Community based public and private Alternative Payment Programs (APPs) support the needs of working moms and dads with access to child care and other supports earmarked to lift families up from poverty. During the pandemic, these programs have distributed emergency essential worker child care vouchers, family child care and center stipends & PPE, diapers, food and clothing. Throughout California, these APPs may also support parental choice to CalWORKs Stages 2 & 3, preschool and center-based programs, general child care, After School Education and Safety (ASES), Child and Adult Care Food Program (CACFP), Family Child Care Home Education Networks (FCCHENs), transportation, behavioral & mental health services, respite, regional centers, health and safety, 21st Century, resource libraries, and Trustline.

The Mexican American Opportunity Foundation (MAOF) is a nonprofit, state-wide community-based organization that was established in 1963 by founder Dionicio Morales to serve disadvantaged individuals and families in the Los Angeles area. Services provided include early education, Headstart/Early Headstart, childcare subsidy programs, alternate payment programs for low-income working parents, resource and referral programs, community development programs, senior programs, including a weekly food bank, and job training programs. MAOF is one of the largest family services organizations in the United States and has achieved the status by providing high-quality social services and programs to diverse communities where the need is the greatest. It currently operates in 7 California counties with over 60 service locations and 875 employees.
