Coordinated Assessment Model

The Coordinated Assessment Model (CAM) process is a referral system designed to be a starting point for people who are experiencing homelessness in Detroit, Hamtramck and Highland Park. The goal of the CAM system is to connect people in a fair way to housing and other related resources as available.

If you are experiencing homelessness and need to get help, the process begins with contacting CAM (313) 305-0311.



CAM Call Center hours: Monday - Friday, 8am - 6pm

Currently, we are experiencing extreme cold weather. This cold weather alert will last until Monday, January 5 at 12pm.

When CAM Services are closed, there are two options that can help you access emergency shelter:

• Call 866-313-2520 / 313-305-0311 to be connected with a Street Outreach team, Motor City Mitten Mission

• Go to the nearest police station to be connected to emergency shelter bit.ly/41i51Ke.

For all other resources please call back during regular operating hours.

January 9

All CAM services will be closed from 9:40am – 11:20am. There will be no live phone service or in-person assessments during this time. The CAM team will resume regular operating hours at 11:20am.

January 19

In observance of the Martin Luther King Jr holiday, all CAM services will be closed. Regular operations will resume the following Tuesday.

The NOAH Access Point is closed today and will resume operations Monday.

Detroit Home Connect 

Detroit Home Connect is a City of Detroit service that provides you a central first step in finding housing in Detroit that meets your affordability and household needs. You can understand your eligibility for rental units by exploring options based on your family size, age, and income. Detroit Home Connect is an initiative of the City of Detroit’s Housing and Revitalization Department.

Project Based Voucher Program

Waiting Lists Open

The Project Based Voucher Program (PBV Program) is designed to provide low and moderate-income individuals and families with housing assistance in specific units contracted with Detroit Housing Commission (DHC). The housing assistance is provided to income-eligible applicants who are approved for tenancy at the contracted location. You apply to the PBV location waiting list of your choice. The Project Based Assistance is only available to those selected and approved from the program site waiting list.

New Recovery Housing Opportunity Available in Detroit



Detroit is expanding access to safe, supportive housing for individuals in recover from substance use disorders. Through the City's Opioid Crisis Response Program, new recovering housing beds are open.

Individuals interested in accessing these services can call to request a screen and explore placement options.

Locations: Detroit Rescue Mission Ministries, and SHAR Inc.

For placement at Second Chance 2000, call 313-349-9170

Hegira Health Inc offers walk-in, no appointment needed for mental health treatment. They also offer community resource coordination, 24/7 mobile crisis stabilization services, family counseling, and community outreach for psychiatric emergencies 

Parent or guardian supervision is required for minors under 18.

Corktown Health

Emergency Financial Assistance

The Housing and EFA programs provide emergency financial assistance to households experiencing utility shutoff, eviction, and first month’s rent for a new move. This assistance is designed to help clients living with HIV stay engaged or reengage in medical care.
