Coordinated Assessment Model

CAM (or coordinated entry, as it is nationally known) is a model used in many cities to provide a streamlined process of resources for people experiencing homelessness. The primary functions of CAM include connecting clients to shelters; assessing a person’s housing needs; identifying and prioritizing the most vulnerable; and referrals to housing programs for long-term assistance.

Temporary Closure of Housing Choice Voucher Waitlists

HAND received notification from MSHDA that, effective July 1, 2024, all Housing Choice Voucher waitlists have been temporarily closed. Unfortunately, no reopening date has been provided at this time. During this period, no new submissions or recertifications will be accepted.


  • The Detroit Veterans Affairs Supportive Housing (VASH) program will be closed until further notice.



Please note that this closure does not impact the following MSHDA programs:

  • Project-Based Vouchers
  • Stability Voucher program

Access Point Updates

August 12 - The CAM Access Point at Noah at Central will resume their regular hours. NOAH's Access Point hours are Monday through Thursday, 9:30am through 3:30pm.

August 22 - The CAM Call Center will be closed from 2:30pm - 4:15pm. There will be no live phone service during this time. The CAM Access Points will be closed from 2:30pm – 4:15pm. There will be no in-person assessments during this time. The CAM Call Center and the Cass Access Point will be back from 4:15pm – 6pm.

Shelter Information

Due to limited availability, some shelters are not accepting walk-ins overnight. Please call CAM Monday - Friday between 8 am - 6 pm to speak to someone who can advise on shelter availability and/or other options. Please note that available shelter beds are limited and change daily.

What to expect?

If you are experiencing a housing crisis and are in need of somewhere safe to stay, you can get assistance by contacting CAM.

What is changing?

Moving forward, only households on the “need shelter list” will be considered for a shelter referral. As shelter space becomes available, CAM will refer households based on immediate safety concerns and risks.

Homeless Outreach Request

If you see a person experiencing unsheltered homelessness, you can request a Street Outreach Team to connect the person to our homelessness response system to be assessed for needs and connected to resources as they are available. You can access the online form here or by scanning the QR code on the flyer.
