Coordinated Assessment Model
The Coordinated Assessment Model (CAM) process is a referral system designed to be a starting point for people who are experiencing homelessness in Detroit, Hamtramck and Highland Park. The goal of the CAM system is to connect people in a fair and equitable way to housing and other related resources as available.

Detroit Home Connect is a City of Detroit service that provides you a central first step in finding housing in Detroit that meets your affordability and household needs. You can understand your eligibility for rental units by exploring options based on your family size, age, and income. Detroit Home Connect is an initiative of the City of Detroit’s Housing and Revitalization Department.

The Project Based Voucher Program (PBV Program) is designed to provide low and moderate-income individuals and families with housing assistance in specific units contracted with Detroit Housing Commission (DHC). The housing assistance is provided to income-eligible applicants who are approved for tenancy at the contracted location. You apply to the PBV location waiting list of your choice. You may apply to more than one waiting list.

The CAM Quarterly System Report is now available for Quarter 1 of 2025. System reports detail the operational performance of our local Coordinated Entry process. They cover engagement and access metrics, intake and referral numbers, and housing program participation. You can access the reports at camdetroit.org/reports.

Needs Resource Map
The needs management map provides a wide range of material resources, including but not limited to: soup kitchens, food pantries, free or low-cost medical care, mutual aid organizations, employment resources, parenting support, free legal aid, HOUSING, and more.

Harm Reduction
Wellness Stations

The Detroit Health Department’s Harm Reduction Wellness Stations provide free supplies to help prevent disease, reduce overdose risks, and make substance use safer. This initiative helps protect the health of Detroiters by giving residents the tools they need to stay safe. The Stations will supply items that support safer practices and overall health, such as:
- Naloxone Kits (Narcan)
- Test Strips
- Medication Deactivation Bags (Deterra Bags)
