Coordinated Assessment Model

CAM (or coordinated entry, as it is nationally known) is a model used in many cities to provide a streamlined process of resources for people experiencing homelessness. The primary functions of CAM include connecting clients to shelters; assessing a person’s housing needs; identifying and prioritizing the most vulnerable; and referrals to housing programs for long-term assistance.

NOAH Access Point Update

Starting April 17, the CAM Access point at NOAH resumed regular hours of operation and is open on M-TH from 9:30am-3:30pm. We apologize for any inconvenience(s) caused by the temporary closure. Please see camdetroit.org/upcoming-closures/ for the latest information regarding all CAM service closures and service interruptions.

Upcoming CAM Closures

On Wednesday April 24th, the NOAH at Central CAM Access Point will be closed all day. The CAM Call Center, Cass Community Social Services, and Detroit VA Access Point locations will continue to operate as usual, and provide CAM services during their regular hours. NOAH at Central will resume regular services Monday, April 29th at their regular times.


How to Access CAM Services During NFL Draft

Due to the NFL Draft in Detroit, the CAM Access Point at NOAH will be closed on 4/25 and resume their regular hours on 4/29. Clients can go to the Pope Francis Center for CAM services during 4/25-4/26 from 8:30am-3:30pm.

CAM Community Feedback Survey

Shelter Access

CAM began the updated Shelter Prioritization process on January 29, 2024, as a means to address shelter referrals according to need and risk. Currently, if an individual seeking shelter engages with CAM, an assessment is completed and the client is added to a prioritization list.


Individuals are offered shelter referrals according to their place on the list. At 10 am, CAM creates a reservation list and contacts all clients with a reservation by phone, text, email, and Street Outreach. If a referral is not claimed by 2 pm, CAM offers the referral by mass text message.


Information collected through this survey will inform Shelter Access Planning and may affect long-term access options.  The survey has 21 questions, primarily multiple choice. Your answer will still be recorded if you choose to skip questions. For more information, contact Brenna Welch at bwelch@waynemetro.org

What to expect?

If you are experiencing a housing crisis and are in need of somewhere safe to stay, you can get assistance by contacting CAM.

What is changing?

Moving forward, only households on the “need shelter list” will be considered for a shelter referral. As shelter space becomes available, CAM will refer households based on immediate safety concerns and risks.

Shelter Access

Due to limited availability, some shelters are not accepting walk-ins overnight. Please call CAM Monday - Friday between 8 am - 6 pm to speak to someone who can advise on shelter availability and/or other options. Please note that available shelter beds are limited and change daily.

Warming & Respite Centers

To access the warming centers or emergency shelters, residents should call CAM at (313) 305-0311 during the hours of 8 AM - 6 PM, Monday-Friday. Veterans seeking shelter should call from 8 AM - 4:30 PM Monday - Friday.
