CAPPA's monthly "Featured Agency" segment will highlight amazing work being done by Alternative Payment Programs (APPs) child development contractors throughout the state of California. From border-to-border, APPs support working families and children with services to support self-sufficiency, stability of children in child care, and a host of services coordinated to help break the cycle of poverty.  Many APPs also have been called on to serve as a community life-support of information and resources during natural disasters.  We are pleased to continue this tradition and bring focus to the untapped potential that is the 40 plus year APP community-based system.

December 2018 Featured Agency of the Month 
Del Norte Child Care Council   
Del Norte Child Care Council (DNCCC) is a nonprofit agency. This spring we will be celebrating 40 years of service in Del Norte County.
 
In our first year as a nonprofit, DNCCC served 6 families. Today we serve hundreds of families. DNCCC has been growing, expanding and challenging ourselves ever since.
 
Our mission holds true today as it did then. Our charge is to promote and encourage family growth, education, care and development of children through increased community and family awareness of children's needs. We do this in a variety of ways.
  • Resource and Referral (R&R) - we contract with CDE to offer our county's Resource and Referral Program. We encourage and mentor parent choice in all child care solutions. We offer a Toy Lending Library that is open to the public, in our child development room we share the space with our supervised visitation program.
  • DNCCC has hosted the National Child Passenger Safety Certification Training Program for many years, this grant provides training and certification for car seat technicians. We receive additional funding to provide car seats and education for eligible parents. DNCCC fundraises to keep the up with the need for car seats in our community.
  • For our Family Child Care Providers, we offer the CCIP and CACFP continuous professional development and assistance while promoting quality childcare.
  • Alternative Payment Program (APP) - we provide child care subsidies for families through our CDE APP contracts, CAPP, C2AP, C3AP, Trustline, CCTR, and the EHSCP grant.
  • DNCCC subsidy also includes the County contract for CalWORKS Stage 1.
  • We are very proud to be members of the CAPPA and R&R Network. Their support over the years has been priceless.
  • DNCCC offers Supervised Visitation through the Superior Court of Del Norte. This program is the Child Access Program funded by the Judicial Counsel of CA- Access to Visitation grant.
  • Through the Office of Child Abuse Prevention, we offer Parent Education. This program is implemented for 3 age ranges. We use evidence based proven effective curriculum.
    • The Incredible Years for children 1-10
    • The Incredible Babies for parents pregnant or babies 0-12 months
    • The Incredible Years-Dina Dinosaur which includes a social emotional component.
    • We also provide this program to our County's Foster Children, and visit many TK and Pre K classrooms in our Unified School District. This program is also supported by our DHHS Mental Health Services Act funds
    • As part of our Stage 1 Capacity Building, our partnership includes a wide range of opportunities for families as well as recruitment and training for Family Child Care Providers. This includes our License Exempt parents and providers as well.
We have many community partners that we collaborate with such as Redwood Coast Regional Center, Dept. of Social Services Mental Health Branch and Public Health Branch, Tobacco Use Prevention Programs, Del Norte County Unified School District, Chamber of Commerce, City of Crescent City, Workforce Center, the Family Resource Center, First 5 Del Norte, Child Support Services and many others.
DNCCC is also very busy with education for the little's of our community. We have partnered with our School District to offer two Community Care Licensing (CCL) Title 22 After School programs for children K- 6th grades.
We run a CCL Title 22 Pre School named "Little School of the Redwoods" it is a nonprofit preschool with a capacity of 30 children.
The definition of family has changed over the last 40 years and so has the definition of DNCCC. Although our roots are grounded, we are flexible with the ever changing trends, needs and opportunities of our Community.

Today, the Senate and Assembly convene for the 2019-20 legislative session.  To watch the floor sessions at noon, click here.

There are many high hopes and expectations that we have for these respective bodies.  The "big" areas where there appears to be much commitment to address are housing, poverty,  reforming the criminal justice system, and focused new investments in health care and education.  

For child care are early education, many are hoping that there is a priority of increasing the number of child care slots for California's working poor families.  Additionally, we have child care deserts throughout California wherein there contains either no child care providers or so few options that there are more than three times as many children as licensed child care slots.

It is anticipated that today, Assembly Member Kevin McCarty will be introducing legislation to increase preschool slots and streamline California's child care rate system.  

As legislation impacting child care and early learning, poverty, homelessness, CalWORKs, the foster care bridge program, independent contractors, or any issue that may directly impact working families and children from birth to 13 will be hosted here.

  • January 10 - Governor's budget released
  • February 22 - Last day to introduce legislation
  • April 26 - Last day for policy committees to hear and report to fiscal committees fiscal bills introduced in their house

  • Mid-May - Budget May Revise by May 14
  • June 15 - Deadline for legislature to pass a budget bill for the upcoming fiscal year
  • July 1 - New fiscal year begins

November 19, 2018 - PRESS RELEASE: State Poverty Task Force Issues Plan to End Deep Child Poverty

SACRAMENTO - The state Lifting Children and Families Out of Poverty Task Force issued a  concrete plan today to end deep child poverty in California in just four years when fully implemented , affecting 450,000 children. Key elements of the plan include guaranteed childcare and early childhood education for children in poverty aged 0-8, a targeted child tax credit, and increasing enrollment in critical existing services through expanded outreach and improved technology.

The action plan would also reduce overall child poverty in California by 50 percent over 20 years, affecting 1.9 million children each year.

Public Charge Early Childhood Template for Public Comments

Our friends at CLASP have put together some very helpful resources for all of us to participate and send our comments during the public charge open comment period. Submitting organizational and individual comments is crucial as its a way to make our voices heard and make it clear that immigrant children and their families could be greatly affected if this proposed rule is finalized.
 
More background and action items: 
 
On October 10, the long-anticipated "public charge" proposed rule was published in the federal register for a 60-day comment period. The rule proposes to expand the forms of public assistance that are counted in a "public charge" determination, which may be used to deny individuals entrance to the United States or lawful permanent residency.  It establishes standards for income, health, age, and English language proficiency for immigrant families seeking long-term stability. If enacted, the rule would make immigrant families afraid to seek programs-such as Medicaid and SNAP-that keep children and families healthy and fundamentally change who we are as a nation.
 
This proposal will have a major impact on millions of young children in immigrant families.
 
Please find attached template comments written especially for the early childhood field. We ask that you modify these comments to reflect your unique perspective or expertise and have included prompts in the template for you to do that. The   Protecting Immigrant Families  campaign is using a sector-based strategy for generating a large number of unique comments in opposition to this rule. Template comments are being written from the perspective of 40+ different sectors. If you receive more than one template for commenting, we encourage you to use the template or sections of the templates that are most relevant to your expertise or perspective. By law, every unique comment must be read and considered by the federal government. Public comments must be submitted to the federal register by December 10th.

Reports on Child Care for Parents in Education and Training & Work Requirements

The Urban Institute has released two research products as part of their Bridging the Gap project which focuses on elevating the child care needs of parents seeking education and training.
 
First, the brief,  Work Requirements, Education and Training, and Child Care , may be of interest given the recent conversation about work requirements across federal programs. This brief includes:
Significant proportions of adults in the major safety net programs are parents, and to get good jobs, many low-income parents need to improve their skills.
  • But low-income parents often have trouble finding quality, affordable child care that meets their needs-and federal child care subsidies are often not available for low-income parents seeking education and training given the competing needs for the funds.
  • Policymakers can better meet the child care needs of low-income parents by continuing to invest in child care subsidies for parents in education and training, building on the growing awareness of families' child care needs, designing workforce programs to minimize child care challenges and expand support for parents in education and training, and facilitating connections between workforce development and child care systems.
Their report,  Local Workforce Development Boards and Child Care, presents findings from interviews with five local workforce development boards that have undertaken efforts to address child care barriers. It provides information on the structure of each site, how child care fits into their vision, how they help families with their child care needs, which partners they work with, and more.
