Coordinated Assessment Model


The Coordinated Assessment Model (CAM) process is a referral system designed to be a starting point for people who are experiencing homelessness in Detroit, Hamtramck and Highland Park. The goal of the CAM system is to connect people in a fair and equitable way to housing and other related resources as available.

If you are experiencing homelessness and need to get help, the process begins with contacting CAM (313) 305-0311.



CAM Call Center hours: Monday - Friday, 8am - 6pm

Access Point Updates

NOAH at Central’s hours are changing from 9:30am – 3:30pm to 9:30am – 2pm.

The Detroit VA Access Point has moved from the Red Tower, 2nd Floor to the Blue Tower, 7th Floor Rm A7175.

Upcoming Closures

May 16

The CAM Call Center and the CAM Access Points will be closed from 9:30am – 11:15am. There will be no live phone service or in-person assessments during this time. The CAM Call Center and the Cass Access Point will be back from 11:15am – 6:00pm. The VA Access Point will be back from 11:15am – 4:30pm.


May 26

In observance of the Memorial Day holiday, CAM will closed Monday, May 26, 2025. Regular operating hours will resume the following day.

Detroit Home Connect 

Detroit Home Connect is a City of Detroit service that provides you a central first step in finding housing in Detroit that meets your affordability and household needs. You can understand your eligibility for rental units by exploring options based on your family size, age, and income. Detroit Home Connect is an initiative of the City of Detroit’s Housing and Revitalization Department.

System Reports

The 2024 CAM Quarterly System Reports are available for quarters 1 through 4. System reports detail the operational performance of our local Coordinated Entry process. They cover engagement and access metrics, intake and referral numbers, and housing program participation. You can access the reports at camdetroit.org/reports.

Shelter Prioritization

What to expect?

If you are experiencing a housing crisis and are in need of somewhere safe to stay, you can get assistance by contacting CAM.

What is changing?

Moving forward, only households on the “need shelter list” will be considered for a shelter referral. As shelter space becomes available, CAM will refer households based on immediate safety concerns and risks.

Due to limited availability, some shelters are not accepting walk-ins overnight. Please call CAM (313) 305-0311, Monday - Friday between 8 am - 6 pm to speak to someone who can advise on shelter availability and/or other options. Please note that available shelter beds are limited and change daily.

Street Outreach

If you see a person experiencing unsheltered homelessness, you can request a Street Outreach Team to connect the person to our homelessness response system to be assessed for needs and connected to resources as they are available. You can access the online form here or by scanning the QR code on this flyer.

My Safe Space Crisis Hotline (313) 844-9136

The My Safe Space Crisis Hotline serves young adults ages 18-24. It connects youth experiencing housing and mental health crises to short-term mental health services.

If you're experiencing a mental health crisis, call DWIHN's

24 hour helpline (800) 241-4949

The Mobile Crisis Hotline provides increased accessibility to DWIHN services in the Wayne County area. Calling the hotline will get a mobile crisis unit to your location 24/7/365.

Rides to Care


Whether you're pregnant, a new mom, or a caregiver, you can get free rides to doctor appointments. This new Detroit Department of Health program provides transportation for prenatal and postpartum care up to the baby's first birthday.


Rides are available

  • Monday - Friday, 8 a.m. - 6 p.m.
  • Saturday, 8 a.m. - 2 p.m.
  • Services are not available on holidays
