WHY WE NEED GREAT MID-MANAGERS MORE THAN EVER

To reinvigorate our organizations post-pandemic, ultimate success depends on the actions of mid-managers. Positive change happens in the middle. One City Manager wrote the following:

I'm a City Manager in a mid-sized city. We survived the remote work phase of the pandemic, but are now struggling with the return-to-work phase. As City Manager, I surveyed employees to identify their concerns and issues about returning to the office. Based on the survey, most employees who can do some work from home favor a hybrid model. The Department Heads and I are struggling with all kinds of issues:

What is the nature of our hybrid workplace?

How do we promote equal treatment among mostly office vs. remote workers, and office/knowledge workers vs. field/service workers?

How do we ensure the safety and health of all our employees?

What are ways that we can retain our talent as we move forward?

How do we counter all the exhaustion, discouragement and uncertainty experienced by staff?

Dr. Frank Benest from ICMA provides some advice to this City Manager on how local governments can proceed and build a more energizing future for their organizations. Click here to read the full article.

CAMA'S HUMAN RESOURCES TOOLKIT

EMPLOYEE & LABOUR RELATIONS - MEDIATION

CAMA's Human Resources Toolkit is designed to provide information regarding several different human resource topics with support through samples and links. Today's featured topic is Mediation.

“Mediation is a procedure in which the parties discuss their disputes with the assistance of a trained impartial third person(s) who assists them in reaching a settlement. It may be an informal meeting among the parties or a scheduled settlement conference.  The dispute may either be pending in a court or potentially a dispute which may be filed in court.  Cases suitable for mediation are disputes in commercial transactions, personal injury, construction, workers compensation, labor or community relations, divorce, domestic relations, employment, or any other matters which do not involve complex procedural or evidentiary issues.  Attendance at the mediation conference is voluntary by the parties, except where governed by statute or contract clause.” (What Is Mediation And How Does It Work? - FindLaw)

Mediation can be used to resolve issues between staff or between the organization and external suppliers or customers.  Mediation should be undertaken prior to any formal legal action, to try to come to a mutually beneficial resolution prior to involving a full legal process.  Many provincial and territorial governments have mediators available for municipal use, or a private mediator can also be utilized. The mediator should be a neutral third party.

When negotiating a collective agreement, mediation provides a neutral third-party to help reach an agreement on all or some of the terms of the collective agreement.

Visit the Employee & Labour Relations Chapter of the Human Resources Toolkit to learn more about the following topics:  Understanding Collective Agreements, Operating in a Union Environment, Grievances, Arbitration, Employment Law, Workplace Harssment and Workplace Violence, Privacy Issues/Personal Information, Negotiation Techniques, Conflict Resolution, Conducting Workplace Investigations.

The Toolkit can be found in the CAMA's Member's Section (Click the Toolkit Button).
