Federal Aid Series: Right-of-Way Training

May 27–28, 2026, 8:30am–12pm PT


CALTAP is hosting a two-day online training detailing the high-level process and procedures for completion of project right of way work. This training outlines state & federal regulations that Local Public Agencies must follow for compliance with Uniform Act 49 CFR Part 24 & 23 CFR Part 710, required when completing Right of Way activities on projects with federal aid.

Training: Asphalt Pavement Placement & Compaction

May 21, 2026, 11:30am–1:30pm PT



This 2-hour training that continues the discussion of best practices in asphalt paving, specifically focusing on placement and compaction.


Longitudinal and construction joints are also included, as well as inspection and troubleshooting. Following these best practices can help create a smooth and consistent asphalt mat that serves the traveling public for years to come.

Training: Pavement Design for Local Agencies

June 4, 2026, 11:30am–1:30pm PT


This 2-hour training explores how to determine necessary pavement thickness for applications in a local setting.


The primary concepts of Equivalent Single Axle Loads (ESALs), truck factors, growth factors, subgrade resilient modulus, and structural number will be explored so that pavements can be designed with the necessary thickness to support traffic for years to come.

Training: Asphalt Maintenance & Treatment

June 9, 2026, 11:30am–1:30pm PT


Join the team from Arkansas Local LTAP for this 2-hour training on "Asphalt Maintenance: Treatment Options". 


Deteriorated asphalt pavements are often repaired using traditional methods such as a hot mix asphalt overlay, but funding is often a problem. This webinar will provide an overview of alternative surface treatments that can lengthen the life of the pavement structure, including chip seals, hybrid chip seals, slurry seals, microsurfacing, ultra-thin bonded wearing courses, and thin overlays.

APWA is hosting a 90-minute webinar on Building Resilient Communities: How Public Works Mutual Aid Networks Support Emergency Operations.


Mutual aid networks are a cornerstone of effective emergency management for public works agencies, enabling communities to respond more efficiently and recover more quickly from disasters. Presenters will examine three established public works mutual aid models: CoWARN (Colorado’s Water/Wastewater Agency Response Network), IPWMAN (Illinois Public Works Mutual Aid Network), and the Massachusetts Highway Association.
