 2016 edition.

For an even more in-depth treatment of select structural design issues, please consider attending or sending staff to attend the CALBO course, Structural Updates to the 2016 California Building Code and Reference Standards, at the 2017 CALBO Annual Business Meeting in Newport Beach on Thursday, March 23, 2017.

This four-part course has been made available through the efforts of the CALBO Structural Safety Committee in conjunction with members of the Structural Engineers Association of California (SEAOC). Leadership Academy

The Building Officials Leadership Academy (BOLA) is designed to maximize the leadership capabilities of seasoned public safety professionals, in addition to those who seek a future within California's building departments. 

The upcoming 2017-2018 BOLA Program will take place at the CALBO office in Sacramento from April 24-28, 2017.

The BOLA Program is limited to 14 students per year, so register before it's too late. We hope you consider this program as the next step in advancing your career!
BOLA program highlights include:

2017-2018 CALBO Membership Program
Important Changes Below!
The new 2017-2018 California Building Officials membership year is upon us starting on April 1st, 2017.

With this new year comes important changes to the CALBO Membership Program, specifically changes to Class I Memberships.

One of the great things about California is our diversity, and our building departments and local jurisdictions are a testament to this adage. It has been noted by many member jurisdictions, large and small, that there should be a difference in membership rates, whereby; larger jurisdictions would pay a higher rate given that they consume more membership services. 

For all jurisdictions, a new, tiered Class I Membership dues structure has been established based on population size. Changes to the other CALBO Membership Program categories are detailed below as well.

PLEASE NOTE: Each current CALBO member was sent a membership renewal notification explaining their membership category and changes. If you have not received such notification, please contact the CALBO office.

A Special CALBO Legislative Update 
Following the 2016 election in November, the California Legislature began a new biennial session. As new and returning legislators begin their work, CALBO continues to ensure that the building official profession is protected within the parameters of CALBO's Six Point Criteria.
Last year, CALBO fought hard to stop a bill that would have drastically changed training and testing requirements for building inspectors. Bills like this will continue to surface, and CALBO's Legislative Committee will review, analyze and when necessary, take a position in support or opposition. Last year, more than ever, building professionals throughout the state replied to CALBO’s calls to action, and this collective advocacy made a significant difference. Members can learn more about how CALBO advocates for building department professionals at the upcoming Annual Business Meeting in Newport Beach during the general session meeting on Monday.

The deadline for bills to be introduced was February 17 and CALBO is in the process of reviewing hundreds of bills to determine which will impact the building department profession. CALBO keeps members informed of which bills we are tracking by providing direct access to legislation at the CALBO Legislative Watch Page and as necessary, through email alerts.

While CALBO regularly advocates on behalf of members, CALBO encourages members to actively take part in the legislative process. In addition to responding to all "calls to action" throughout the year, CALBO invites Class I members to join the CALBO Legislative Committee and participate at our annual Leadership and Advocacy Day. The event takes place Wednesday, April 26 in Sacramento and more details are below.

CALBO's Leadership and Advocacy Day
Wednesday, April 26th, 2017
Sacramento, CA
CALBO's Annual Leadership and Advocacy Day will take place in Sacramento at the State Capitol on Wednesday, April 26, 2017. This is an opportunity for Class I Members to take part in the legislative process and have their voices heard! 

Join CALBO's Legislative Committee to meet with your legislators and discuss current legislation impacting building departments. Participants will be briefed on the legislation and learn about the legislative process before attending pre-scheduled meetings.

Last year, through consistent advocacy, CALBO members stopped harmful legislation that would have negatively impacted building departments. Be a part of the effort to ensure legislators understand the important duties building department staff carry out on a daily basis and the work you do to keep the public safe.
