Coordinated Assessment Model


The Coordinated Assessment Model (CAM) process is a referral system designed to be a starting point for people who are experiencing homelessness in Detroit, Hamtramck and Highland Park. The goal of the CAM system is to connect people in a fair way to housing and other related resources as available.

If you are experiencing homelessness and need to get help, the process begins with contacting CAM (313) 305-0311.



CAM Call Center hours: Monday - Friday, 8am - 6pm

Code Blue

A city wide Code Blue alert went into effect this week and will last until further notice. During a Code Blue, anyone in need of a shelter bed can walk into an emergency shelter in the City of Detroit.

If CAM Services are closed and you are sleeping outside or in a vehicle, there are two ways to access emergency shelter:

  • Call 866-313-2520 / 313-305-0311 to be connected with a Street Outreach team, Motor City Mitten Mission


  • Go to the nearest police station to be connected to emergency shelter bit.ly/41i51Ke.


For all other resources please call back during regular operating hours.

Upcoming Service Interruptions

December

December 12


All CAM services will be closed from 9:40am – 11:30am. There will be no live phone service or in-person assessments during this time. The CAM team will resume regular operating hours at 11:30am.

December 19


All CAM services will be closed. Regular operations will resume the following day. 

December 24-25


All CAM services will be closed in observance of the Christmas Holiday. Regular operations will resume the next day.


December 31, 2025 - January 1, 2026


All CAM services will be closed in observance the New Year holiday. Regular operations will resume the following Monday.

Housing Resources

Taylor Housing Commission HCV Waiting List

The Taylor Housing Commission will open it’s HCV (Housing Choice Voucher) waiting list on December 20, 2025. To successfully apply, you will need to provide the following information:


  1. First and last names of ALL members of you household
  2. Social Security numbers and birthdates of ALL household members
  3. Total gross annual income of everyone in your household. This includes wages, child support Social Security, Supplemental Security Income (SSI), General Assistance and Unemployment Income.
  4. A valid mailing address and email address. Accurate information must be submitted in order to contact applicants if they are selected in the lottery.

COMPLETING THIS ONLINE APPLICATION IS NOT A GUARANTEE OF BEING PLACED ON LIST.

The waiting list will be open starting Saturday, December 20 and end Wednesday December 31 at taylorhousing.org.

Detroit Home Connect 

Detroit Home Connect is a City of Detroit service that provides you a central first step in finding housing in Detroit that meets your affordability and household needs. You can understand your eligibility for rental units by exploring options based on your family size, age, and income. Detroit Home Connect is an initiative of the City of Detroit’s Housing and Revitalization Department.

Project Based Voucher Program

Waiting Lists Open

The Project Based Voucher Program (PBV Program) is designed to provide low and moderate-income individuals and families with housing assistance in specific units contracted with Detroit Housing Commission (DHC). The housing assistance is provided to income-eligible applicants who are approved for tenancy at the contracted location. You apply to the PBV location waiting list of your choice. The Project Based Assistance is only available to those selected and approved from the program site waiting list.

Shelter Information


Shelter Prioritization

If you are experiencing a housing crisis and are in need of somewhere safe to stay, you can get assistance by contacting CAM. Only households on the “need shelter list” will be considered for a shelter referral. As shelter space becomes available, CAM will refer households based on immediate safety concerns and risks.

Due to limited availability, some shelters are not accepting walk-ins overnight. Please call CAM (313) 305-0311, Monday - Friday between 8 am - 6 pm to speak to someone who can advise on shelter availability and/or other options. Please note that available shelter beds are limited and change daily.


Client

Grievance

The Detroit CoC has established grievance procedures for clients and agencies who wish to file a grievance without fear of retaliation from the party accused or any representative. Street Outreach

If you see a person experiencing unsheltered homelessness, you can request a Street Outreach Team to connect the person to our homelessness response system to be assessed for needs and connected to resources as they are available. You can access the online form here.

Needs Resource Map

The needs management map provides a wide range of material resources, including but not limited to: soup kitchens, food pantries, free or low-cost medical care, mutual aid organizations, employment resources, parenting support, free legal aid, HOUSING, and more.

The Detroit Health Department’s Harm Reduction Wellness Stations provide free supplies to help prevent disease, reduce overdose risks, and make substance use safer.

Hegira Health Inc offers walk-in, no appointment needed for mental health treatment. They also offer community resource coordination, 24/7 mobile crisis stabilization services, family counseling, and community outreach for psychiatric emergencies 

Parent or guardian supervision is required for minors under 18.

Corktown Health

Emergency Financial Assistance


The Housing and EFA programs provide emergency financial assistance to households experiencing utility shutoff, eviction, and first month’s rent for a new move. This assistance is designed to help clients living with HIV stay engaged or reengage in medical care.

New Recovery Housing Opportunity Available in Detroit



Detroit is expanding access to safe, supportive housing for individuals in recover from substance use disorders. Through the City's Opioid Crisis Response Program, new recovering housing beds are open.


Individuals interested in accessing these services can call to request a screen and explore placement options.
