Assessing the Viability of Smaller Municipalities:

The Alberta Model

Alberta Municipalities just published their final paper in the Future Governance Series with the School of Public Policy: "Assessing the Viability of Smaller Municipalities".

The paper identifies two major themes that the viability of small municipalities is influenced by:

Demographic Trends: Small towns and villages, especially those far from large cities, face challenges due to demographic shifts. This limits the availability of human and financial resources needed for municipal governance and service provision.

Infrastructure Costs: The high expenses associated with the upkeep and renewal of infrastructure significantly challenge smaller municipalities. The dissolution of some communities highlights the severe financial strain caused by infrastructure costs, which transfers to the absorbing entity.

The paper also outlines several potential policy strategies for meeting those challenges.

If you would like to learn more, register for the webinar being held on Thursday, April 25th at 5:30 p.m. MST here. The findings and potential solutions will be discussed with the authors, Kimberly Jones, Mukesh Khanal, and Kevin McQuillan.

Organizational Culture and Ethics: Peanut BUtter and Jelly or Oil and Water?

The challenge of building a strong culture with a high value on ethics.

Mar 01, 2024 | ICMA BLOG POST

At the League of California Cities City Managers Conference in February 2024, three respected California City Managers spoke about the success and challenges they faced while building a strong culture that also places a high value on ethics.

The ethics behind keeping your governing body in the know

By Robert J. Wood and Alan Bojorquez | Mar 01, 2024 | PM MAGAZINE - ARTICLE

There is a balancing of interests, obligations, prohibitions, and exceptions involved in determining what local government managers must disclose to their governing board, to whom the disclosure should be made, and even when and where that disclosure should take place.

In the course of processing those choices, it may also help to achieve clarity on why the manager is divulging that information. When discussing ethics and responsibilities, we typically focus on and emphasize, rightly so, the duty and importance of informing the governing body. That is the default position, but there are legitimate and even necessary exceptions.

Because of the scope and complexity of managers’ responsibilities and relationships, it is not always obvious whether the manager has a duty to share information. While it might seem easy to adopt a rule of “just tell council everything,” there are sometimes countervailing obligations to be discreet and maintain the confidential nature of the data.
