Coordinated Assessment Model

CAM (or coordinated entry, as it is nationally known) is a model used in many cities to provide a streamlined process of resources for people experiencing homelessness. The primary functions of CAM include connecting clients to shelters; assessing a person’s housing needs; identifying and prioritizing the most vulnerable; and referrals to housing programs for long-term assistance.

CAM Call Center hours: Monday - Friday, 8am - 6pm

Upcoming CAM Closures

  • Today, the CAM Call Center will be closed from 3:30pm - 4:30pm. There will be no live phone service during this time. All CAM Access Points will continue operating at their regular hours. The CAM Call Center will be back at 4:30pm – 6pm.


  • On Thursday July 4th and 5th, all CAM services will be closed in observance of the Juneteenth holiday.


  • On Friday, July 25, The CAM Call Center will be closed from 2:30pm - 4:15pm. There will be no live phone service during this time. The CAM Access Points will be closed from 2:30pm – 4:15pm. There will be no in-person assessments during this time. The CAM Call Center and the Cass Access Point will be back from 4:15pm – 6pm, and the VA Access Point will be back from 4:15pm - 4:30pm

The Coordinated Assessment Model (CAM) works to connect individuals and families experiencing homelessness to housing and shelter services. As resources become available, CAM coordinates with providers to find the best fitting services according to the person’s unique situation. CAM works to end homelessness by offering access to services, providing standard assessments to connect individuals with the correct resources, assisting with housing referrals, and prioritizing resources for those that are most vulnerable. What to expect?

If you are experiencing a housing crisis and are in need of somewhere safe to stay, you can get assistance by contacting CAM.

What is changing?

Moving forward, only households on the “need shelter list” will be considered for a shelter referral. As shelter space becomes available, CAM will refer households based on immediate safety concerns and risks.

Shelter Availability

Due to limited availability, some shelters are not accepting walk-ins overnight. Please call CAM Monday - Friday between 8 am - 6 pm to speak to someone who can advise on shelter availability and/or other options. Please note that available shelter beds are limited and change daily.

Homeless Outreach Request

If you see a person experiencing unsheltered homelessness, you can request a Street Outreach Team in order to connect the person to our homelessness response system to be assessed for needs and connected to resources. You can access the online form here or by scanning the QR code on the flyer.


Please download the flyer and distribute it amongst your networks.

Youth Outreach Navigator

As a Youth Outreach Navigator, you will develop and maintain relationships with community partners and external organizations to coordinate services for homeless youth, ensuring compliance with government regulations and adherence to the Housing First model. Responsibilities include conducting assessments at primary nighttime residences, maintaining accurate case documentation in HMIS databases, providing transportation, attending relevant meetings and training sessions, and collaborating with the Lead Outreach Navigator on case reviews.

Coordinated Entry Manager

Responsible for the implementation and management of CAM operations. The Coordinated Entry (CE) Manager oversees an in-person access site(s) in Detroit and ensures supervision, administration, and oversight of CAM staff. Responsible for management of all program elements, including thorough household assessment, shelter tracking and placement, and accurate data reporting to ensure efficient service delivery.

Data Analyst

The Data Analyst will be responsible for gathering, interpreting, and sharing data in ways that aid in effective decision-making towards the goal of ending homelessness. The Data Analyst is an interdepartmental position that will work with Continuum of care (CoC) and Homeless Management Information System (HMIS) staff to

further the goals of the Detroit The Data Analyst will also assist in the on-going maintenance and support of the HMIS.
