Alternative Payment Programs (APPs)  do so much more than supporting families with support and access to child care.  From border-to-border, APPs support each county with a menu of services that have evolved to meet the very unique needs of vulnerable families and populations.  Therefore, to better support our field and decision makers with information about agencies and their services, each month CAPPA  will be featuring an agency highlighting the contracts and programs delivered.

CHILD CARE LINKS
Child Care Links is a Resource and Referral agency located in Alameda County, established in 1976 in response to the State of California's interest in creating innovative systems to deliver quality child care services to low-income families. The agency's dedication to its mission statement of providing support and resources to the Tri-Valley community is consistently seen in its growing efforts to provide innovative services to a diverse population. The agency has built a strong foundation to serve children and families in the community through the following programs:
  • Subsidized (financial assistance) child care programs: such as CalWORKS Stage 1, California Department of Education (CDE), Stages 2 and 3, California Alternative Payment Program (CAPP) and federal Block Grants in the Tri-Valley, Tri-Cities, Sunol, and Oakland areas of Alameda County (services vary by location). Child care subsidies are provided to families for services under terms of agreement with the CDE and the Alameda County Social Services Agency. Child Care Links determines program eligibility, provides support services, collects parent fees, and processes payments to Child Care Providers.
  • Resource and Referral Services: including assistance choosing quality child care and free child care referrals for families, regardless of income, seeking child care in the Tri-Valley.
  • Inclusion Services: including ASQ implementation assistance, parent and Child Care Provider support services for children with special needs.
  • Coaching and Consultation: for Child Care Providers through the Child Care Initiative Project (CIPP) and Quality Counts Program.
  • Health and Safety Trainings: for parents, Child Care Providers, and the greater community. Financial reimbursement for Child Care Providers is also available.
  • Free Trainings and Workshops: for parents, Licensed and Licensed-Exempt Child Care Providers, and Early Childhood Professionals.
  • Child Safety Seat Instruction: Inspection and Installation assistance, and free car or booster seat replacement/disbursement.
  • Diaper Pantry: distributes a month supply of free diapers, books and literacy activities to low-income families.
Child Care Links uses a comprehensive approach in assessing and developing new opportunities for growth aligned with evidence-based practices, and current needs assessment data. The agency regularly tracks and evaluates client engagement and community outreach strategies, to ensure agency services match the current needs of target populations.
 
Child Care Links provides resources that strengthen and improve the health, safety and well-being of all children and their families, as part of a larger effort to empower individuals to move from reliance to self-sufficiency.

This is to inform you that the CDE Child Development
Contracts office will begin
distribution of fiscal year (FY) 2017-18 child development contracts on May 30, 2017.
The contracts will once again be e-mailed to the executive and program directors. Take a moment to ensure that your agency's
e-mail addresses are correct within the Child  Development Management
Information S ystem(CDMIS),
and update as necessary.
Although we do not know
contract numbers in advance, for those agencies who require board approval, plan now to add child development contract
approval to the June 2017
board agenda.
Please note that the FY
2017-18 contracts will be
e-mailed to those agencies
who do not have any
outstanding amendments
from previous fiscal years.

Bills identified as of high interest to our field include:
  AB 60 (Santiago & Gonzalez)  - This bill updates income eligibility guidelines that have been frozen for over a decade, taking into account the new minimum wage, and streamlines reporting requirements to minimize disruptions for children, parents, employers and child care providers.   AB 60 Resource Page.
AB 227 (Mayes) - This bill would create the Educational Opportunity and Attainment Program that would provide education incentive grants to CalWORKs recipients to encourage and support low-income parents who reach certain educational goals and create additional work-study slots and support services for CalWORKs recipients pursuing their education.
AB 231 (Chavez) - This bill will define State Median Income and create a phase out process.
 AB 273 (Aguiar- Curry) - Child care services: eligibility. This bill would include in the area relating to need, as a requirement that may be satisfied for purposes of eligibility, that the family needs the child care services because the parents are engaged in an educational program for English as a second language learners or to attain a high school diploma or general educational development certificate.
AB 1106 (Weber) -  This bill will allow allocated monies to support working families with child care, to be distributed over a longer period of time.  Additionally, the proposal will allow active military personnel to not have their basic housing allowance considered as part of their income when they apply for a child care subsidy.  
AB 1164 (Thurmond)Foster care placement: funding. This bill would establish the Child Care Bridge Program for Foster Children (bridge program). The bill would authorize county welfare departments to administer the bridge program and distribute vouchers to children between birth and 4 years of age, placed with an approved resource family or the child of a young parent involved in the child welfare system.

Trump's Budget Cuts Underscore Danger of Block- Granting Social Programs

President Trump's "skinny" budget would eliminate
four discretionary block grants that mainly serve low-income people, and set the stage for substantial cuts to others.
These cuts would come on top of years of deteriorating funding for block grants. Since 2000, overall funding for block grants targeted on low- and moderate-income people has shrunk 37 percent after accounting for inflation and population growth.

WIC Works: Addressing the Nutrition and Health Needs of Low-Income Families for 40 Years

Extensive research has found the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to be a  cost-effective investment  that improves the nutrition and health of low-income families - leading to healthier infants, more nutritious diets and better health care for children, and subsequently to higher academic achievement for students.
In a paper released today (3/29/17) by CBPP, we look at the positive results of WIC including: providing nutritious foods, nutrition education, breastfeeding support, and referrals to health care and social services for millions of low-income families. 

As part of the nation's nutrition safety net for over 40 years, WIC now serves more than 7 million pregnant and post-partum women, infants, and children through their fifth birthday. 


The budget proposed by President Trump signals a disturbing and perilous vision for America that abandons the millions of low- and moderate-income people who are working hard to strengthen their own and their families' economic security. By slashing the vital programs that support these Americans, Trump would imperil the country's overall economy, which depends on the success of everybody-not just those at the top. As Dr. Martin Luther King, Jr. said, "a budget is a moral document," yet this draconian proposal is decidedly amoral.
