Coordinated Assessment Model

CAM (or coordinated entry, as it is nationally known) is a model used in many cities to provide a streamlined process of resources for people experiencing homelessness. The primary functions of CAM include connecting clients to shelters; assessing a person’s housing needs; identifying and prioritizing the most vulnerable; and referrals to housing programs for long-term assistance.

CAM Call Center hours: Monday - Friday, 8am - 6pm

Temporary Access Point Closure

CORRECTION: Due to unforeseen circumstances, starting Monday, April 8 NOAH will be temporarily closing until further notice for site maintenance and enhancements. Additional information regarding resuming regular hours will be sent as available.

CAM Upcoming Reduced Hours

On April 12, the CAM Call Center and Cass Access Point services will be closed from 9:30am – 11:15am. There will be no live phone service nor in-person assessments between these hours. The CAM Call Center and Cass Access Point will reopen from 11:15am – 6pm for the rest of that day. Veteran Access Point hours will remain the same.


On April 25, the CAM Call Center will be closed from 2:30pm - 4pm. There will be no live phone service during this time. The Cass Access Point will closed from 3pm - 4pm. There will be no in-person assessments during this time. The CAM Call Center and Cass Access Point will be back at 4pm - 6pm for the rest of that day. Veteran Access Point hours will remain the same.

CAM Community Feedback Survey

Shelter Access

CAM began the updated Shelter Prioritization process on January 29, 2024, as a means to address shelter referrals according to need and risk. Currently, if an individual seeking shelter engages with CAM, an assessment is completed and the client is added to a prioritization list.


Individuals are offered shelter referrals according to their place on the list. At 10 am, CAM creates a reservation list and contacts all clients with a reservation by phone, text, email, and Street Outreach. If a referral is not claimed by 2 pm, CAM offers the referral by mass text message.


Information collected through this survey will inform Shelter Access Planning and may affect long-term access options.  The survey has 21 questions, primarily multiple choice. What to expect?

If you are experiencing a housing crisis and are in need of somewhere safe to stay, you can get assistance by contacting CAM.

What is changing?

Moving forward, only households on the “need shelter list” will be considered for a shelter referral. As shelter space becomes available, CAM will refer households based on immediate safety concerns and risks.

Shelter Access

Due to limited availability, some shelters are not accepting walk-ins overnight. Please call CAM Monday - Friday between 8 am - 6 pm to speak to someone who can advise on shelter availability and/or other options. Please note that available shelter beds are limited and change daily.

Warming & Respite Centers

To access the warming centers or year-round emergency shelters, residents should call CAM at (313) 305-0311 during the hours of 8 AM - 6 PM, Monday-Friday. Veterans seeking shelter should call from 8 AM - 4:30 PM Monday - Friday.
