ADVOCACY UPDATE FROM AMCTO:

RESPONSE FROM PROVINCIAL STAFF ON IMPLEMENTING STRONG MAYOR LEGISLATION

In support of municipalities implementing Strong Mayor powers, AMCTO wrote to the local government division at the Ministry of Municipal Affairs and Housing (MMAH) in September 2023 seeking guidance and clarity on aspects of Part VI.1 of the Municipal Act and accompanying regulations.

Given discussions and subsequent inquiries made by municipal staff during their Strong Mayor drop-in sessions, there were several areas within the legislation and regulation where gaps were identified, and that has left aspects of implementation challenging. Among other things, they've asked for clarity regarding the budget process, bylaws delegated to staff under the Planning Act, and restricted act provisions during local elections.

Below is a document compiled by AMCTO of their requests and the Ministry's responses for your information.

WORKFORCE DEVELOPMENT PROJECT - MUNICIPAL EMPLOYEE SURVEY

In September of 2023, the Association of Municipalities of Ontario (AMO) embarked on a multi-year Municipal Workforce Development Initiative to better understand and address the municipal sector's workforce needs now and in the future.

As part of this project, AMO sought feedback via a survey from current municipal staff to understand what attracted staff to the municipality, what they enjoy about their work, and how municipal employers can enhance the employee experience moving forward.

Nearly 2,400 municipal employees in Ontario voluntarily filled out the survey between November 3-24, 2023.
